On the capacity front, according to incomplete statistics, the domestic alkaline electrolyzer market remained at 40GW.
In terms of delivery, Hubei Intel Electric Co., Ltd. has commenced the phased delivery of a hydrogen production power supply system with a total capacity of 800MW, comprising 38x4000Nm³/h units, customized for Europe's largest green hydrogen and green steel project. In recent weeks, Shanghai Hydrogen Energy Technology Co., Ltd. has delivered four 1050Nm³/h units to the China Energy Engineering Group Songyuan Hydrogen Energy Industrial Park Project. Meanwhile, Zhongji Zhongdian (Yangzhou) Hydrogen Production Equipment Co., Ltd. has successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment, to an undisclosed recipient.
As of June 30, 2025, domestic enterprises (including overseas deliveries) delivered a total of 35MW of alkaline electrolyzers in Q2 (all data are sourced from publicly available information).
Regarding electrolyzer orders, as of this week, there have been three electrolyzer-related projects:
1. The pre-qualification for the project of producing 50 sets of megawatt-class AEM hydrogen production equipment annually in Luliang City, Shanxi Province, has been approved.
2. The bidding results for the Gansu Junrui Liangzhou District New Energy Large-Scale Green Hydrogen Production Project in Wuwei City have been announced. The project includes 56 sets of water electrolysis hydrogen production equipment.
3. The Dalate Banner Grid-Side (Incremental Distribution Network) Independent Energy Storage Demonstration Project of Inner Mongolia Hydrogen Electric Technology Co., Ltd. has been approved for filing. The project includes 12 sets of 1,000Nm³/h electrolyzers.
4. The tender for the Integrated Wind-Storage Hydrogen and Ammonia Production Demonstration Project of Horqin Right Front Banner, China National Nuclear Corporation, failed. The project includes 56 sets of 1000Nm³/h electrolyzers.
5. The results announcement for the electrolyzer spare parts procurement project for the hydrogen production machine at the Jining Power Plant of Huaneng Shandong Branch has been released. The winning supplier is CSSC (Handan) Peric Hydrogen Energy Technology Co., Ltd., with a transaction amount of 246,000.00 yuan.
Policy Updates
- The European Commission has released the "Clean Industry Agreement State Aid Framework," which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensures that public resources are tilted towards low-carbon technologies through detailed rules on funding allocation ratios and project timelines.
- The European Commission has approved a 4 billion euro special fund for electrolyzers, providing a 30% subsidy on equipment costs for projects with a capacity of ≥500MW/year and setting an efficiency target of ≥60% (LHV basis) for electrolyzers in green hydrogen projects by 2030.
- The National Energy Administration of China has released the "Energy Efficiency Limit Standard for Alkaline Electrolyzers," mandating that newly built projects must have a hydrogen production energy consumption per unit of ≤4.3kWh/Nm³, and off-grid hydrogen production projects are eligible for a 0.15 yuan/kWh electricity price discount.

- The Belgian Cockerill Group acquired McPhy's gigafactory, a French electrolyzer manufacturer, for 600,000 euros.
- Beijing Zhongdian Fengye Technology Development Co., Ltd. (Zhongdian Fengye) reached a framework agreement with Robert Bosch GmbH (Bosch) to integrate Bosch's Hybrion PEM electrolyzers into Zhongdian Fengye's large-scale PEM hydrogen production system products. After years of cooperation, Zhongdian Fengye will adopt Bosch's Hybrion PEM electrolyzers to launch fully commercialized large-scale hydrogen production systems to the global market.
- Xuji Electric recently signed its first 35MW flexible IGBT hydrogen production power supply system project.
- Stanwell Corporation, an Australian state-owned utility company, withdrew from the 2.9GW green hydrogen project in Queensland (CQ-H2) and issued a statement on the morning of June 29 canceling all hydrogen energy projects.
- According to Qichacha, Guangxi Hydrogen Energy Technology Innovation Center Co., Ltd. was established. Equity information shows that the company is jointly held by Guangxi Zhongdian Huatong New Energy Technology Co., Ltd., Zhongdian Energy Electronic Industrial Park Development (Baise) Co., Ltd., Beijing SinoHytec Hydrogen Energy Technology Co., Ltd., and Beijing Qingchuan Yichuang Technology Co., Ltd.
- Beijing Hydrogen Yi Energy Technology Co., Ltd. launched the largest single 600Nm³/h PEM electrolyzer in China.

- The Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory-tested lifespan of 80,000 hours.
- Johnson Matthey (UK) submitted patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to that of platinum-based materials.
Technological Advancements
- The research team led by Professor Jianwu Sun at Linköping University, Sweden, recently announced that through innovative design of a cubic silicon carbide (3C-SiC)/cobalt oxide (Co₃O₄)/nickel hydroxide (Ni(OH)₂) three-layer composite material, they successfully increased the photocatalytic hydrogen production efficiency by 800%, setting a new performance record for similar materials.
- The first off-grid medium-voltage DC 20kV direct-connected hydrogen production power supply (also known as "Hydrogen Element 1") independently developed and manufactured by Tongda Electromagnetic Energy Co., Ltd. was successfully applied in China.
- Nel Hydrogen (Norway) launched the new generation PEM electrolyzer HySyner500, with increased current density to 5A/cm² and a 22% reduction in material cost per unit capacity.
