[SMM Hydrogen Policy Update] Ulanqab Municipal People's Government: Officially Releases "Proposal of the Communist Party of China Ulanqab Municipal Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development"
On December 16, the Ulanqab Municipal People's Government officially released the "Proposal of the Ulanqab Municipal Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development" (hereinafter referred to as the "Planning Proposal"). The document clearly identifies the hydrogen industry, new materials, and future industries as core development directions. It proposes advancing a full-chain layout for green hydrogen production, storage, transmission, and utilization, fully constructing the hydrogen transmission pipeline from Ulanqab to Beijing-Tianjin-Hebei, and creating an autonomous region-level innovation demonstration base for the hydrogen industry. A series of key tasks are outlined to draw a clear blueprint for regional energy transformation and high-quality development.
The Planning Proposal states that during the 15th Five-Year Plan period, Ulanqab will focus on developing new forms of the energy industry, addressing the pain points in electricity consumption, and promoting the implementation of load-side dominated direct green power connection projects. It also explores innovative models such as virtual power plants and smart microgrids. In the ESS sector, it will implement pumped storage projects and promote the cluster development of new-type energy storage, providing solid support for new energy consumption. As a core highlight, the plan clearly aims to advance the entire industry chain development of green hydrogen production, storage, transmission, and utilization, accelerating the cultivation of supporting industries such as hydrogen equipment manufacturing and storage and transportation. Leveraging the local abundant wind and solar power resources, it plans to create an autonomous region-level innovation demonstration base for the hydrogen industry. Currently, Ulanqab has launched the Three Gorges Group's first integrated demonstration project for green hydrogen production, storage, transportation, and refueling, establishing a full-process closed loop of "green electricity for hydrogen production - diversified storage and transportation - multi-scenario applications." Its PEM water electrolysis equipment has second-level response capability, adaptable to the volatility of wind and solar energy, laying a solid foundation for the large-scale development of the hydrogen industry during the 15th Five-Year Plan period.
In terms of fostering emerging and future industries, the Planning Proposal clearly aims to strengthen the pillar industries of wind, solar, hydrogen, and ESS, promoting the coordinated development of green hydrogen, green ammonia, and green alcohol industries, and accelerating the promotion and application of new energy heavy trucks. In the material industry, it will extend six new material industry chains including carbon-based, molybdenum-based, and aluminum-based, focusing on the development of special alloys, lithium batteries, and graphene and other carbon-based functional materials, building a nationally important new material industry base. At the same time, it will proactively lay out future industries such as hydrogen, low-altitude economy, and biomanufacturing, improving the industrial ecosystem through demonstrations of new technologies, products, and scenarios. Notably, Ulanqab has already established a solid foundation for the new energy industry, with key projects such as the 6 million kW Phase I wind power base and the 1.5 million kW "wind-solar-thermal-ESS-hydrogen integration" base successively put into operation. In 2024, the monthly power generation of related projects reached a historical high, providing ample green electricity for the development of emerging industries.
In terms of infrastructure and technological support, the Planning Proposal proposes to significantly enhance the power transmission and distribution capacity, with a focus on advancing the construction of the hydrogen transmission pipeline from Ulanqab to Beijing-Tianjin-Hebei. It is reported that as China's first cross-provincial, large-scale, long-distance pure hydrogen transmission pipeline, the project spans approximately 1,132 kilometers in total length, with a design pressure of 6.3 megapascals. In its first phase, the hydrogen transmission capacity will reach 100kt per year, with plans to increase this to 500kt per year in the long term. Upon completion, it will steadily supply green hydrogen to key regions and enterprises such as the Xiong'an New Area and Tianjin Petrochemical, addressing the challenge of supply-demand mismatch in the hydrogen energy sector. Meanwhile, the plan clearly states that it will focus on characteristic and advantageous industries such as new energy, green hydrogen, ammonia, and methanol, implementing a series of major scientific and technological tasks to promote R&D and the commercialization of research findings, thereby strengthening the technological support for industrial development.
Additionally, the "Plan Proposals" emphasize the establishment of a mechanism to support the cultivation of new business models, encouraging cross-sector integration between energy enterprises and big data and cloud computing companies, and fostering a mechanism for coordinated development between computing and electricity. Through resource integration and leveraging complementary strengths, this approach aims to stimulate industrial innovation vitality. Leveraging its abundant wind and solar power resources, a solid industrial foundation, and clear policy guidance, Ulanqab City is accelerating its transition from a major new energy resource hub to a strong industrial city. During the "15th Five-Year Plan" period, it will adopt multiple measures, including the layout of the entire hydrogen industry chain, cross-regional energy collaboration, and the cultivation of emerging industries, to establish itself as a demonstration hub for energy transformation radiating across the Beijing-Tianjin-Hebei region, injecting strong impetus into the realization of the "dual carbon" goals for the autonomous region and the entire country.

To thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the important speeches and instructions made by General Secretary Xi Jinping regarding Inner Mongolia, fully implement the deployment requirements of the Tenth Plenary Session of the 11th Autonomous Region Party Committee, and considering the actual development situation of Ulanqab City, the following proposals are put forward for formulating the city's 15th Five-Year Plan for National Economic and Social Development.
I. Forging Ahead Bravely Along the Direction Pointed Out by General Secretary Xi Jinping and Striving to Write a New Chapter of Chinese Modernization in Ulanqab
(1) Ulanqab has achieved significant accomplishments during the "14th Five-Year Plan" period. During the "14th Five-Year Plan" period, facing arduous and complex tasks of reform, development, and stability, the municipal party committee united and led party organizations at all levels throughout the city, as well as the vast number of party members, cadres, and the masses. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, they thoroughly implemented the spirit of General Secretary Xi Jinping's series of important speeches and instructions regarding Inner Mongolia, fully carried out the decisions and deployments of the CPC Central Committee and the work requirements of the Autonomous Region Party Committee. Taking the strengthening of the sense of the Chinese nation community as the main line, they focused on the two major tasks of "completing the five major tasks entrusted by General Secretary Xi Jinping and building a model autonomous region in all respects," implemented the "six projects," carried out the "six actions," and coordinated efforts to advance all aspects of economic and social development, thereby taking solid steps toward the modernization of Ulanqab. The comprehensive ecological management of the Daihai Lake water ecosystem, the ecological protection and restoration of the Chahannaoer, and key national ecological projects such as the "Three-North" Shelterbelt Program have advanced in depth, leading to continuous improvement in the quality of the ecological environment. The new energy industry has risen rapidly, with the first domestic "generation-grid-load-storage" demonstration project and the first "green power supply for industrial parks" demonstration project in western Inner Mongolia completed and put into operation, marking breakthroughs in industries such as green hydrogen, ammonia, and alcohol. The "Green Computing Power to Beijing" initiative has advanced strongly, earning honors such as the "Benchmark for the 'East Data West Computing' Project," the "Pioneer for High-Quality Development of Computing Power," and the "Pioneer for Collaborative Development of Computing Power and Electricity." Traditional industries such as ferroalloy, graphite carbon, chlor-alkali chemical engineering, and fluorine chemical engineering have undergone iterative upgrades, while characteristic industries such as "wheat, vegetables, potatoes, cattle, sheep, and dairy" have continued to grow stronger. The regional public brand "Authentic Ulanqab" has gained nationwide recognition. The collaboration between Beijing and Ulanqab has yielded fruitful results, with the city brand "Just one step west of Beijing lies Ulanqab, an ideal destination for investment and year-round tourism" being fully polished and widely recognized. Coordination in urban-rural development has strengthened, with the central city's capacity enhanced, county-level carrying capacity increased, achievements in poverty alleviation consolidated and expanded, and rural revitalization comprehensively advanced. Significant progress has been made in border stabilization and consolidation, social governance, disaster prevention and emergency rescue, contributing to a harmonious and stable social environment. Reform and opening up have advanced in depth, with reforms in key areas continuously deepened, government service efficiency significantly improved, the business environment continuously optimized, regional cooperation yielding noticeable results, and opening up to the outside world making solid progress. The "six facts and principles" have been widely recognized, the sense of community among the Chinese nation has taken deep root, the cause of ethnic unity and progress has continued to improve, cultural undertakings and industries have flourished, the building of democracy and the rule of law has been continuously strengthened, and people's well-being has significantly improved. Ulanqab has successfully been awarded the title of "National Civilized City" and approved as a "National Model City for Food Safety," achieving a fifth consecutive term as a National Model City for Supporting the Military and Giving Preferential Treatment to Families of Servicemen and Martyrs. Comprehensive and strict governance of the Party has been consistently implemented, with in-depth advances in work style construction and the fight against corruption. The attainment of these significant achievements fundamentally stems from the leadership and steering of the Party Central Committee with Comrade Xi Jinping at its core, as well as the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
