Shaanxi Coal Group 12,000 Nm³/h Hydrogen Production Project Tender

On the 20th day of the month, Shaanxi Coal and Chemical Industry Group Yulin Chemical Co., Ltd. issued a tender announcement for the EPC project of the hydrogen production unit via water electrolysis in the first-phase project of the 15-million-mt/year coal separation, clean, and efficient conversion demonstration project for olefins, aromatics, and deep processing.

According to the tender announcement, the 15-million-mt/year coal separation, clean, and efficient conversion demonstration project for olefins, aromatics, and deep processing (hereinafter referred to as the "Phase II Project") of Shaanxi Coal and Chemical Industry Group Yulin Chemical Co., Ltd. builds upon the Phase I Project. Through the systematic integration of coal pyrolysis, coal/semi-coke gasification, and downstream deep processing technologies, it further expands and extends the industry chain, explores new pathways for the coupled development of coal-based olefins and coal-based aromatics, and produces four major categories of high-value-added products, including high-performance materials, battery electrolyte solvents, degradable materials, and specialty oils, thereby achieving high-end, diversified, and low-carbon development of the coal chemical industry.

Following the principle of "overall planning and step-by-step implementation," the Phase II Project is divided into the Phase II First-Stage Project and subsequent projects. The Phase II First-Stage Project primarily involves the construction of a 5.6-million-mt/year coal-to-methanol plant, a 1.5-million-mt/year methanol-to-olefins plant, and downstream deep processing units, producing a total of 2.77 million mt/year of eight product categories, including polyethylene, polypropylene, EVA, and SAP.

The hydrogen production unit via water electrolysis is a process production unit in the first-phase project of the 15-million-mt/year coal separation, clean, and efficient conversion demonstration project for olefins, aromatics, and deep processing. It is responsible for producing qualified hydrogen and oxygen for downstream use through unit operations such as electrolysis, separation, purification, and hydrogen compression of demineralized water from the demineralized water station.

Unit capacity: Hydrogen production via water electrolysis, 12,000 Nm³/h of hydrogen; 6,000 Nm³/h of oxygen. Annual operating hours: 8,000 hours.

Operating flexibility: The operating flexibility of a single electrolyzer ranges from 60% to 110%. The entire unit can flexibly adjust its load according to downstream demand.

Tender scope: The work scope of the hydrogen production unit via water electrolysis includes the utility system for hydrogen production via water electrolysis (325001), the general layout of the hydrogen production unit via water electrolysis (325002), the power supply and lighting for the water electrolysis unit (325004), the telecommunication system for the hydrogen production unit via water electrolysis (325005), the corrosion protection and insulation for the hydrogen production unit via water electrolysis (325006), the analysis and testing for the hydrogen production unit via water electrolysis (325007), the hydrogen production unit (325020), hydrogen compression (325021), the refrigeration station (325022), the substation for the hydrogen production unit via water electrolysis (325070), the field cabinet room for the water electrolysis-based hydrogen production unit (325080), the wastewater collection tank for the hydrogen production unit via water electrolysis (325090), the underground pipeline network for the hydrogen production unit via water electrolysis (325003), and supporting auxiliary facilities.

Construction period: 608 calendar days. If the total number of calendar days for the construction period differs from the number of days calculated based on the scheduled dates, the total number of calendar days for the construction period shall prevail. Detailed design start date: September 30, 2025. Planned on-site start date: October 25, 2025. Intermediate handover date of the project: May 31, 2027.

This tender accepts consortium bids, with the lead entity being a design unit and the number of consortium members not exceeding 3 (including the lead).

I. Tender Conditions

The tender project "EPC General Contracting of Electrolysis Water Hydrogen Production Unit in Phase I Project of Olefins, Aromatics, and Deep Processing Engineering of 15 million mt/year Coal Quality Clean and Efficient Conversion Demonstration Project" has been approved, with the project funds sourced from the enterprise's own capital, at a contribution ratio of 100%. The bid inviter is Yulin Chemical Co., Ltd. of Shaanxi Coal Group. This project is now ready for tender, and the tender method is open bidding. II. Project Overview and Scope of Tender

2.1 Project Name: EPC General Contracting of Electrolysis Water Hydrogen Production Unit in Phase I Project of Olefins, Aromatics, and Deep Processing Engineering of 15 million mt/year Coal Quality Clean and Efficient Conversion Demonstration Project (Tender No.: 0866-25B1SXQY0673)

