On November 14, 2025, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services (Ministério do Desenvolvimento, Indústria, Comércio e Serviços/Secretaria de Comércio Exterior) issued Announcement No. 79 of 2025. In response to an application submitted by the domestic enterprise Vallourec Soluções Tubulares do Brasil S.A. on April 30, 2025, an anti-dumping investigation was initiated regarding seamless carbon steel pipes [Portuguese: tubos de aço carbono, semcostura, de condução (line pipe), utilizados em oleodutos ou gasodutos, com diâmetro externo não superior a 5 (cinco) polegadas nominais (141,3 mm)] originating in Malaysia, India, and Thailand, with an external diameter greater than or equal to 5 inches (0.1413 meters) and less than or equal to 14 inches (0.3556 meters). The products involved in this case fall under NCM code 7304.19.00. The dumping investigation period for this case is from January 2024 to December 2024, and the injury investigation period is from January 2020 to December 2024. The announcement took effect on the date of its issuance.
Questionnaires will be sent to exporters/producers, importers, and other domestic producers. Interested parties must submit their responses via the SEI electronic information system within 30 days of receiving the questionnaire.
Interested parties may apply for a public hearing within five months from the date the investigation was initiated.