(2) During the "15th Five-Year Plan" period, the development environment in Ulanqab will face new opportunities and challenges. The "15th Five-Year Plan" period represents a critical phase for China to lay a solid foundation and make comprehensive efforts towards basically achieving socialist modernization, a key period for Inner Mongolia to pursue high-quality development and accelerate its path to innovation, and also a window and crucial period for Ulanqab to leverage its advantages, optimize its industrial structure, address shortcomings, and strengthen its overall economic strength. From the perspective of the overall development landscape, China's economic foundation remains stable, with numerous advantages, strong resilience, and vast potential. The supporting conditions and fundamental trends for long-term positive growth remain unchanged, with the advantages of the socialist system with Chinese characteristics, the super-large-scale market, a complete industrial system, and abundant human resources becoming even more prominent, providing solid support for high-quality local development. From the perspective of development opportunities, multiple favorable factors are accelerating their aggregation and releasing effectiveness. The new round of technological revolution and industrial transformation is accelerating with multiple breakthroughs. China is speeding up the construction of a new development pattern, and the "dual carbon" strategy is advancing in depth, creating broad space for Ulanqab to undertake the transfer of green and low-carbon industries, cultivate new quality productive forces, and expand internal and external linkage opening-up. As the superimposed effects of major national strategies such as the Western Development, Ecological Conservation and High-Quality Development in the Yellow River Basin, and the "East Data, West Computing" project continue to emerge, and policy dividends like the "State Council's Opinions on Promoting High-Quality Development in Inner Mongolia and Striving to Write a New Chapter in Chinese Modernization" are gradually implemented and take effect, various resource elements are accelerating their convergence toward our city, and the momentum for development will become increasingly robust. The unique geographical, energy, and ecological advantages of our city provide a solid foundation for transforming policy opportunities into tangible development outcomes.
From the perspective of challenges, the prominent issues of unbalanced and insufficient development in our city still need to be vigorously addressed. The industrial structure is not optimal, scientific and technological innovation capabilities are inadequate, and the scale of emerging industries is relatively small. The modernization of agriculture, animal husbandry, and rural pastoral areas faces arduous tasks. Channels for increasing urban and rural residents' income are narrow, and the level of equalization of basic public services is not high. Changes in the population structure pose new challenges to economic development and social governance. Risks and hidden dangers in key areas cannot be overlooked. The entire city must maintain strategic resolve, strengthen confidence in victory, actively recognize, adapt to, and seek changes, leverage strengths, address weaknesses, and strengthen areas of deficiency with a reform and innovation mindset, overcome difficulties, combat risks, and meet challenges with a proactive historical spirit, make unremitting efforts, continue to strive, and vigorously write a new chapter of Chinese modernization in Ulanqab.
(3) The overall requirements and main goals for economic and social development during the "16th Five-Year Plan" period. Adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, and the Scientific Outlook on Development, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, implement General Secretary Xi Jinping's important speeches and instructions for Inner Mongolia, thoroughly implement the work requirements of the Autonomous Region Party Committee, take forging a strong sense of community for the Chinese nation as the main line, coordinate and advance the Five-Sphere Integrated Plan, coordinate and advance the Four Comprehensives, fully, accurately, and comprehensively implement the new development philosophy, actively integrate into and serve the construction of a new development pattern, adhere to the general principle of pursuing progress while ensuring stability, adhere to economic development as the central task, take promoting high-quality development as the theme, take reform and innovation as the fundamental driving force, take meeting the people's growing needs for a better life as the fundamental goal, take strict governance of the Party as the fundamental guarantee, promote effective qualitative improvement and reasonable quantitative growth in the economy, promote comprehensive human development and solid steps toward common prosperity for all ethnic groups, make new contributions from Ulanqab to building the "Two Barriers," "Two Bases," and "One Bridgehead," safeguard the lofty honor of the Model Autonomous Region, and ensure decisive progress in basically achieving socialist modernization together with the nation and the autonomous region.
To implement the overall requirements, it is essential to deeply comprehend the decisive significance of the "Two Establishments," strengthen the "Four Consciousnesses," fortify the "Four Confidences," and achieve the "Two Upholds." We must adhere to the Party's comprehensive leadership, prioritize the people, pursue high-quality development, deepen reforms comprehensively, combine an effective market with a proactive government, and balance development and security. The main objectives for the city's economic and social development over the next five years are as follows:
—Achieve new progress in advancing the construction of the Chinese national community. Efforts to promote ethnic unity and progress will be deepened, and the sense of the Chinese national community will be further ingrained in people's hearts, contributing more Ulanqab practical outcomes and distinctive experiences to the comprehensive construction of a model autonomous region.
