Recently, the Management Committee Office of Zhejiang Zhapu Economic Development Zone (Jiaxing Port Area) issued the Several Policy Opinions on Further Promoting the High-Quality Development of the Hydrogen Energy Industry.
The document states that it will focus on areas such as hydrogen production equipment, storage equipment, transportation equipment, refueling equipment, core parts and equipment for fuel cells, key materials, and hydrogen energy services, to strengthen effective investment in projects. For manufacturing projects with equipment investment of 20 million yuan (inclusive) or more, a subsidy of 10% of the equipment investment amount will be provided, with a maximum subsidy of 20 million yuan per project. For hydrogen energy production service projects in areas such as inspection and testing, vehicle operation, and safety maintenance, where the investment amount of new projects reaches 10 million yuan (inclusive) or more, and the projects have been completed, accepted, and delivered for use, and have passed audits, a one-time subsidy of 5% of the actual project investment amount (excluding land costs) will be provided, with a maximum subsidy of 3 million yuan for new projects.
For the entire hydrogen energy industry chain, it will cultivate a group of specialized, sophisticated, unique, and innovative enterprises, "hidden champions," and "single-product champions." For areas such as hydrogen energy equipment testing, vehicle maintenance, and safety training, it will cultivate a group of service-oriented enterprises. Newly recognized "single-product champions," specialized, sophisticated, unique, and innovative "little giant" enterprises, and "hidden champions" in the hydrogen energy field will be awarded 3 million yuan, 1.5 million yuan, and 1 million yuan, respectively.
It will promote the construction and operational use of hydrogen refueling stations. For new, reconstructed, or expanded fixed hydrogen refueling stations and filling stations with a daily hydrogen refueling capacity of over 500 kg, a subsidy of 20% of the actual equipment investment amount will be provided, with a maximum subsidy of 4 million yuan. For mobile hydrogen refueling stations, a subsidy of 20% of the equipment investment amount will be provided, with a maximum subsidy of 1 million yuan. For hydrogen refueling stations that have obtained relevant licenses, meet relevant requirements, and have an external hydrogen sales price of no more than 35 yuan/kg, with an annual hydrogen sales volume of over 400 mt, an annual hydrogen refueling subsidy of 6 yuan/kg will be provided to the operating entity of the hydrogen refueling station. For those with an annual hydrogen sales volume of 400 mt (inclusive) or less, an annual hydrogen refueling subsidy of 12 yuan/kg in the first year and 9 yuan/kg in the second year will be provided to the operating entity of the hydrogen refueling station.
It will promote distributed power generation demonstration projects using fuel cells. For distributed power generation demonstration projects using fuel cells, a subsidy of 20% of the equipment investment amount will be provided, with a maximum subsidy of 3 million yuan. Starting from the completion and operation of the project, a financial subsidy of 0.1 yuan/kWh will be provided for three consecutive years based on the power generation, with a maximum annual subsidy of 500,000 yuan per project.
It will support diversified demonstration applications of hydrogen energy. It will promote the expansion of hydrogen fuel cell power to areas such as forklifts and drones. For those with an annual hydrogen consumption exceeding 150 kg for the first time, a one-time subsidy of 5,000 yuan per kW will be provided based on the power of the hydrogen fuel cell, with a maximum subsidy of 100,000 yuan per device. Support the replacement of outdated traditional fossil fuel-powered generation equipment with hydrogen power generation systems, providing subsidies equivalent to 20% of the investment in hydrogen power generation systems, with a maximum subsidy of 1 million yuan per unit of equipment.
Launch demonstration applications for hydrogen-powered ships. Accelerate the use of hydrogen-powered ships in inland waterway shipping and create demonstration routes for green hydrogen shipping. Hydrogen-powered ships that pass acceptance checks and are put into use will receive subsidies based on the standard of 15,000 yuan per kW of actual power of the marine hydrogen fuel cell, with a maximum subsidy of 4 million yuan per ship. Support the operation of hydrogen fuel cell ships by providing subsidies to ship operators based on the actual amount of hydrogen refueled within the jurisdiction annually, with a subsidy rate of 5 yuan/kg, and a maximum annual operating subsidy of 3 million yuan per enterprise.
Support hydrogen energy enterprises in expanding exports by providing 100% financial subsidies for export credit insurance to hydrogen energy enterprises for hydrogen energy equipment and products actually delivered for export annually, with a maximum subsidy of 100,000 yuan per enterprise.
This policy opinion will be implemented from January 1, 2025, and will remain valid until December 31, 2026.
