Green Hydrogen Project Tracking — EPC Tender for State Energy Investment Group's Photovoltaic-Hydrogen-ESS Integration Project

On July 16th, Guohua Investment Guohua (Rudong) New Energy Co., Ltd. issued a tender announcement for the EPC general contracting project of the Guohua Rudong Integrated PV-Hydrogen-Storage Hydrogen Production Project.

According to the tender announcement, Guohua (Rudong) New Energy Co., Ltd. is located in Rudong County, Nantong City, and is responsible for the development, operation, and management of wind power, PV, and hydrogen energy projects in the Rudong area for Guohua Energy Investment Co., Ltd. This project is located on the east side of the old seawall in the Yudong Reclamation Area, Yangkou Port Economic Development Zone, Rudong County, Nantong City, Jiangsu Province, and on the south side of the internal agricultural road. The hydrogen production scale is 1,500 Nm³/h. The hydrogen production station is arranged near the centralized PV system, utilizing the green electricity generated by the centralized PV system for hydrogen production to enhance the green hydrogen production and supply capability. The hydrogen production station will newly construct one set of 1,000 Nm³/h and one set of 500 Nm³/h water electrolysis hydrogen production devices (including hydrogen purification), along with supporting hydrogen filling devices and public facilities. The annual operating time is 3,600 hours. It is planned to utilize the abundant solar energy resources in Rudong County, Nantong City, combined with the industrial foundation in the area, to create an efficient, zero-carbon, and clean new-type power system, achieving an integrated PV-hydrogen-storage project that efficiently utilizes new energy power generation and loads.

Tender scope: The EPC general contracting project for the Guohua Investment Guohua (Rudong) New Energy Co., Ltd. Rudong Integrated PV-Hydrogen-Storage Hydrogen Production Project mainly includes, but is not limited to: the entire process of handling procedures for the construction of the integrated PV-hydrogen-storage hydrogen production station, preliminary design optimization, construction drawing design, procurement of all equipment and materials, construction of structures and installations, engineering commissioning, project acceptance, coordination of external relations, single-machine commissioning, joint commissioning, from intermediate handover to the first feeding test run, and the entire process of EPC general contracting work until completion acceptance and delivery for production. It covers the general layout transportation of the entire plant, process and heating external pipelines, water supply and drainage, power supply, telecommunications, fire protection, pedestrian gates, analysis huts, freight gates, fences, air compressors, electrolytic water hydrogen production, hydrogen buffer tanks, hydrogen compression, water purifiers, substation cabinets, circulating water stations, water booster pump stations, emergency water pools and rainwater monitoring pools, lightning protection and grounding for the entire station, landscaping (meeting environmental protection and water conservation requirements, with the landscaping design inside and outside the entire station needing to provide effect drawings in advance for confirmation by the bid inviter), earthwork, construction and decoration of structures (the fine decoration scheme needs to provide effect drawings in advance for confirmation by the bid inviter), equipment foundations, process pipe racks, equipment pipeline identification (effect drawings must be confirmed by the bid inviter), process pipeline installation, green factory evaluation, image design, and public works (including: external 10kV power supply lines, external production water pipelines, external steam pipelines, external hydrogen pipelines, construction of submarine cables from the 35kV power supply of the offshore booster station to the station, water supply and fire protection design and construction, etc.).

Chapter 1 Open Tender

1. Tender Conditions

The name of this tender project is: Open Tender for the EPC General Contracting Project of the Guohua Rudong PV-Hydrogen-Storage Integrated Hydrogen Production Project of Guohua Investment Guohua (Rudong) New Energy Co., Ltd., with the project tender number being: CEZB250106609. The bid inviter is Guohua (Rudong) New Energy Co., Ltd., the project unit is Guohua (Rudong) New Energy Co., Ltd., and the funding source is self-raised. The tendering agency is China Energy Group International Engineering Consulting Co., Ltd. This project has met the tender conditions, and now an open tender with domestic post-qualification review is being conducted for this project.