2.2 Project Overview: The 15 million mt/year Coal Quality Clean and Efficient Conversion Demonstration Project of Olefins, Aromatics, and Deep Processing Engineering (hereinafter referred to as "Phase II Project") by Yulin Chemical Co., Ltd. of Shaanxi Coal Group, based on the Phase I project, further expands and extends the industry chain through the integration of coal pyrolysis, coal/semi-coke gasification, and downstream deep processing technologies, exploring new paths for the coupled development of coal-based olefins and coal-based aromatics. The Phase II-I project mainly involves the construction of a 5.6 million mt/year coal-to-methanol plant, a 1.5 million mt/year methanol-to-olefins plant, and downstream deep processing facilities, producing a total of 2.77 million mt/year of 8 types of products, including polyethylene, polypropylene, EVA, and SAP.

The electrolysis water hydrogen production unit is a process production facility in the Phase I project of the 15 million mt/year Coal Quality Clean and Efficient Conversion Demonstration Project of Olefins, Aromatics, and Deep Processing. It is responsible for producing qualified hydrogen and oxygen for downstream use through operations such as electrolysis, separation, purification, and hydrogen compression of demineralized water from the demineralized water station.

Plant Scale: Electrolysis of water for hydrogen production, hydrogen 12,000 Nm³/h; oxygen 6,000 Nm³/h

Annual Operating Hours: 8,000 hours

2.3 Tender Scope: The scope of work for the water electrolysis hydrogen production plant includes: utility systems for water electrolysis hydrogen production (325001), general layout of the water electrolysis hydrogen production plant (325002), power supply and lighting for the water electrolysis plant (325004), telecommunications for the water electrolysis hydrogen production plant (325005), anti-corrosion and insulation for the water electrolysis hydrogen production plant (325006), analysis and testing for the water electrolysis hydrogen production plant (325007), hydrogen production unit (325020), hydrogen compression (325021), refrigeration station (325022), substation for the water electrolysis hydrogen production plant (325070), on-site cabinet room for the water electrolysis hydrogen production plant (325080), wastewater collection pool for the water electrolysis hydrogen production plant (325090), underground pipeline network for the water electrolysis hydrogen production plant (325003), and related auxiliary facilities, etc.

The main work content includes but is not limited to:

1) The EPC contractor, based on the approved basic engineering design and contract terms, the depth requirements of "Detailed Engineering Design Content Regulations for Petrochemical Plants" (SPMP-STD-EM2005-2016), relevant national and industry laws/regulations/standards/specifications, and the "Unified Detailed Engineering Design Regulations" by the overall design institute, shall complete the detailed design, as-built drawing preparation, procurement, construction, system cleaning, chemical cleaning, purging, single-unit commissioning, intermediate handover, including technical services and assistance for 72-hour integrated commissioning and feedstock commissioning after the intermediate handover until qualified products are produced, technical services and assistance for performance testing, project document archiving, completion acceptance, fixed asset inventory preparation, 6S visualization project, and warranty services during the defect liability period, as well as project management services. All types of rectification during various inspections and approvals are within the EPC scope. The contractor shall carry out the work in accordance with the technical, quality, occupational health, safety, environmental protection, and fire management requirements specified in this project.

2) Transfer the final 3D model to the client. The final 3D model should be consistent with the physical project and have functions such as browsing, filtering, and querying.

3) Provide full-process technical services for the plant, including equipment operation-related documentation.

4) Provide defect repair, quality assurance, and warranty management services for the project.

5) The EPC contractor is responsible for the design, procurement, and construction of temporary pipelines required for plant commissioning and startup.

6) If the project involves the purchase of equipment from abroad, the translation of the accompanying documentation into Chinese shall be the responsibility of the general contractor, who must provide bilingual versions.

2.4 Project Location: Yulin City, Shenmu City, Daobao Town, Qingshui Industrial Park, Yushen Industrial Zone, Shaanxi Province.

2.5 Construction Period: 608 calendar days. In case of any discrepancy between the total number of calendar days and the planned dates, the total number of calendar days shall prevail.

Detailed Design Start Date: September 30, 2025.

Planned On-site Start Date: October 25, 2025.

Engineering Intermediate Handover Date: May 31, 2027.

III. Qualification Requirements for Bidders

3.1 Qualification Requirements:

This tender accepts consortium bids, with the design unit as the lead party, and the number of consortium members (including the lead party) not exceeding three.

The bidder must be an independent legal entity legally registered in China, holding a valid business license (three-in-one or five-in-one). If bidding as a consortium, all parties must provide this.

