I. Policy Review: Hydrogen Policy Developments
(I) Domestic Policies
Inner Mongolia Autonomous Region Party Committee:"Proposals of the Inner Mongolia Autonomous Region Party Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development." It mentions: promoting new consumption models such as direct green electricity connections and incremental distribution grids, actively undertaking the transfer of advanced green high-energy-consuming industries, expanding non-electric utilization of new energy, and improving incentive policies guiding key energy-consuming industry enterprises to use green electricity. It will conduct research on large-scale wind and solar power hydrogen production and new-type energy storage technologies, and expand energy storage scale. It aims to strengthen the wind-solar-hydrogen-storage industry and create industrial development clusters for green hydrogen, green ammonia, and green methanol. It will promote the development of the entire industry chain for key materials, equipment, and parts in the new energy industry, and build a national-level new energy equipment manufacturing base. It will strengthen the construction of natural gas pipeline network facilities, advance cross-provincial long-distance hydrogen, ammonia, and methanol pipeline projects, and build a safe and efficient backbone network for oil, gas, and green fuels. It will focus on advantageous fields such as new energy, rare earth new materials, carbon-based new materials, semiconductor new materials, non-ferrous metal new materials, green hydrogen-ammonia-methanol, biopharmaceuticals, biological breeding, and the grass and dairy industries to implement a number of major scientific and technological tasks and produce more landmark original achievements.
Ministry of Finance and Ministry of Industry and Information Technology:"Proposals of the Inner Mongolia Autonomous Region Party Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development." The "Standards" clearly apply to new energy vehicle government procurement projects for reference by purchasers. Among them, the scope of new energy vehicles is clearly defined, including three major categories: battery electric vehicles, plug-in hybrid (including range-extended) vehicles, and fuel cell (hydrogen energy) vehicles, covering the current mainstream new energy vehicle technology routes, providing a unified classification basis for government procurement of new energy vehicles.
(II) Overseas Developments
"Low-Carbon Fuels Authorization Act":On November 21, the EU's "Low-Carbon Fuels Authorization Act" was published in the Official Journal of the European Union and took effect 20 days later. It explicitly includes technology pathways such as natural gas reforming with carbon capture (blue hydrogen) and electrolysis not fully powered by renewable energy (an improved version of gray hydrogen, etc.) into the "low-carbon hydrogen energy" category, but requires a 70% reduction in full life cycle carbon emissions compared to fossil fuels (i.e., ≤28.2 grams of carbon dioxide equivalent per megajoule).
Suspension of the Baytown, Texas Blue Hydrogen Project:On November 21, ExxonMobil suspended its Baytown, Texas blue hydrogen project. This decision was explicitly disclosed by the company's Chief Executive Officer Darren Woods in an interview with Reuters that day, primarily due to customers' unwillingness to sign long-term off-take agreements. It is understood that the project has invested $500 million and was originally planned to be put into operation in 2027.
Möhring Energie Plans 1GW Green Hydrogen-Ammonia Project:From November 22 to 24, German energy company Möhring Energie signed an agreement with the Mauritanian government to develop a 1GW green hydrogen-ammonia project in phases. The first 100MW demonstration project is scheduled to commence operation in 2027, ultimately achieving an annual production of 140,000 metric tons of green hydrogen and 400,000 metric tons of green ammonia, primarily for export to the European market.
II. Corporate Developments: Project Signings and Technical Cooperation
(I) Project Intelligence
Rongcheng New Energy Group:Held a signing ceremony for a strategic cooperation framework agreement on the entire industry chain of green hydrogen with Shenneng Northern Energy Holding Co., Ltd., at the Rongcheng 5G+ Sanzhi Park. Both parties plan to conduct comprehensive strategic cooperation across the complete chain of green hydrogen—"production, storage, transportation, refueling, and application"—working together to promote the high-quality development of the clean energy industry.
Yining City Lianchuang Urban Construction (Group) Co., Ltd.: The winning bid result for the Yining City, Ili Prefecture, Green Hydrogen Innovation Application Project (EPC) was announced. According to the announcement, the bid winner is a consortium, comprising Yining City Urban Construction Co., Ltd. as the lead member, with Anhui Construction Engineering Group Installation Co., Ltd. as Consortium Member 1, and Northern Engineering Design & Research Institute Co., Ltd. as Consortium Member 2. The construction scope includes a 10,000 Nm³/h hydrogen production plant and ten sets of 1,000 Nm³/h water electrolysis hydrogen production units.
Guangneng Intelligent Equipment (Zhejiang) Co., Ltd.:Formally signed a strategic cooperation agreement with Beijing Yonghydrogen Energy Storage Technology Co., Ltd., jointly announcing the successful rollout of China's first batch of ambient temperature, low-pressure hydrogen vehicles and vessels from Guangneng's Zhejiang production site.
SPIC Group Science and Technology Research Institute Co., Ltd.:CPECC Southwest Branch won the bid for the design task of the SPIC Group Science and Technology Research Institute Co., Ltd.'s "Technology Test Platform for Hydrogen-Blended Pipeline Transportation Application Verification" project and signed the contract.
CSSC 703 Research Institute:CSSC 703 Research Institute formally signed an ammonia gas turbine joint development agreement with the Hefei Comprehensive National Science Center Energy Research Institute. Both parties will integrate core technological resources and industrial advantages to jointly tackle key technical bottlenecks in ammonia-fired turbines and create zero-carbon power solutions suitable for multiple scenarios such as shipping, power generation, and industrial drive.
Tangshan Yue'an Hydrogen-Electric New Energy Technology Co., Ltd.:The equipment procurement tender for the hydrogen refueling and production sections of the Qian'an Hydrogen-Electric Integrated Energy Station EPC project was recently announced. The procurement sets a maximum price limit of 410.6 million yuan and covers eight hydrogen production systems. Specifically, each system’s single electrolyzer delivers a hydrogen output of 1,500 Nm³/h and an oxygen output of 750 Nm³/h.