2. Project Overview and Tender Scope

2.1 Project Overview, Tender Scope, and Section (Package) Division: 2.1.1 Project Overview:

Guohua (Rudong) New Energy Co., Ltd. is located in Rudong County, Nantong City, and is responsible for the development and operation management of wind power, PV, and hydrogen energy projects of Guohua Energy Investment Co., Ltd. in the Rudong region. This project is located on the east side of the Laohaidi in the Yudong Reclamation Area of Yangkou Port Economic Development Zone, Rudong County, Nantong City, Jiangsu Province, and on the south side of the internal agricultural road. The hydrogen production scale is 1500Nm³/h. The hydrogen production station is arranged near the centralized PV system, using the green electricity generated by the centralized PV system for hydrogen production to enhance the green hydrogen production and supply capability. A new 1000Nm³/h and a 500Nm³/h water electrolysis hydrogen production unit (including hydrogen purification) will be built at the hydrogen production station, along with supporting hydrogen filling units and public facilities. 2.1.2 Tender Scope:

The EPC general contracting project for the Guohua Rudong PV-Hydrogen-Storage Integrated Hydrogen Production Project of Guohua Investment Guohua (Rudong) New Energy Co., Ltd. mainly includes, but is not limited to: the entire process of handling procedures for the construction of the PV-hydrogen-storage integrated hydrogen production station project, preliminary design optimization, procurement of all equipment and materials for construction drawing design, construction of structures and installation, engineering commissioning, project acceptance, coordination of external relations, single-unit commissioning, joint commissioning, from intermediate handover to the first feeding test run, and the entire process of EPC general contracting work until completion acceptance and delivery for production. The scope includes the overall plant layout and transportation, process and external heating pipelines, water supply and drainage, power supply, telecommunications, fire protection, pedestrian gates, analysis huts, freight gates, fences, air compressors, electrolysis water hydrogen production, hydrogen buffer tanks, hydrogen compression, pure water machines, substation cabinets, circulating water stations, water booster pump stations, emergency water ponds and rainwater monitoring ponds, lightning protection and grounding for the entire station, landscaping (meeting environmental protection and water conservation requirements, with the landscaping design inside and outside the entire station requiring advance rendering submission for confirmation by the bid inviter), earthwork, construction of structures and decoration (the fine decoration plan requires advance rendering submission for confirmation by the bid inviter), equipment foundations, process pipe racks, equipment and pipeline labeling (renderings must be confirmed by the bid inviter), process pipeline installation, green factory evaluation, image design, and utilities (including: external 10kV power supply lines, external production water pipelines, external steam pipelines, external hydrogen pipelines, construction of submarine cables connecting the 35kV power supply from the offshore booster station to the station, water supply and fire protection design and construction, etc.). During the detailed design phase, the bid inviter will confirm the final implementation plan. The total bid price already includes all costs for design, procurement, construction, etc. for this part, and the price will not be adjusted. The bidder will also bear the cost of renting telecommunications channels for three years. The bidder is responsible for all costs related to construction power supply, temporary water supply, and temporary land compensation during the project construction period. All construction drawing design documents for this project must be reviewed and approved by the drawing review agency and the construction unit before construction can commence.

This project is an EPC turnkey project. While meeting the minimum usage requirements outlined in the preliminary design report, the bidder has the right to propose reasonable suggestions, which the bid inviter will decide whether to adopt. The bid inviter has the right to require the bidder to meet specific requirements. The bill of quantities provided by the bid inviter during the tendering process is only for reference in pricing, and the actual construction content will be based on the detailed construction drawings approved in writing by the bid inviter. All procedures, designs, equipment and materials, and construction content are included in the total contract price. Except for the provisional sums and safety and civilized construction fees specified by the bid inviter, which will be adjusted based on actual conditions, all other costs will not be adjusted. The bidder shall provide equipment and material procurement and supply plans, as well as monthly labor plans for each month during the construction period. The format of the equipment and material procurement and supply plan shall refer to the contract section of the tender documents.

2.1.3 Planned service duration:

Planned commencement date: August 10, 2025 (the specific commencement date is subject to the written notice of the bid inviter), intermediate handover date: November 30, 2025, with a total of 134 calendar days to complete project commissioning.

2.1.4 Quality requirements: The project quality is required to meet the quality and technical requirements of China Energy Group and Guohua Investment Company, and to achieve the national and current project quality qualification standards.

3. Bidder Qualification Requirements

3.1 Qualification Conditions and Performance Requirements:

[1] Qualification Requirements: (1) The bidder shall be an independent legal entity or other organization legally registered, and shall provide valid supporting documents.

(2) The bidder shall possess and provide valid design or construction qualification certificates: Class A or above design qualification certificate for chemical, petrochemical, and pharmaceutical industries, or Class I or above general contracting qualification certificate for petrochemical engineering construction.

(3) If the bidder is a construction unit, it shall possess and provide a valid work safety license.

[3] Performance Requirements: From August 2020 to the bid submission deadline (based on the contract signing date), the bidder shall have at least one EPC general contracting contract performance involving hydrogen production facilities, with a single contract value not less than 50 million. The bidder shall provide contracts that meet the tender's performance requirements, and the scanned copies of the contracts shall at least include: the stamped pages of both buyers and sellers, the contract signing date, and key information pages related to the performance requirements.

