I. Policy Review: Hydrogen Policy Developments

(I) Domestic Policies

MIIT, Ministry of Finance, and State Taxation Administration:Issued the "Announcement on Adjusting the Technical Requirements for Energy-Saving and New Energy Vehicle Products Eligible for Vehicle and Vessel Tax Concessions." The announcement specifies the technical requirements for fuel cell commercial vehicles: the rated power of the fuel cell system must be no less than 50 kW, with a ratio to the rated power of the drive motor of at least 50%; the fuel cell start-up temperature must not exceed -30°C; the rated power density of the fuel cell stack must be no less than 2.5 kW/L, and the system's rated power density no less than 300 W/kg; the pure hydrogen driving range must be no less than 300 km.

Huanggang City, Hubei Province:Released the "Huanggang City Territorial Space Master Plan (2021–2035)." Centered on green and low-carbon transformation, the plan explicitly proposes key measures such as phasing out outdated capacity, developing the new energy industry, and improving new energy infrastructure. It delineates spatial layouts and implementation pathways for the development of local green industries like hydrogen energy and PV, while supporting the overall goal of "building Huanggang into an important functional area for coordinated development in the Wuhan Metropolitan Area and a national pioneer zone for high-quality development in old revolutionary base areas."

National Development and Reform Commission (NDRC):Issued the "Implementation Measures for the Minimum Renewable Energy Consumption Proportion Target and the Renewable Energy Electricity Consumption Responsibility Weight System (Draft for Comments)." For the first time, the measures break down the minimum renewable energy consumption target into two categories: electricity consumption and non-electricity consumption, with the latter explicitly including "renewable energy-based production of hydrogen, ammonia, and alcohols," and standardizing their accounting methods. They also continue and refine the provincial-level renewable energy electricity consumption responsibility weight system, clarifying the responsibilities of grid companies and electricity users, thereby establishing a policy framework for the comprehensive utilization of renewable energy across all scenarios.

Policy Interpretation:

MIIT, Ministry of Finance, and State Taxation Administration's "Announcement on Adjusting the Technical Requirements for Energy-Saving and New Energy Vehicle Products Eligible for Vehicle and Vessel Tax Concessions":Leveraging tax incentives to accelerate market penetration, eligible fuel cell commercial vehicles are exempt from vehicle and vessel tax, and coupled with the vehicle purchase tax exemption policy (full exemption in 2024-2025), significantly reduces car purchase costs; encourages large-scale application of fuel cell commercial vehicles in scenarios such as steel mill logistics and port terminals, and promotes the construction of hydrogen refueling station networks.

Huanggang City, Hubei Province's "Huanggang City Territorial Space Master Plan (2021–2035)":This policy, combined with the Groton Hydrogen Energy Industrial Eco-Park with an investment of 8.86 billion yuan, the concurrently advancing Datang Longgan Lake 100 MW/200 MWh ESS project and Luotian Pingtanyuan Pumped Storage Power Station, and Hubei Province's electricity subsidy of 0.15-0.2 yuan/kWh for green hydrogen projects, further reduces production costs and provides stable support for green hydrogen production.

National Development and Reform Commission (NDRC) "Implementation Measures for Minimum Renewable Energy Consumption Proportion Targets and Renewable Energy Electricity Consumption Responsibility Weight System (Draft for Comment)": The policy for the first time includes "hydrogen, ammonia, and alcohol production from renewable energy" in non-electricity consumption assessment, specifying that key energy-consuming industries can fulfill quotas through direct green electricity connections and green electricity certificate trading. That is, through non-electricity consumption weight assessment and the green electricity trading mechanism, it aims to activate large-scale green hydrogen demand in the industrial sector.

(II) Overseas Developments

5th World Power-to-X Summit: Held on October 1-2 in Marrakech, Morocco, hosted by the Moroccan Ministry of Energy Transition and Sustainable Development, focusing on green hydrogen and renewable energy conversion technologies. During the summit, Morocco officially launched the "Morocco Green Hydrogen Initiative," introducing the first batch of flagship projects with a total investment of 319 billion Moroccan dirhams (approximately €29.35 billion), covering green ammonia production, industrial fuel substitution, and green steel manufacturing.

