The Ministry of Industry and Information Technology (MIIT) is soliciting public opinions on the "Interim Measures for the Total Volume Control and Management of Rare Earth Mining and Rare Earth Smelting and Separation (Draft for Public Comments)" and the "Interim Measures for the Management of Rare Earth Product Information Traceability (Draft for Public Comments)." The draft specifies that the MIIT, in collaboration with relevant departments, will identify rare earth mining enterprises and rare earth smelting and separation enterprises and announce them to the public. Rare earth mining enterprises and rare earth smelting and separation enterprises must be large rare earth enterprise groups promoted by the state and their affiliated rare earth mining enterprises and rare earth smelting and separation enterprises. Organizations and individuals without rare earth quotas are prohibited from engaging in rare earth mining and smelting and separation production activities.

To implement the "Rare Earth Management Regulations," effectively protect and rationally develop and utilize rare earth resources, safeguard ecological security, and promote the high-quality development of the rare earth industry, the Raw Materials Industry Department of the Ministry of Industry and Information Technology has drafted the "Interim Measures for the Total Volume Control and Management of Rare Earth Mining and Rare Earth Smelting and Separation (Draft for Public Comments)" and the "Interim Measures for the Management of Rare Earth Product Information Traceability (Draft for Public Comments)" (see attachments). Public opinions are now being solicited. The public can submit their opinions and suggestions through the following methods:
