Recently, the Department of Industry and Information Technology of the Inner Mongolia Autonomous Region responded to the "Proposal on Supporting the Whole Area of Ongniud Banner to Create a Pioneer Demonstration Banner for Local New Energy Consumption."

Response to Proposal No. 317 from the Third Session of the 14th People's Congress of the Autonomous Region

We have received your "Proposal on Supporting the Whole Area of Ongniud Banner to Create a Pioneer Demonstration Banner for Local New Energy Consumption." In accordance with our department's functions and responsibilities, our response is as follows:

I. Regarding the suggestion to "Remove the restriction that green hydrogen-ammonia-methanol (Liquid Sunshine) complex projects must be located in chemical industrial parks"

According to the requirements of the emergency management department, hydrogen, methanol, and ammonia are listed in the "Catalogue of Hazardous Chemicals." Relevant projects should comply with the stipulation in the "Guiding Opinions on Promoting the High-Quality Development of the Petrochemical and Chemical Industry During the '14th Five-Year Plan' Period" that new hazardous chemical production projects must be located in chemical industrial parks with general or lower safety risks. The Autonomous Region highly values the development of the green hydrogen-ammonia-methanol industry and has achieved certain results by actively exploring policies to optimize the hydrogen energy industry. Our department, jointly with the Autonomous Region Energy Bureau and other departments, issued the "Notice on Accelerating the Development of the Hydrogen Energy Industry," which permits the construction of renewable energy water electrolysis hydrogen production projects, such as those using solar and wind energy, and hydrogen production and refueling stations outside chemical industrial parks. These renewable energy water electrolysis hydrogen production projects do not require a hazardous chemical safety production license. The "Inner Mongolia Autonomous Region Green Hydrogen Industry Pioneer Zone Action Plan" also proposes that, with the approval of the Autonomous Region People's Government, new chemical industrial parks focused on the green hydrogen-ammonia-methanol industry can be established, and green hydrogen-ammonia-methanol projects can be constructed simultaneously with park infrastructure. Currently, the Autonomous Region has relaxed access restrictions for green hydrogen projects. However, authority over green ammonia and green methanol projects resides with national ministries and commissions, which have clear regulations, so the Autonomous Region cannot loosen the access policies for these.

II. Regarding the suggestion to "Support Ongniud Banner in planning ahead for a safe, efficient, and economical hydrogen storage and transportation network"

The Autonomous Region is actively planning the construction of hydrogen transmission pipelines. The "2025 Inner Mongolia Autonomous Region Government Work Report" and the "Guiding Opinions on Further Optimizing the Layout of Key Industries" explicitly support promoting the construction of the Chifeng-Jinzhou Port-Shanghai green fuel corridor. Currently, our department has formed the Inner Mongolia Working Group for Shanghai-Inner Mongolia Green Fuel Supply-Demand Linkage with the Autonomous Region's National Development and Reform Commission (NDRC), Energy Bureau, Chifeng Municipal Government, Mengneng Group, and Envision Group, and is actively advancing the construction of the Shanghai-Inner Mongolia green fuel corridor. The "Comprehensive Analysis Report on the Construction of the Inner Mongolia Autonomous Region Green Hydrogen-Ammonia-Methanol Guarantee Base" compiled by Mengneng Group includes Ongniud Banner in the green hydrogen pipeline layout plan for Eastern Inner Mongolia. The plan aims to build a supply network catering to local demand and for transmission to the Beijing-Tianjin-Hebei region and Liaoning, creating a safe, efficient, and economical green hydrogen-based energy supply guarantee system. The next step will continue to leverage the task force's role, actively promote the inclusion of the Shanghai-Inner Mongolia Green Fuel Corridor into the national plan, and strive to secure more national-level support for the construction of hydrogen storage and transportation networks in eastern Inner Mongolia. Efforts will be made to coordinate with Inner Mongolia Energy Group and Envision Group to accelerate the construction of hydrogen transmission pipelines, meeting the needs of gathering resources in eastern Inner Mongolia and connecting with consumption markets, thereby continuously enhancing the capacity for outward transmission.
