On July 24th, the winning bidder candidates for the secondary tender for the procurement of a 200Nm³/h containerized off-grid hydrogen production system for the 96MWp (Phase I: 60MWp) distributed PV project at Yantongshan, Xuanhua District, Zhangjiakou, Hebei were announced.
According to the announcement, the first-ranked winning bidder candidate is Jiangsu Shuangliang New Energy Equipment Co., Ltd., with a bid price of 10.17 million yuan; the second-ranked winning bidder candidate is Shanghai Hetu Engineering Co., Ltd., with a bid price of 10.459964 million yuan.
According to the tender announcement, the procurement of a 200Nm³/h containerized off-grid hydrogen production system for the 96MWp (Phase I: 60MWp) distributed PV project at Yantongshan, Xuanhua District, Zhangjiakou, Hebei is a pilot verification project of a scientific and technological nature for Beijing-Lai Company. It aims to verify the feasibility of using intermittent green electricity for the production, storage, and supply of green hydrogen through China's first alkaline electrolysis water hydrogen production system, while also conducting research on the reasonable configuration of off-grid (micro-grid) green electricity hydrogen production devices.
Under the condition of meeting the intermittent green hydrogen demand of Xuanhua Iron and Steel (6 hours of daily supply, production every other month), data on the medium and long-term start-up, shutdown, and operation of the hydrogen production device, as well as operational control data, will be obtained. Additionally, comparative production difference data between the electrolysis hydrogen production system with nitrogen protection intervention and continuous operation will be acquired. A data model will be established for comparative analysis to guide the safe production and operation of large-scale hydrogen production projects from wind and PV power in the later stage. This project requires signing a procurement contract with Beijing-Lai (Zhangjiakou) New Energy Co., Ltd.
Scope: (1) System Supply: Provide a complete set of skid-mounted multi-container combined 200Nm³/h alkaline electrolysis water hydrogen production system equipment, including but not limited to: 1 set of 200Nm³/h skid-mounted hydrogen production equipment (including: 1 electrolyzer of 200Nm³/h, 1 set of gas-liquid separation device, 1 set of hydrogen purification device), 1 set of hydrogen production power supply (mainly including rectifier transformer, rectifier, rectifier pure water cooler, copper busbar), 1 set of prefabricated box-type substation (mainly including high-voltage switchgear cabinet, power transformer), PLC control cabinet, engineer station, pure water unit, circulating water system (including circulating water tower, circulating water pump, circulating water tank), hydrogen buffer tank (external), alkali preparation tank, water replenishment pump, alkali preparation pump, grid-forming voltage support ESS (500kW/1165kWh) system, fire protection system, container and production area lighting, video surveillance system, superior 6kV/0.4kV power distribution source (mainly including the transformation of the superior power distribution cabinet, power supply cables), lightning protection facilities (including lightning rods), etc.
(2) Auxiliary Engineering:
Equipment Foundation: Since the land used for this project is a leased vacant lot on the southeast side of Xuanhua Iron and Steel's hydrogen metallurgy facility, there are no permanent buildings on the ground. This project utilizes five sets of skid-mounted containerized integrated functional equipment, which can be connected and wired on-site. The bidder is required to construct the on-site container foundations;
Equipment fencing, access control, and peripheral roads: For safety and functionality considerations, the bidder must install explosion-proof grating fencing around the skid-mounted hydrogen production system plant area, set up entrance and exit gates according to specifications, and pave internal and external plant area roads;
Equipment input and output: One 380V low-voltage cable (externally laid underground), one 6kV high-voltage cable (externally laid underground), nitrogen gas pipelines (externally laid underground), instrument air pipelines (laid underground between functional containers), production water pipelines (externally laid underground), fire water pipelines (externally laid underground), and hydrogen gas pipelines (aerially laid) including pipe racks and foundations.
(3) Spare parts and technical services: Provide one year's worth of spare parts for the system equipment and system operation and maintenance services (including wages, insurance, protective gear, tools, etc. for the operating personnel), and provide a two-year spare parts list (not included in the total price).
