I. Policy Review: Hydrogen Policy Developments
(I) Domestic Policies
Beijing:Released the public announcement regarding the intended lead enterprises for the "Demonstration Application Consortium" under the 2025 Beijing Fuel Cell Vehicle Demonstration Application Project. Based on the evaluation results, the intended lead enterprises for the "Demonstration Application Consortium" undertaking the demonstration application projects are hereby announced (listed in no particular order): 1. BAIC Foton Motor Co., Ltd. 2. Dongfeng Liuzhou Motor Co., Ltd. 3. Hubei Xinchufeng Automobile Co., Ltd. 4. China National Heavy Duty Truck Group Chengdu Commercial Vehicle Co., Ltd.
Hubei Provincial Energy Bureau:Issued the "Notice of the Provincial Energy Bureau on Promoting the Construction of New Energy Power Generation Projects." It states that the scope for new energy power generation project applications includes: million-kilowatt new energy base projects, coal power and new energy joint operation projects, integrated wind, solar, hydro, and ESS projects, energy strategic emerging industry reward projects, and other projects. The application scale for a single project shall not exceed 100,000 kW. Projects not included in the 2025 development and construction scale will be rolled over to subsequent years. Upgrading and renovation projects for wind farms shall be organized and implemented according to relevant national management measures. The competitive ranking rules for new energy power generation projects are clarified, with scoring items covering the consumption potential of the county/city where the project is located, the ratio of ESS capacity to new energy installed capacity in the county/city, the contribution of the project owner's regulation capability, and the guarantee capacity of the transmission channel. Furthermore, it proposes that water electrolysis hydrogen production projects that have completed equipment debugging and are capable of producing hydrogen can apply for new energy power generation projects based on a ratio of 50 MW of new energy project capacity supporting 1,000 Nm³/h of hydrogen production capacity.

Hubei Provincial Energy Bureau:This policy guides resources towards green hydrogen projects through competitive ranking indicators such as consumption potential, ESS ratio, and regulation capability, promoting the reduction of electricity costs for green hydrogen.
(II) Overseas Developments
Ministry of Energy of the Republic of Kenya:Failed to reach a consensus on the framework for net-zero emissions in the global shipping industry, with core disputes centering on carbon pricing mechanisms and implementation pathways. The final resolution was postponed until 2026. Kaishan Group Co., Ltd. signed a "Steam Supply Agreement" with the Kenya Electricity Generating Company (KenGen). The "Steam Supply Agreement" stipulates the terms for KenGen's benefit.
Using existing geothermal wells to supply steam capable of generating 165.4 megawatts (MW) of electricity to Kaishan’s wholly-owned subsidiary, Kaishan Terra Green Ammonia Limited (Kenya), Kaishan will construct a geothermal power plant and utilize the generated electricity to produce 100,000 metric tons per year of green ammonia and green fertilizers.
Det Norske Veritas:DNV has launched the industry’s first open tender platform for green methanol procurement within the European Union and the UK. This initiative connects leading green methanol producers with industrial buyers in the EU and UK markets, opening new pathways for securing long-term, reliable supplies of this critical low-carbon fuel.
II. Enterprise Dynamics: Project Signings and Technical Cooperation
(I) Project Intelligence
Anhui Mingtian Hydrogen Energy Technology Co., Ltd.:Mingtian Hydrogen Energy and Weihai Xingcheng held a signing ceremony for 200 hydrogen-powered two-wheelers. These vehicles will be equipped with Mingtian Hydrogen Energy’s MTSYS-400W fuel cell system, offering a pure hydrogen driving range exceeding 80 kilometers and enabling convenient refueling via hydrogen cartridge replacement.
Shaanxi Hydrogen Superburn Power Technology Co., Ltd.:Released a negotiation announcement (second round) for the safety design procurement of a 100 Nm³/h SOEC water electrolysis hydrogen production system.
Jiangsu Weichuangjing Intelligent Technology Co., Ltd.:Won the bid for Shanghai University of Science and Technology’s new energy hydrogen production, storage, and power generation experimental platform at a price of 380,000 yuan.
Beijing Nuoming Guohua Technology Co., Ltd.:Won the bid for China University of Petroleum (Beijing)’s experimental equipment for organic small molecule electrocatalytic oxidation and anion exchange membrane water electrolysis hydrogen production, including 2 sets of AEM electrolyzers at a unit price of 200,000 yuan.
Hyundai Motor:Won the bid for 1 hydrogen fuel cell van project of Guangzhou Port Co., Ltd.’s Xintang Port Branch at a price of 268,000 yuan.