Middle East Oman Hydrogen Energy and Fuel Cell Exhibition: Held from October 15 to 18 in Oman, during which the Omani government introduced a package of hydrogen industry policies, including designated exclusive economic zones for green hydrogen development, provision of long-term power purchase agreements (PPAs) to stabilize hydrogen production costs, and implementation of zero tariffs on electrolyzer equipment imports.

EU Hydrogen Bank Project Signing: The European Commission formally signed funding agreements for the second European Hydrogen Bank (EHB) auction in October, allocating €992 million to 15 projects in countries including Norway, Spain, and Lithuania, with a focus on supporting renewable hydrogen applications in transportation and chemical industries.

US Department of Energy (DOE): Announced the termination of 223 clean energy projects, involving funds of $7.56 billion, including remaining grants for five regional clean hydrogen hubs.

II. Enterprise Dynamics: Project Signings and Technical Cooperation

(I) Project Intelligence

Guangyuan Public Transport Co., Ltd.: The procurement project for 30 hydrogen fuel cell buses released a shortlist of winning candidates, with Qinglan New Energy Co., Ltd. becoming the primary candidate with the lowest bid of 26.955 million yuan.

Weishi Energy: Formally announced a strategic cooperation with the Brazilian Institute of Technology (IPT). This collaboration, leveraging IPT's newly built LabH₂ laboratory, will focus on joint testing and research regarding the safety, reliability, and commercial feasibility of hydrogen-powered heavy-duty trucks.

LONGi Hydrogen: The Inner Mongolia LONGi Hydrogen alkaline water electrolysis hydrogen production equipment manufacturing project was filed. According to reports, the project is located in Ordos City, Inner Mongolia, with a total investment of 10 million yuan. It is expected to commence construction in December 2025 and be completed in September 2026.

Hubei Optics Valley East State-owned Capital Investment and Operation Group Co., Ltd.:issued a tender announcement for the Daye Lin Kong Hydrogen Energy Industry Base Project. The tender scope includes all design work within the project construction scope, such as survey, conceptual design, preliminary design, and construction drawing design, as well as construction work meeting the bid inviter's usage requirements outlined in the "Employer's Requirements," joint commissioning and testing, assistance in completing acceptance procedures, implementation of warranty services, and other construction-related aspects.

RWE AG:announced its withdrawal from the previously planned ammonia purchase agreement with the Hyphen Hydrogen Project in Lüderitz, Namibia. It is reported that the agreement originally intended to offtake up to 300,000 mt of green ammonia from the 3 GW green hydrogen project under development by Hyphen Hydrogen. The primary reason for the withdrawal is strong protests from Namibia's indigenous communities. The Nama Traditional Leaders Association (NTLA) believes the project infringes upon their rights to ancestral lands and disregards human rights, criticizing the large-scale ammonia production project for perpetuating patterns of colonial-era land grabs and marginalization.

(II) Enterprise Dynamics

Tianjin Rockcheck Hydrogen Power Technology Co., Ltd.:The group standard "Technical Specification for Hydrogen Fuel Cell Control Systems for Medium and Heavy-duty Trucks" (T/CIET 1409—2025), for which it served as the primary drafting unit, was officially approved and released.

YiPai Hydrogen Energy Technology Co., Ltd.:Hebei Shenneng Industry Group Co., Ltd. and Inner Mongolia YiPai Hydrogen Energy Technology Co., Ltd. formally signed a strategic cooperation agreement. The two parties will engage in deep collaboration around the hydrogen heavy-duty truck industry chain, establishing a coordinated development model covering the entire chain of "production, storage, transportation, refueling, and application."

YiPai Hydrogen Energy Technology Co., Ltd.:Badamdanjin Ragchaa, Chairman of the Mongolian Renewable Energy Industry Association (MRIA), led a delegation to visit Inner Mongolia YiPai Hydrogen Energy Technology Co., Ltd. again for in-depth discussions on the implementation of cooperation for Mongolia's first hydrogen industry base and hydrogen commercial vehicle demonstration project.