—Achieve new breakthroughs in high-quality development. The foundation of the real economy will be further strengthened, with significant progress in new-type industrialization, informatization, urbanization, and the modernization of agriculture and animal husbandry. Major breakthroughs will be made in developing new quality productive forces and building a modern industrial system with regional characteristics and advantages. The capacity to ensure the supply of energy, strategic resources, and major agricultural and livestock products will be continuously enhanced. Economic growth will remain within a reasonable range, total factor productivity will steadily increase, and the household consumption rate will significantly rise, ensuring that the per capita gross regional product reaches the middle level within the autonomous region.

The spiritual and cultural lives of people of all ethnic groups will be enriched, and the moral, scientific, cultural, and health qualities of the masses will be significantly enhanced.
—Realize new enhancements in the quality of life for the people. High-quality and full employment will be steadily advanced, ensuring that the growth rate of per capita income remains in the upper reaches of the autonomous region. The social security system will be more robust, the health system more complete, and the level of equalization of basic public services significantly improved. Common prosperity for all ethnic groups will be solidly promoted, bringing people's lives closer to happiness.
—Ecological civilization construction reached new heights. Comprehensive management of Daihai Lake and Chahan Nur, along with key ecological projects like the "Three-North" Shelterbelt Program, achieved significant results. Total emissions of major pollutants continued to decrease, urban and rural living environments improved markedly, green production and lifestyles were largely established, carbon peak goals were met as scheduled, and the ecological security barrier was further strengthened.
—Building a Safe Ulanqab entered a new phase. The capacity to balance development and security was continuously enhanced, risks in key areas were effectively prevented and resolved, the development of democracy and the rule of law was steadily strengthened, social governance and public security governance levels were significantly raised, the pattern of joint border strengthening by the Party, government, military, police, and civilians was further consolidated, and the security and stability barrier in northern China became more secure.
On this basis, after another five years of striving, by 2035, the city’s overall economic strength, core competitiveness, and regional influence will have significantly leaped. Per capita GDP and resident income will reach higher levels, playing a greater role in building the "Two Barriers," "Two Bases," and "One Bridgehead." It will continue to lead in promoting the construction of the Chinese national community and common prosperity in ethnic border regions, as well as in building national ecological and security stability barriers. The lives of all ethnic groups will be more prosperous, peaceful, and happy, and together with the nation and the autonomous region, Ulanqab will basically achieve socialist modernization.
II. Strengthening the Sense of Community for the Chinese Nation and Promoting the Construction of the Chinese National Community
Firmly grasp that strengthening the sense of community for the Chinese nation is the main theme of the Party’s ethnic work and all tasks in ethnic regions in the new era. Thoroughly, deeply, and concretely implement the requirements of this main theme into all aspects of the city’s work, including economic, political, cultural, social, ecological civilization, and Party construction, advancing the building of the Chinese national community in a tangible, perceptible, and effective manner.
(4) Improve systems and mechanisms for implementing the main theme requirements. Strengthen pre-review and filing examination of local regulations and government rules to ensure they align with the main theme requirements. Enhance the review and evaluation mechanism for major economic and social development policies to ensure they embody the main theme and imbue all reforms and development with the "Three Meanings." Deepen legal publicity in ethnic affairs, promote the rule of law in ethnic governance, and legally protect the legitimate rights and interests of all ethnic groups. Strengthen the main theme awareness among Party committees (leading Party members groups) and leading cadres at all levels, and strictly implement the work responsibility system and coordination mechanism for strengthening the sense of community for the Chinese nation.
(5) Strengthen theoretical research and education on strengthening the sense of community for the Chinese nation. Deepen research on major fundamental issues of the Chinese national community and enhance the quality and effectiveness of research bases for the sense of community for the Chinese nation. Promote the normalization and long-term effectiveness of education on the consciousness of the Chinese nation community, implement training programs for Party members and officials, and deeply carry out mass education on "being grateful to the Party, listening to the Party, and following the Party." Deepen the "five micro" work method to guide officials and the public of all ethnic groups to firmly establish a sense of community characterized by shared weal and woe, honor and disgrace, life and death, and destiny. Integrate the mainline requirements into historical and cultural education, public cultural facility construction, urban landmark building creation, and tourism landscape displays, fostering more shared cultural symbols and images of the Chinese nation among all ethnic groups.
(6) Promote in-depth exchanges, interactions, and integration among all ethnic groups. Continuously deepen the publicity and education as well as the creation of ethnic unity and progress, solidly conduct activities for exchanges, interactions, and integration among all ethnic groups, and tell the vivid stories of the Chinese nation community and Ulanqab City's efforts to strengthen the consciousness of the Chinese nation community with emotion and effort. Implement the "three plans" for exchanges, interactions, and integration among all ethnic groups, and strive to create a national model city for ethnic unity and progress. Coordinate urban and rural construction layout planning and the allocation of public service resources to create more complete social conditions for all ethnic groups to live, study, build, share, work, and enjoy together. Fully promote the use of nationally unified textbooks and popularize the national common language and text.
