3. Bidder Qualification Requirements
3.1 Consortium bidding is not allowed for this procurement.
3.2 For this procurement, bidders are required to meet the following qualification requirements:
(1) Production-oriented business license
(2) Circulation-oriented business license
3.3 For this procurement, bidders are required to meet the following registered capital requirements:
Registered capital for production-oriented enterprises: 20 million yuan or above
Registered capital for circulation-oriented enterprises: 20 million yuan or above

Other requirements: 1. Requirements for production-oriented enterprises are as follows:
① Business license: Registered capital of 20 million yuan or above;
② Provide product quality inspection reports (meeting technical requirements);
③ Provide proof materials of coal washing capacity of 900,000 mt/year or above (proof materials, such as safety and environmental assessment reports, are required).
2. Requirements for circulation-oriented enterprises are as follows:
① Business license: Registered capital of 20 million yuan or above;
② Require provision of product quality inspection reports (meeting technical requirements);
③ Provide contracts (or cooperation agreements) signed with production-oriented enterprises, where the coal washing capacity of the cooperating production-oriented enterprises is required to be 900,000 mt/year or above (proof materials, such as safety and environmental assessment reports, are required).
3.6 For this procurement, if the project is legally required to undergo tendering, the bids submitted by dishonest persons subject to enforcement shall be deemed invalid.