Guangdong Zhongqing Chikan Green Energy Co., Ltd.: The Zhongqing Chikan Integrated Energy Station construction general contracting project recently released the list of winning candidates. The preferred bidder is Shenghui New Energy Co., Ltd., together with the consortium of Shanghai HydrogenFeng Energy Technology Co., Ltd. and China State Construction Fourth Engineering Division Corp., Ltd. Installation Engineering Company, whose bid price is 77,948,864.77 yuan.
(II) Enterprise Updates
Alstom : While fulfilling its current orders for hydrogen-powered regional trains in France and Europe, the company will pause further development of hydrogen trains and is suspending certain activities related to the advancement of railway hydrogen technology. The specific reason is that the French government is expected to discontinue funding.
BMW : Its Hy2Move project received about 273 million euros in public funding aimed at developing hydrogen fuel cell technology for passenger cars. The funding is part of the EU Important Project of Common European Interest (IPCEI) Hydrogen initiative, which supports strategic hydrogen technologies. Of this amount, 191 million euros will come from the German Federal Ministry for Digital and Transport (BMV), and the Bavarian State Ministry for Economic Affairs, Regional Development and Energy (StMWi) will contribute 82 million euros.
Xieqing New Energy : At the Dubai Airshow, it signed a hydrogen-powered drone cooperation agreement worth tens of millions of yuan with DRONIFY.
Huashang Energy : Officially launched its green methanol product, which received the International Sustainability and Carbon Certification (ISCC EU) from an internationally recognized certification body at the launch event.
Zhejiang Lianhe Hydrogen Energy Group : The Bengbu Economic and Technological Development Zone Management Committee in Anhui and Zhejiang Lianhe Hydrogen Energy Group formally signed a strategic cooperation agreement to jointly launch the Huai River Hydrogen Port, hydrogen energy data center, and hydrogen energy joint factory projects.
Houpu Shares: Signed a strategic cooperation agreement with Shanxi Pengfei Group, the “chain master” enterprise of Shanxi Province’s hydrogen industry chain.
III. Technological Progress: Efficiency and Cost Breakthroughs
(I) Production, Storage, and Transport
CIMC Enric : The 38.7 m³ Type II tube-bundle container developed by its subsidiary Shijiazhuang Enric Gas Machinery Co., Ltd. has successfully rolled off the production line.
Chinese Academy of Sciences: The new Shotcrete Ultra-High Performance Concrete (SUHPC) technology, jointly developed by CCCC Second Harbor Engineering Bureau Co., Ltd. and the Wuhan Institute of Rock and Soil Mechanics of the Chinese Academy of Sciences, has been successfully applied in the initial tunnel support project of China's first rock cavern hydrogen storage facility—the Daye Rock Cavern Hydrogen Energy Storage System in Hubei Province.
Foshan Xianhu Laboratory: The industry's first "zero-carbon ammonia-fueled aluminum billet heating furnace" for aluminum extrusion production was launched at Foshan Xianhu Laboratory. This equipment achieves zero-carbon operation in the aluminum processing heating stage, marking a significant step forward in the green transformation of China's aluminum processing industry.
Shougang Group Co., Ltd.: Successfully developed a full series of hydrogen pipeline steels, including grades B/X42/X52/X60/X65MH, overcoming six key technical challenges such as hydrogen embrittlement damage and low-temperature toughness, and established a relatively comprehensive product matrix for hydrogen transmission pipeline steels.
Bao Shishun (Qinhuangdao) Steel Pipe Co., Ltd., a subsidiary of CNPC: Successfully trial-produced multiple specifications of "longitudinal submerged arc welded pipes" (D610x12.7/14.3mm, material/X60MH) for pure hydrogen transportation.
SPIC Central Research Institute: The hydrogen storage and transportation team at the Advanced Low-Carbon Research Institute developed a large-diameter (DN150), high-pressure (10MPa) non-metallic flexible hydrogen pipeline, which achieved safe and stable operation for 30 days on a test platform.
(II) Fuel Cell Technology/Product Developments
South China University of Technology: A team led by Chen Yu discovered a Ce₀.₆Ni₀.₂Cu₀.₂O₂ nanocatalyst with a heterogeneous structure, which contributes to high-performance direct methanol protonic ceramic fuel cells.
Wuhan University of Technology: Professor Tang Haolin's team collaborated with Professor Jin Huanyu from the Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences. They proposed a strategy of "coupling electron-withdrawing groups to enhance proton delocalization." Through molecular structure design, they reduced the proton delocalization energy barrier in perfluorosulfonimide-phenyl* acid (PFSI-BPA) membranes, achieving a synergistic improvement in efficient proton conduction and thermal stability, which was confirmed through a combination of in-situ measurements and theoretical calculations.
Xi'an University of Architecture and Technology: By carefully designing the structure within a titanium dioxide electrolyte and leveraging the synergy between polystyrene sphere templates and lithium-based electrodes, the team successfully induced an "online in-situ structural transformation" inside the battery, ultimately forming a stable lithium-titanium-oxygen-carbon heterogeneous structure.
HyEnergy Co., Ltd.: Launched a 3MW fuel cell power generation system, which can be applied in backup power scenarios for data centers.
CIMC ENRIC: Its Jingmen Hongtu Company's first marine methanol supply skid successfully passed the certification of the China Classification Society and obtained the CCS product certificate.
Hydrogen Green Power New Energy (Wuhan) Co., Ltd.: Miniature landscaping sprinkler trucks, equipped with a 2.0T hydrogen internal combustion engine power system and built-in miniature PEM hydrogen production devices.