Beijing SinoHytec Co., Ltd.:issued an announcement stating it signed a "Share Transfer Agreement" with Toyota Motor Corporation to transfer its 15% subscribed equity in Huafeng Fuel for a consideration of 0 yuan.

Hefei Momentum Conservation Green Energy Co., Ltd.:recently successfully completed a tens of millions of yuan Angel+ round of financing. This round was fully supported by existing shareholder Dangkantongchuang Capital and individual shareholders. According to reports, the funds raised by Hefei Momentum Conservation Green Energy Co., Ltd. will be fully invested in the construction of the industry's first "GigaFactory" for electrolyzer parts.

United Hydrogen Energy Group: United Hydrogen Energy Group officially signed a comprehensive cooperation agreement with Japan's 2M Capital Co., Ltd.

III. Technological Progress: Breakthroughs in Efficiency and Cost

(I) Hydrogen Production, Storage, and Transportation Sector

Foshan Xianhu Laboratory: The industry's first "zero-carbon ammonia-fueled aluminum billet heating furnace" for aluminum extrusion production was launched at Foshan Xianhu Laboratory. This equipment enables zero-carbon operation in the aluminum processing heating stage, marking a significant step forward in the green transformation of China's aluminum processing industry.

Shougang Group Co., Ltd.: Successfully developed a full series of hydrogen pipeline steels (B/X42/X52/X60/X65MH), breaking through six key technical bottlenecks including hydrogen embrittlement damage and low-temperature toughness, and formed a relatively complete product matrix for hydrogen pipeline steels.

Baoshishun (Qinhuangdao) Steel Pipe Co., Ltd.: Successfully trial-produced multiple specifications of "longitudinal submerged arc welded pipes" (D610x12.7/14.3mm, material/X60MH) for pure hydrogen transportation.

SPIC Central Research Institute: The hydrogen storage and transportation team of the Advanced Low Carbon Institute developed a large-diameter (DN150), high-pressure (10MPa) non-metallic flexible hydrogen pipeline, which successfully achieved safe and stable operation for 30 days on a test platform.

Offshore Oil Engineering Special Equipment Branch: The self-developed design achievement for a "cryogenic liquid hydrogen storage tank" for deep-sea floating platforms received the Principle Approval (AIP) certificate from the China Classification Society (CCS), indicating that the achievement's safety and reliability fully comply with the classification society's standards.

Dalian Institute of Chemical Physics, Chinese Academy of Sciences: Breakthrough in Alkaline Electrolyzer Membrane Technology: Developed an ultra-thin (20μm) composite separator, increasing the electrolysis system efficiency to 85% (LHV) with a lifespan exceeding 60,000 hours.

(II) Fuel Cell Technology/Product Updates

Qingneng Co., Ltd.: Launched a 3MW fuel cell power generation system, which can be applied in backup power scenarios for data centers.

CIMC ENRIC: Its Jingmen Hongtu company's first set of marine methanol supply skids successfully passed certification from the China Classification Society and obtained the CCS product certificate.

Hydrogen Green Motion New Energy (Wuhan) Co., Ltd.: A mini landscaping sprinkler truck, equipped with a 2.0T hydrogen internal combustion engine power system and a built-in mini PEM hydrogen production device.

Liaoning General Aviation Academy: The RX4M, China's first self-developed four-seat electric-electric hybrid aircraft developed by the team of Academician Yang Fengtian at the Liaoning General Aviation Academy of Shenyang Aerospace University, successfully completed its maiden flight at Shenyang Faku Caihu Airport, contributing the "China Solution" to the global development of electric aircraft.

Dongfang Hydrogen Energy: Obtained a patent for a system that improves the humidity of incoming air in fuel cell technology.

Georgia Power: Announced the successful completion of the second hydrogen-natural gas blended fuel test for the M501GAC natural gas turbine, developed in cooperation with Mitsubishi Power, under both partial and full load conditions.

U.S. Hydrogen Energy Association (DoE) leads the formation of the "Hydrogen Refueling Station Compatibility Alliance": Standardizing the interface for 70 MPa hydrogen refueling nozzles, eliminating refueling protocol barriers for automakers such as Toyota, Hyundai, and Nikola, and promoting interoperability of hydrogen refueling networks.