[5] Project Manager Qualification Requirements: (1) The bidder shall provide a valid professional qualification registration certificate for construction engineering (or a professional qualification certificate if registration is not required by the state) or a deputy senior or above professional technical title certificate for the proposed project manager.

(2) The project manager shall have experience in at least one EPC general contracting project involving hydrogen production facilities. The bidder shall provide contracts proving the project manager's performance. If the contract does not specify the project manager's name, corresponding acceptance certificates or user certificates with official stamps (including project name, project manager, and company name) shall be provided.

(3) The bidder shall provide screenshots of the proposed project manager's social insurance payment records from May 2024 to the bid submission deadline, showing continuous payment for at least 12 months (with the official stamp of the social insurance authority).

[6] Design Leader Qualification Requirements: (This requirement applies to bidders that are design units. If the bidder meets both design and construction qualification requirements in the tender documents, the necessity to meet this requirement shall be determined based on the content undertaken in the bid documents. If the bid documents do not specify whether design work is undertaken, it shall be deemed as undertaken.)

(1) The bidder shall provide a valid registered engineer qualification certificate for survey and design (or a professional qualification certificate if registration is not required by the state) or a deputy senior or above professional technical title certificate for the proposed design leader.

(2) The bidder shall provide screenshots of the proposed design manager's pension insurance payment certificates, showing continuous contributions made by the bidder for at least 12 consecutive months from May 2024 to the bid submission deadline (must bear the official seal of the social security authority).

[7] Qualification Requirements for Construction Manager: (This requirement applies to bidders who are construction contractors. If the bidder's design and construction qualifications both meet the tender document requirements, the necessity to fulfill this requirement shall be determined based on the scope of work specified in the bid documents. (1) The bidder shall provide the proposed construction manager's valid Class 1 Constructor Practice Qualification Registration Certificate and valid Safety Production Assessment Certificate (Category B).

(2) The bidder shall provide screenshots of the proposed construction manager's pension insurance payment certificates, showing continuous contributions made by the bidder for at least 12 consecutive months from May 2024 to the bid submission deadline (must bear the official seal of the social security authority).

Note: The Class 1 Constructor Practice Qualification Registration Certificate shall comply with the requirements of the Notice on the Full Implementation of Electronic Registration Certificates for Class 1 Constructors issued by the General Office of the Ministry of Housing and Urban-Rural Development (Document No. Jianbanshi [2021] 40).

4. Obtaining Tender Documents

4.1 All interested bidders must locate the "Ecological Collaboration Platform" icon at the bottom of the homepage of China Energy Investment Corporation (https://www.ceic.com) before purchasing the documents, click the icon to access the platform, then select the "Material Procurement" icon to complete supplier registration with China Energy Investment Corporation. Registered bidders should not repeat registration. 4.2 Document Purchase Method: Registered bidders shall log in to the "Guoneng e-Bidding Bidder Business System" to complete the online purchase of tender documents.

4.3 Tender documents will be available for purchase from 09:00:00 on July 16, 2025, until 16:00:00 on July 21, 2025.

4.4 The selling price of each set of tender documents is RMB 70 yuan per section (package) for Package 1, and the documents are non-refundable after sale. The deposit for technical materials is RMB 0 yuan for Package 1, which will be refunded upon the return of technical materials (without interest).

5. Review of Tender Documents and Preparation of Bidding Documents

This project adopts a fully electronic method for tendering. 6. Submission and Opening of Bidding Documents

6.1 The deadline for submitting bidding documents (the same as the tender closing time) and the tender opening time is 09:00:00 on August 5, 2025 (Beijing time). Bidders shall submit electronic bidding documents through the "CHN Energy e-Tender Bidder Business System" before the tender closing time. After the successful bid opening, the Guoneng e-Tender and Bidder Business System encrypts the bid opening record sheet and the files uploaded by the bidders in the "Composition of Bid Documents (Quotation Section)" of the bid document preparation tool. Meanwhile, it sends the encrypted bid opening record sheet to the bidders for their reference. After the completion of the commercial (excluding quotation) and technical bid evaluation, the Guoneng e-Tender and Bidder Business System displays the bid opening record sheet and the bid price documents, and sends the encryption key to the bidders for them to verify the bid opening information.

6.2 For bid documents delivered after the deadline, the "Guoneng e-Tender and Bidder Business System" will reject them.