Qualification requirements for bidders: The bidder must possess the following qualifications simultaneously:

Design Qualification: Must hold a Class A comprehensive engineering design qualification or a Class A qualification in the chemical, petrochemical, and pharmaceutical industry issued by the administrative authority. If bidding as a consortium, the design unit must meet this requirement.

Construction Qualification: Must hold a Grade I or higher qualification for general contracting of petrochemical construction projects and a valid "Safety Production License" issued by the administrative authority. If bidding as a consortium, the construction unit must meet this requirement.

3.2 Financial Requirements:

For financial qualification review, bidders must provide one of the following two sets of financial information:

(1) A credit certificate issued by the basic account bank (within three months prior to the bid closing date) and a bank account opening permit (or proof of basic bank account);

(2) Financial audit reports and financial statements (at least including the signed and stamped page of the audit report, balance sheet, income statement, and cash flow statement) for the recent three consecutive years (2022-2024) issued by an accounting firm or auditing institution. If the bidder has been established for less than three years, it should provide financial audit reports and financial statements since its establishment year.

All parties in the consortium must provide this.

3.3 Performance Requirements:

Bidders must have the following performance records:

1) Provide at least one EPC project performance record for hydrogen production by water electrolysis with a capacity of 1,000 Nm3/h (single electrolyzer) or above, from January 1, 2020, to the bid closing date. Valid performance is based on the contract signing date (the contract content must include the first page, main scope of work page, contract signing date page, and pages with signatures and seals of both parties). Technical agreements or relevant owner's proof can supplement the contract content.

2) The bidder must provide at least one performance record for the [General Contracting for Construction of Electrolytic Water Hydrogen Production Plant] from January 1, 2020, to the bid submission deadline. Valid performance records shall be based on the contract signing date (the contract content must include the first page, the page outlining the main scope of work, the page with the contract signing date, and the page with the seals and signatures of both parties). Technical agreements may be provided to supplement the contract content or relevant certification materials from the owner may be submitted.

3.4 Personnel Requirements:

1) Project Manager: Must possess a Class I Registered Constructor qualification in Construction Engineering or Mechanical and Electrical Engineering, or a senior or higher technical title in a relevant field. Additionally, they must have at least one EPC general contracting project management performance record for similar projects in coal chemical, petrochemical, or power industries. Valid performance records shall be based on the provided contract documents or relevant certification materials (the contract must include the project manager's name, job title, and scope of responsibilities; technical agreements may be provided to supplement the contract content). A commitment must be provided stating that the individual is not serving as a project manager, project leader, or technical leader for other ongoing projects, or if currently serving in another project, a commitment that they can be withdrawn from that project upon winning this bid (a commitment letter must be provided).

2) Design Leader: Must possess a National Class I Registered Architect qualification, a National Registered Chemical Engineer qualification, a Class I Registered Structural Engineer qualification, or a senior or higher technical title in a relevant field. Registered certificates must be registered with the bidder's company. If bidding as a consortium, the design company must meet these requirements.

3) Construction Leader: Must possess a Class I Registered Constructor qualification in Mechanical and Electrical Engineering and a valid Safety Production Assessment Certificate (Class B). They must be registered with the bidder's company and must not be serving as a project manager for other ongoing construction projects. If bidding as a consortium, the construction company must meet these requirements.

4) Safety Leader: Must possess a Safety Production Assessment Certificate (Class C).

The aforementioned personnel must be registered employees of the bidder's company, and valid social security certification materials issued by the social security administration department (for six consecutive months after January 1, 2025) must be provided.

3.5 Reputation Requirements (The following requirements must be supported by a commitment letter from the bidder with an official seal):

1) Basic information about the bidder and the construction leader must be queryable on the "Shaanxi Province (or National) Construction Market Regulation Public Service Platform."

2) The bidder must not be listed on the Credit China (https://www.creditchina.gov.cn/) serious dishonesty list or the list of entities subject to dishonesty punishment.

3) The bidder must not be listed on the China Judgment Information Online (http://zxgk.court.gov.cn/) list of dishonest persons subject to enforcement.

4) The bidder has not been included in the National Enterprise Credit Information Publicity System (https://www.gsxt.gov.cn/) list of serious illegal and dishonest entities (blacklist).

5) The bidder has not been included in the "Dishonest Supplier List" of Shaanxi Coal and Chemical Industry Group and is not within the publication period.

3.6. Other Requirements:

1) The qualification review method for this project is post-qualification review;

2) Consortium members are recommended to be selected from major general contracting units in industries such as domestic petrochemical, coal chemical, construction, power, nuclear industry, and railway.