(7) Gather a powerful synergy to jointly build the Chinese Dream. Focus on strengthening commonality, enhancing centripetal force, and improving cohesion, continuously consolidating and developing a favorable situation of joint unity and struggle. Develop whole-process people's democracy, strengthen and improve the work of the People's Congress in the new era, play the role of the CPPCC as a specialized consultative body, enhance cooperation and coordination among various consultation channels, and promote the extensive, multi-level, and institutionalized development of consultative democracy. Fully leverage the bridging role of the "two representatives and one committee member," improve grassroots democratic systems, and establish long-term working mechanisms for absorbing public opinions and gathering public wisdom. Better utilize the role of mass organizations such as trade unions, the Communist Youth League, and women's federations in connecting with the public. III. Advancing Ecological Conservation and Green Development, Demonstrating New Achievements in Strengthening the Ecological Security Barrier in Northern China
Thoroughly implement Xi Jinping's Thought on Ecological Civilization, firmly uphold the concept that lucid waters and lush mountains are invaluable assets, and adopt an integrated and systematic approach to protecting and managing mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. Coordinate efforts to reduce carbon emissions, mitigate pollution, expand green areas, and promote growth, accelerate the comprehensive green transformation of economic and social development, and support high-quality development with high-level ecological and environmental protection.
(8) Fight a high-quality battle in the "Three-North" Shelterbelt Project. Accelerate the implementation of the sixth-phase plan for the "Three-North" Project, advance with high quality the battles in the Yellow River's "Ji"-shaped bend and the Hunshandake Sandy Land, expedite the implementation of ecological comprehensive management projects on the northern slopes of the Yinshan Mountains and integrated protection and restoration projects for forests, grasslands, wetlands, and wastelands, continuously consolidate the achievements in desertification control, and steadily increase forest and grassland coverage and ecological quality.
(9) Strengthen the protection and restoration of key ecosystems. Strictly implement systems for basic grassland protection, grassland-livestock balance, and grazing bans and rest periods, steadily advance the protection and restoration of ecological functions in degraded grasslands, crack down on illegal forest and grassland destruction in accordance with the law, and consolidate the results of overgrazing control. Increase the coverage and protection level of grassland insurance. Clarify responsibilities under the forest chief and river/lake chief systems. Improve systems for forest protection, cultivation, and management, and deepen the reform of collective forest tenure. Comprehensively strengthen the protection and restoration of natural forests. Promote the construction of a system of protected natural areas and advance the application for the establishment of a national park in the Daqingshan National Nature Reserve. Deepen comprehensive ecological protection and management of Daihai Lake and Chahannao'er. Advance comprehensive management of soil erosion. Strengthen biodiversity conservation. Implement integrated protection and restoration projects for mountains, rivers, forests, farmlands, lakes, grasslands, and deserts within the Yellow River Basin under the jurisdiction. Enhance the construction of green mines and promote the restoration and management of historically abandoned mines.
(10) Resolutely fight the battle against pollution. Vigorously address excessive pollutant discharges, accelerate pollution control in key industries, and expand the coverage of clean energy heating. Consolidate and enhance the results of the investigation and remediation of sewage outfalls into rivers. Promote zonal management and tiered prevention and control of groundwater pollution, and strengthen monitoring, early warning, and comprehensive management of over-extraction of groundwater. Improve facilities for the collection, transport, and disposal of urban and rural garbage and sewage. Deepen comprehensive management of agricultural non-point source pollution. Strengthen risk control and remediation of soil pollution on agricultural and construction land. Enhance the environmental management of hazardous waste and centralized, harmless disposal of medical waste. Strengthen coordinated management of new pollutants and the construction of environmental risk control systems.
(11) Promote green, low-carbon, and circular development. Advance the ecologicalization of industry and the industrialization of ecology, accelerate green and low-carbon transformation in key sectors such as industry, construction, transportation, and energy, and innovate mechanisms for realizing the value of ecological products. Vigorously support the development of the private economy, implement the Private Economy Promotion Law, and guide private capital to participate in the construction of major infrastructure, key industries, social livelihood, and other fields. Support the development of small and medium-sized enterprises and individual businesses, strengthen the cultivation of "four above" enterprises, promote the transformation of individual businesses into enterprises, small businesses into regulated ones, regulated ones into joint-stock companies, and joint-stock companies into listed ones, and foster collaborative and integrated development of large, medium, and small enterprises.
