Recently, the Lüliang Municipal People's Government Office issued a notice on the Lüliang Science and Technology Innovation Capacity Enhancement Action Plan (2025-2027).
The document points out that focusing on key areas such as artificial intelligence+, hydrogen energy, carbon-based new materials, special steel, and solid waste resource utilization, 5 pilot testing bases will be constructed. It aims to add 22 provincial-level or above innovation platforms, 30 municipal-level innovation platforms, and form more than 20 municipal-level or above innovation consortia by 2027.

Lüliang Science and Technology Innovation Capacity Enhancement Action Plan (2025-2027)
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, as well as the important speeches and instructions of President Xi Jinping on Shanxi's work, fully implementing the high-quality development strategic deployment of the Provincial Party Committee and the Provincial Government, based on the strategic goal of building a beautiful and happy Lüliang, focusing on Lüliang's "985" key industry chains, adhering to the development path of "four-chain integration", strengthening collaborative innovation among government, industry, academia, research, finance, and application, cultivating and developing new quality productive forces according to local conditions, and accelerating the construction of a modern industrial system characterized by the iterative upgrading of traditional industries, the pioneering occupation of emerging industries, and the forward-looking layout of future industries.
II. Work Objectives
By 2027, a regional innovation system with distinctive features, concentrated elements, and vibrant vitality will be basically established. The intensity of R&D investment in society will increase year by year, the transaction amount of technology contracts will exceed 5 billion yuan, the number of high-tech enterprises will surpass 200, the number of provincial-level or above innovation platforms will reach 45, and the number of enterprises with R&D expenses exceeding 10 million yuan will reach 50.
III. Key Tasks
1. Optimize the science and technology innovation service ecosystem. Construct a market-oriented and specialized science and technology service system, and build an online and offline integrated technology trading service platform in 2025. Implement the "Hundred Talent Training Action" for technology brokers (with the first phase training 50), hold the first Lüliang Technology Transfer Innovation Competition, establish a list of science and technology achievement transformation projects (≥200 projects), and aim to cultivate 5 provincial-level or above model institutions for science and technology services by 2027.

(II) Improve the Long-term Guarantee Mechanism for Scientific and Technological Investment. Establish a growth mechanism for scientific and technological investment in line with fiscal revenue to ensure that the R&D expenditure intensity at both municipal and county levels can steadily increase year by year, stimulating corporate innovation vitality. Implement a plan to double R&D investment, establish a dynamic monitoring mechanism for the R&D investment intensity of key enterprises, and strive to cultivate 50 enterprises with R&D expenses exceeding 10 million yuan by 2027. Build a digital monitoring platform for R&D investment of key enterprises to achieve real-time tracking of data such as R&D expense aggregation, patent output, and achievement transformation.

(III) Construct a Science and Technology Financial Ecosystem Service System. Set up a science and technology innovation guidance fund, following the principle of "government guidance, market operation, and rolling development," to build a full life cycle fund support system covering "seed-angel-venture capital-industrial investment." Focus on supporting early-stage science and technology innovation projects and hard technology fields, nurturing long-term and patient capital, and establishing a "technology + finance + industry" integrated development mechanism.

(IV) High-standard Construction of the "Jinchuang Valley·Lvliang" Innovation-driven Platform. Through customized supply of "space + service + policy," aim to add 30 new technology enterprises (including 5 high-tech enterprises) in the starting area by the end of 2025, nurture 6 industrialization projects in the expansion area, and achieve an annual output value of 140 million yuan for the enterprises/teams in residence; by the end of 2026, add 40 new technology enterprises (including 4 high-tech enterprises and 1 specialized, refined, unique, and innovative enterprise) in the starting area, nurture 6 industrialization projects in the expansion area, and achieve an annual output value of 210 million yuan for the enterprises/teams in residence; by the end of 2027, add 50 new technology enterprises (including 7 high-tech enterprises and 2 specialized, refined, unique, and innovative enterprises) in the starting area, nurture 6 industrialization projects in the expansion area, and achieve an annual output value of 300 million yuan for the enterprises/teams in residence.

(V) Implement the "Breakthrough" Plan for High-level Innovation Platforms. Make every effort to achieve a breakthrough in provincial laboratories, and simultaneously promote the construction of 5 industrial innovation centers. Focusing on key areas such as AI+, hydrogen energy, carbon-based new materials, special steel, and solid waste resource utilization, construct 5 pilot testing bases. Strive to add 22 provincial or above-level innovation platforms and 30 municipal-level innovation platforms by 2027, and form more than 20 municipal or above-level innovation consortia.

(VI) Establish an industry-university-research collaborative innovation system led by enterprises. Support enterprises in leading the establishment of industrial innovation institutes, and encourage them to undertake major national and province and city science and technology projects. Release a list of 100 technical needs annually, promoting the formation of innovation consortia between universities and local enterprises. Leverage the role of the Lvliang Workstation of the Intellectual Property Development Research Center of the State Intellectual Property Office, recommending patent technologies to private capital. Improve the service system for the commercialization of scientific and technological achievements, fostering specialized technology transfer institutions, with the goal of cultivating 50 model enterprises for industry-university-research cooperation by the end of 2027.

(VII) Launch the "Three Zeros" action for enterprise innovation. Establish a work ledger covering the construction of enterprise R&D institutions, R&D investment, and the cultivation of independent intellectual property rights. For enterprises without R&D investment, guide the establishment of an R&D reserve fund system; for those without R&D institutions, support the construction of corporate technology centers; for those lacking invention patents, carry out the "Breakthrough and Multiplication" action for intellectual property.

(VIII) Implement the tiered cultivation project for technology-based enterprises. Establish a tiered cultivation ledger, providing precise services, implementing the "Elevation" action to promote the leap of technology-based small and medium-sized enterprises to high-tech enterprises, carrying out the "Scale-up" plan to drive the scale development of enterprises, advancing the "Promotion" project to cultivate industry-leading enterprises, and implementing the "Listing" cultivation plan to support high-quality enterprises in entering the capital market, aiming to achieve a breakthrough of over 200 high-tech enterprises by 2027.

(IX) Deepen cooperation with major research institutions. Establish a regular "Access and Engagement" mechanism, building a full-process work system for the discovery, evaluation, conversion, and service of scientific and technological achievements, introducing more than 10 high-level scientific and technological achievement transformation projects annually. This year, focus on deepening cooperation with Huairou Laboratory Shanxi Research Institute, CAS Institute of Semiconductors, CAS Shanxi Institute of Coal Chemistry, Tsinghua University Shanxi Clean Energy Research Institute, and other units in areas such as gallium-based semiconductors, smart mines, large-scale industrial solid waste treatment, and carbon-based new materials, and regularly hold achievement matching activities of major research institutions in Lvliang.

(X) Stimulate the vitality of the commercialization of scientific and technological achievements through scenario innovation. 重点围绕智能矿山、智慧城市等产业升级领域及民生服务场景,每年发布《重点场景开放清单》,明确50个以上应用场景需求。建立场景分级开放机制,对纳入清单的场景给予最高300万元建设补贴(补贴依据为《吕梁市支持科技创新若干措施》,资金来源为财政预算资金),制定相应办法,遴选10家“场景应用示范单位”同步在晋创谷拓展区设立“场景应用试验区”开展跨区域场景验证合作。强化科技服务业支撑,培育5家以上科技服务机构提供场景可行性评估、技术适配方案设计等专业服务,建立“场景需求-技术供给-成果转化”对接平台,通过技术经纪人“揭榜挂帅”机制促进科技成果与应用场景精准匹配,构建“场景开放-技术迭代-产业升级”的创新生态闭环。
