According to the announcement released by the Ministry of Industry and Information Technology (MIIT) on February 17, 2025, the "Producers and Products of Road Motor Vehicles (Batch 391)" and the Catalog of NEV Models Eligible for Vehicle Purchase Tax Reduction and Exemption indicate that current policy guidance further focuses on the electrification of special-purpose vehicles and diversified technological pathways.
In this announcement, special-purpose vehicles accounted for a significant proportion of NEV models. For instance, among the 365 new models added to the "Catalog of NEV Models Eligible for Vehicle Purchase Tax Reduction and Exemption (Batch 14)," special-purpose vehicles accounted for 69% (253 models), covering scenarios such as logistics and municipal services, while passenger vehicles only accounted for 25% (90 models). Notably, the number of plug-in hybrid passenger vehicles increased to 26 models, reflecting automakers' strategic adjustments in the household consumer market. In terms of technological pathways, pure EV models remained dominant (83%), but the penetration rate of battery swapping models increased significantly, with 19 new battery swapping models added in this batch, covering both passenger and special-purpose vehicles. In the fuel cell sector, a "special-purpose vehicle first" trend was observed, with 9 fuel cell models approved in this batch. However, the approval rate for heavy-duty trucks in high-load scenarios remained low, with only one heavy-duty truck chassis passing the review.
Regarding policy synergy effects, many regions have explicitly required vehicles to be included in the "Catalog of NEV Models Eligible for Vehicle Purchase Tax Reduction and Exemption" to qualify for trade-in subsidies. For example, Beijing and Chongqing offer consumers purchasing NEVs from the catalog subsidies of up to 20,000 yuan, which will further stimulate the replacement demand for special-purpose vehicles in logistics, municipal, and other public sectors. Meanwhile, the pilot program for full electrification of public sector vehicles by 2025 continues to advance, with a target to promote 600,000 NEVs. Driven by both policies and market forces, the special-purpose vehicle industry chain may usher in a new growth cycle.