Shaanxi Hydrogen Dual-Wing Technology Co., Ltd.:Issued a procurement for hydrogen storage cylinder bundles for the Jinlian Road Hydrogen Refueling Station project. Scope: (1) One set of 20 MPa hydrogen buffer cylinders with a total water volume of approximately 14.1 m³. (2) Two sets of medium-pressure hydrogen storage cylinders with a working pressure of 45 MPa and a water volume of 18 m³ per set. The project is funded with self-raised capital of 3.15 million yuan.
(II) Enterprise Dynamics
Shanhai Hydrogen New Energy:Entered into a strategic cooperation with Shanghai Shanxi Coal Research Institute to develop disruptive PEM hydrogen production solutions.
Trina Green Hydrogen:Collaborated with a Spanish engineering company to launch an integrated hydrogen production and refueling station solution at the 2025 European Hydrogen Energy Conference.
Fuda Zijin Hydrogen Energy Technology Co., Ltd.:Launched the nation’s first commercial-grade 1,000 kg ammonia cracking hydrogen production and refueling integrated station.
Plug Power: will provide engineering services and technology for a hydrogen-based sustainable aviation fuel (SAF) project in Las Vegas, US.
Power to Hydrogen (P2H2): has secured €900,000 ($1.04 million) in funding to support the deployment of its technology in a "commercial" project in Antwerp, Belgium.
Longyuan Power: co-authored a group standard on wind and solar power coupled with electrolyzer hydrogen production technology has been released.
III. Technological Advances: Efficiency and Cost Breakthroughs
(I) Hydrogen Production, Storage, and Transportation
Foshan Xianhu Laboratory: the industry's first "zero-carbon ammonia-fueled aluminum billet heating furnace" for aluminum extrusion production was launched at Foshan Xianhu Laboratory. The equipment enables zero-carbon operation in the aluminum processing heating stage, marking a significant step forward in the green transformation of China's aluminum processing industry.
Shougang Group Co., Ltd.: successfully developed a full series of hydrogen pipeline steels (B/X42/X52/X60/X65MH), overcoming six key technical challenges such as hydrogen embrittlement damage and low-temperature toughness, and established a relatively complete product matrix for hydrogen pipeline steels.
Baoshishun (Qinhuangdao) Steel Pipe Co., Ltd.: successfully trial-produced multiple specifications of "longitudinal submerged arc welded pipes" (D610x12.7/14.3mm, material/X60MH) for pure hydrogen transportation.
SPIC Central Research Institute: the hydrogen storage and transportation team at the Advanced Low-Carbon Institute developed a large-diameter (DN150), high-pressure (10MPa) non-metallic flexible hydrogen pipeline, which achieved safe and stable operation for 30 days on a test platform.
Offshore Oil Engineering Special Equipment Branch: the self-developed design achievement of a "cryogenic liquid hydrogen storage tank" for deep-sea floating platforms received principle approval (AIP) certification from China Classification Society (CCS), indicating that the achievement's safety and reliability fully meet CCS standards.
Dalian Institute of Chemical Physics, Chinese Academy of Sciences: breakthrough in alkaline electrolyzer membrane technology: developed an ultra-thin (20μm) composite separator, increasing the electrolysis system efficiency to 85% (LHV) with a lifespan exceeding 60,000 hours.
(II) Fuel Cell Technology/Product Updates
Hyzon Motors: launched a 3MW fuel cell power generation system, which can be applied in backup power scenarios for data centers.
CIMC ENRIC: its Jingmen Hongtu company's first set of marine methanol supply skids successfully passed China Classification Society certification and obtained CCS product certificates.
Hydro-Powered Green Mobility New Energy (Wuhan) Co., Ltd.:Miniature landscaping sprinkler vehicle, equipped with a hydrogen internal combustion engine 2.0T power system and a built-in miniature PEM hydrogen production unit.
Liaoning General Aviation Academy:China's first four-seat electric-electric hybrid aircraft, the RX4M, independently developed by the team of Academician Yang Fengtian at the Liaoning General Aviation Academy of Shenyang Aerospace University, successfully completed its maiden flight at Shenyang Faku Caihu Airport, contributing the "China Solution" to the global development of electric aircraft.
Dongfang Hydrogen Energy:Obtained a patent for a system that improves the humidity of incoming air in fuel cell technology.
Georgia Power:Announced the successful completion of the second hydrogen-natural gas mixed fuel test for the M501GAC natural gas turbine, developed in cooperation with Mitsubishi Power, under partial and full load conditions.
US Hydrogen Energy Association (DoE) leads the formation of the "Hydrogen Refueling Station Compatibility Alliance":Standardizing the interface for 70MPa hydrogen refueling nozzles, eliminating refueling protocol barriers for automakers such as Toyota, Hyundai, and Nikola, and promoting interoperability of hydrogen refueling networks.
