Tracking of Green Hydrogen Projects—Zaoyang 200MW PV and Supporting Hydrogen Production Project Transmission Line Engineering EPC Bid Winner Candidate Announcement: Hubei Xiangdian Tops the List with 62 Million Yuan

Recently, PowerChina New Energy Company released the list of prospective winners for the EPC general contract procurement of the grid connection project for the Zaoyang 200MW PV power generation and supporting hydrogen production project. The construction entity for the project's power transmission channel is expected to be determined soon, providing assurance for the power transmission of the PV and supporting hydrogen production project. I. Prospective Winners and Bid Prices

The announcement shows that the first prospective winner for the project is Hubei Xiangdian Construction Engineering Co., Ltd., with a bid price of 62.001653 million yuan. The second prospective winner is China Water Resources and Hydropower Tenth Engineering Bureau Co., Ltd., with a bid price of 64.58 million yuan. The price difference between the two companies is over 2.578 million yuan. The project does not accept consortium bids.

II. Core Content of the Project Construction

This grid connection project is located in Zaoyang City, Xiangyang City, Hubei Province. It is divided into four parts, covering two voltage level lines of 220kV and 35kV, respectively meeting the power export needs of the PV booster station and the ESS power station:

1. 220kV PV Booster Station - Yanwan Substation Line Project: This is the core line of the project. The overhead line has a total length of 47.7km. Except for the section leaving the Yanwan Substation which utilizes existing towers, the rest is constructed as a single-circuit line, using 2×JL/G1A-400/35 aluminum conductor steel-reinforced (ACSR) cable, accompanied by 2 strands of 72-core OPGW optical cable. 153 new poles/towers will be built (35 tension towers and 118 suspension towers).

2. 35kV Grid Connection Lines for Three ESS Power Stations:

  • 1# ESS Station - Wugang Substation Line: Includes 1.3km of single-circuit overhead line, 0.3km of directly buried cable, equipped with 48-core optical cable, and 6 new poles/towers.
  • 2# ESS Station - Shahe Substation Line: Includes 1.4km of single-circuit overhead line, 0.2km of directly buried cable, equipped with 48-core optical cable, and 6 new poles/towers.
  • 3# ESS Station - Dazi Substation Line: Includes 1.6km of single-circuit overhead line, 0.3km of pipe-jacking + directly buried cable, equipped with 48-core optical cable, and 6 new poles/towers.

All three 35kV lines use JL/G1A-240/30 ACSR cable, and the cables uniformly adopt the YJV23-26/35-3×300 copper-core model.

III. Construction Period and Key Milestones

The total construction period for the project is 5 months. It is planned to commence on December 30, 2025, achieve operational status by April 30, 2026, complete handover for production by May 30, 2026, and finish final acceptance by June 30, 2026. The overall construction cycle is compact, requiring efficient advancement of construction activities in all phases.

IV. Scope of the EPC General Contract Tender

This tender is for a full-process EPC general contract, covering the entire project life cycle services. This includes survey, design and review, handling all preliminary procedures, project construction, equipment procurement, installation and commissioning, quality supervision and various specialized acceptances, 25-year land lease and compensation for permanent land acquisition and demolition, land reclamation, construction period insurance, as well as warranty period services and audit coordination, achieving a "one-stop" delivery requirement for the project construction.
