Recently, the Beijing Municipal Development and Reform Commission released an announcement soliciting public opinions on the Implementation Plan of the Regulations on Renewable Energy Development and Utilization in Beijing (Draft for Comments).
The document points out that it is necessary to promote the construction of hydrogen infrastructure and its application in multiple fields. It aims to establish a hydrogen infrastructure network system covering the entire city and radiating to the Beijing-Tianjin-Hebei region. Diversified local hydrogen production pilots will be laid out, with integrated hydrogen production and refueling stations being constructed, effectively utilizing the purified by-product hydrogen from Yanshan Petrochemical. Active planning for green hydrogen transmission pipelines is underway, including the construction of a transmission channel for the green electricity-to-hydrogen project in Ulanqab, Inner Mongolia, and exploring the feasibility of building a hydrogen transmission pipeline within the Beijing-Tianjin-Hebei area. Based on vehicle development needs and application scenarios, plans are made to reserve and optimize hydrogen refueling facilities within the city.
Efforts will be intensified to increase the number of hydrogen fuel cell vehicles in the city, enhancing their operational rate and mileage. Pilot applications of hydrogen bicycles in industrial parks within the city will be carried out, expanding the use cases for hydrogen drones, and promoting R&D in hydrogen application technologies and equipment for the aviation sector. The plan also includes accelerating the creation of cross-regional hydrogen transportation corridors such as those between Beijing-Tianjin, Beijing-Tangshan, and Beijing-Baoding-Shijiazhuang, along with speeding up the layout of hydrogen refueling stations along these routes. Hydrogen-based combined heat and power systems will be deployed according to local conditions, promoting demonstration projects for comprehensive energy utilization centered around hydrogen and zero-carbon heating.
Resources from various municipal solid waste treatment parks will be integrated, steadily advancing biogas power generation from waste, and promoting the connection of biogas from circular economy parks to the distant end of the natural gas pipeline network for hydrogen production, as well as advancing low-carbon applications such as biogas power generation, alcohol production, and hydrogen production from sewage.
Organizations will be encouraged to apply for national key R&D programs related to hydrogen and ESS. The Implementation Plan for the Development of Green Advanced Energy and Low-Carbon Environmental Protection Industries in Beijing will be issued and implemented, supporting the development of renewable energy industries that fit the regional industrial layout, such as PV, wind power, geothermal, residual heat from wastewater (renewable water), new-type energy storage, hydrogen, and smart grids, and promoting the improvement of upstream and downstream industry chains and supply chains, supporting the construction of comprehensive and specialized renewable energy industry clusters and application demonstration zones.
Promotion of the standardization system for renewable energy is also emphasized. Enterprises, higher education institutions, research institutes, and industry associations are encouraged to actively participate in the formulation of various standards. A standard system for the hydrogen industry will be published, improving local standards and key technical specifications in important areas such as photovoltaic power generation, geothermal, and heat pumps.
