Zhu Min, director of the Shanghai Municipal Commission of Commerce, introduced that recently, Shanghai issued the Shanghai Action Plan on Promoting the High-Quality Development of The International Cruise Economy (2023-2025), which includes two parts, namely, work objectives and work measures. The work goal is generally summarized as “one port, one place, one center”, that is, by 2035, Shanghai will become a world-class cruise hub port, a cruise tourism place with international influence, and a cruise economic center in the Asia-Pacific region with global resource allocation capabilities.
