Green Hydrogen Project Tracking - Announcement of Bid Winners for Five Sets of Alkaline + PEM Hybrid Hydrogen Production Systems

On July 31, the National Energy Group Hydrogen Energy Technology Co., Ltd. announced the shortlisted candidates for the public tender for the procurement of 25MW hybrid modular units for the demonstration project of the State Key Laboratory 1.1 project.

Section 1:

The first shortlisted candidate is CSSC (Handan) Peric Hydrogen Energy Technology Co., Ltd., with a bid price of 54.063 million yuan;

the second shortlisted candidate is Changchun Ludong Hydrogen Energy Technology Co., Ltd., with a bid price of 44.94 million yuan.

Section 2:

The first shortlisted candidate is Ludao Hydrogen Energy (Xiamen) Technology Co., Ltd., with a bid price of 35.6 million yuan;

the second shortlisted candidate is Sungrow Hydrogen Energy Technology Co., Ltd., with a bid price of 22.32 million yuan.

 

According to the tender announcement, this project aims to meet the practical needs for the large-scale and high-proportion development of renewable energy. Based on the unique advantages of alkaline (ALK) and proton exchange membrane (PEM) electrolysis of water, the project aims to research and develop "a low-cost, highly reliable, and large-capacity ALK-PEM hybrid hydrogen production system adapted to wide power fluctuations." It aims to break through the technical bottlenecks of long-term economic and safe operation of large-scale renewable energy hydrogen production systems, assist China in achieving leading development in hydrogen energy technology, enhance the innovation level and product quality of ALK-PEM hybrid hydrogen production systems, accelerate the large-scale application of green hydrogen, and contribute to the realization of China's "carbon peak and carbon neutrality" goals.

This project is divided into two sections (packages), with the main content as follows:

The tender scope for Section 1 includes but is not limited to:

Equipment includes three sets of alkaline-proton exchange membrane hybrid hydrogen production systems with a rated capacity of 1000Nm³/h each, as well as spare parts within the warranty period. Each set of equipment includes: one 800Nm³/h rated alkaline electrolysis of water hydrogen production (hereinafter referred to as ALK) electrolyzer, one 800Nm³/h rated gas-liquid separation and treatment device, one alkaline electrolyzer hydrogen production power supply (including transformer and rectifier), one 200Nm³/h rated proton exchange membrane electrolysis of water hydrogen production (hereinafter referred to as PEM) electrolyzer, one 200Nm³/h rated gas-liquid separation and treatment device, one proton exchange membrane electrolyzer hydrogen production power supply (including transformer and rectifier), one 1000Nm³/h rated hydrogen purification device (meeting the gas treatment volume for ALK+PEM 20%-120% load operation), other auxiliary equipment and facilities including oxygen discharge pipes, electrolyzer heat dissipation and cooling devices, alkali solution tanks, water tanks, water filling pumps, alkali filling pumps, electrical control equipment, busbars between transformers and rectifiers, busbars between rectifiers and electrolyzers, as well as ancillary equipment, facilities, installation materials, etc. The skid-mounted device includes the skid design scheme and the skid itself. The manufacturer shall provide spare parts on its own, which shall meet the needs of the warranty and maintenance periods.

The tender scope for Section 2 includes but is not limited to:

Equipment includes two sets of alkaline-proton exchange membrane (PEM) hybrid hydrogen production systems with a rated capacity of 1000Nm³/h each, along with spare parts during the warranty period. Each set of equipment comprises: one 800Nm³/h rated alkaline electrolysis hydrogen production electrolyzer (hereinafter referred to as ALK), one 800Nm³/h rated gas-liquid separation and treatment device, one alkaline electrolyzer hydrogen production power supply (including transformer and rectifier power supply), one 200Nm³/h rated PEM electrolysis hydrogen production electrolyzer (hereinafter referred to as PEM), one 200Nm³/h rated gas-liquid separation and treatment device, one PEM electrolyzer hydrogen production power supply (including transformer and rectifier power supply), one 1000Nm³/h rated hydrogen purification device (capable of handling gas volume for ALK+PEM operation at 20%-120% load), and other auxiliary equipment and facilities including oxygen discharge pipes, electrolyzer heat dissipation and cooling devices, alkali solution tanks, water tanks, water filling pumps, alkali filling pumps, electrical control equipment, busbars between transformers and rectifiers, busbars between rectifiers and electrolyzers, as well as ancillary equipment, facilities, installation materials, etc. The skid-mounted unit includes the skid design scheme and the skid itself. Spare parts shall be provided by the manufacturer to meet the needs of the warranty and maintenance periods.

The technical service portion includes a 5-year maintenance and warranty service for the above equipment, as well as factory testing (only one set of equipment will undergo factory testing for this section). It also includes but is not limited to the design of the hydrogen production unit process package, the design and supply of all equipment within the hydrogen production unit (the bidder may supply the equipment in the form of unit equipment or individual equipment, which requires on-site installation and commissioning), guidance for the installation and commissioning of supporting equipment, installation and commissioning of other equipment and auxiliary projects, testing, delivery, technical services, transportation, after-sales service, warranty, training, and other related services.

This project does not accept joint venture bidding.
