In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77 GW, with no new capacity added temporarily.

China Shipbuilding (Handan) Perry Hydrogen Energy Technology Co., Ltd., a subsidiary of the 718th Research Institute under China State Shipbuilding Corporation, completed the final transportation and loading of ten 1000Nm³/h electrolyzer units with a total capacity of 50 MW, which were officially shipped from Lianyungang Port to Piraeus Port in Greece.

The 10,000Nm³/h electrolyzer, which was won by Sany Hydrogen Energy in the bid for the Shenzhen Energy Otog Banner Wind and Solar Power Hydrogen Production Integrated Green Ammonia Synthesis Project in Erdos, Inner Mongolia, was successfully shipped.

CRRC Zhuzhou Institute Co., Ltd. officially shipped 13 independently developed 1000Nm³/h electrolyzers and commenced sequential deliveries for the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50 m³ water electrolysis products supplied by H2Pro Energy for the TNB-PCSS Green Hydrogen Demonstration Project of State Grid Corporation of Malaysia have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy's AEM hydrogen production system was successfully shipped to Austria.

The MW-scale hydrogen production system developed and produced by Hydrogen Yi Energy has been shipped and will be used in hydrogen production-related projects of a large domestic energy enterprise.

Shanghai Hydrogen Era Technology Co., Ltd. delivered four 1050Nm³/h electrolyzers to the China Energy Engineering Group Songyuan Hydrogen Energy Industrial Park Project.

China National Heavy Duty Truck Group Electric Equipment (Yangzhou) Co., Ltd. successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not been obtained yet.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (all data sourced from public information and SMM survey).

Updates on electrolyzer projects:

1. The project filed by Jiabingwuxing Hydrogen Alcohol New Energy Investment (Baotou) Partnership Enterprise (Limited Partnership) in Tumote Right Banner, Baotou City, Inner Mongolia—the Tumote Right Banner Wind and Solar Power Hydrogen and Alcohol Production Integrated Project (Consumption End)—was filed with the Development and Reform Commission of Horqin Left Middle Banner on August 21, 2025. The project covers an area of 460 acres, with a newly constructed area of 300,000 m², and includes three major production systems: An annual production system for 180,000 mt of green hydrogen, utilizing 145 sets of 2000Nm³/h alkaline electrolyzer equipment, along with supporting rectifiers, transformers, purification and separation systems, and hydrogen storage facilities (70 high-pressure hydrogen storage tanks of 2000m³ each and 40 oxygen storage tanks of 2000m³ each). An annual production system for 480,000 mt of green methanol, incorporating carbon dioxide capture and storage equipment, large-scale synthesis units, distillation units, and five 10,000m³ methanol storage tanks. It employs CRI's ETL patented technology to synthesize low-carbon methanol from green hydrogen and CO₂ captured from the air. Annual Production of 650,000 mt Solid Green Hydrogen Powder System: Equipped with gas compression, mixing, reactor and other equipment, synthesizing solid hydrogen powder through the reaction of green hydrogen and light metal salts.

2. Guohua Investment Guohua (Rudong) New Energy Co., Ltd. Project in Rudong Yangkou Port Economic Development Zone, Nantong City, Jiangsu ProvinceGuohua Rudong Integrated PV-Hydrogen-ESS Hydrogen Production Project EPC General Contractingwas pre-awarded. The hydrogen production station is designed with a scale of 1,500 Nm³/h, including one set of 1,000 Nm³/h and one set of 500 Nm³/h water electrolysis hydrogen production units (including hydrogen purification system), with an annual operation time of 3,600 hours, and an estimated annual green hydrogen production of approximately 13,000 mt. It adopts alkaline water electrolysis technology, directly utilizing green electricity from centralized PV for hydrogen production, forming a "PV - hydrogen production - ESS" closed loop to enhance regional green hydrogen supply capability.

3. Longyuan Power Longyuan (Huanxian) New Energy Co., Ltd. Xifeng Branch in Xifeng Industrial Park, Qingyang City, Gansu ProvinceKey Technology Development and Application Project for Biomass Gasification Coupled with Green Hydrogen to Produce Green Fuelshas initiated the tender for engineering design services. Project hydrogen production system design: covers a 1,000 Nm³/h alkaline water electrolysis hydrogen production unit (including rectifier transformer, electrolyzer, purification system, etc.), as well as basic design for hydrogen filling, storage, and transportation facilities. Utilities and auxiliary engineering: includes design for power supply and distribution, fire water, wastewater treatment, steam boiler system, as well as auxiliary facilities such as central control building, laboratory, road greening, etc.Overall service: coordinates the entire process design including biomass gasification, methanol synthesis, jet fuel synthesis, etc., responsible for technical coordination and final design closure of each subsystem. Specialized design: includes detailed design for site leveling, enclosure walls, main roads, bill of quantities and budget preparation, as well as HAZOP analysis and explosion-proof assessment for the flare system.

4. China Hydrogen Energy Group Co., Ltd.Duolun County Wind Power Green Hydrogen Production Coupled with Biomass By-product CO₂ Synthesis of Green Methanol Integrated Demonstration Projectsigned. Project hydrogen production segment: adopts hybrid technology of alkaline electrolyzer (ALK) and proton exchange membrane electrolyzer (PEM), with ALK electrolyzers accounting for 80% (single unit scale 2,000 Nm³/h), PEM electrolyzers accounting for 20% (single unit scale 500 Nm³/h), comprehensive power consumption ≤4.5 kWh/Nm³, reaching international advanced levels. Synthesis segment: utilizes CO₂ by-product from biomass gasification and green hydrogen to synthesize green methanol, adopting medium-pressure combined methanol process (5.0 MPa), methanol purity ≥99.9%, which can be directly used for fuel cells and chemical raw materials. ESS Integration: Equipped with a 1.2GWh energy storage system (lithium battery + compressed air) to smooth out wind power fluctuations and ensure stable operation of the hydrogen production system.

5. The 20,000 mt hydrogen industrial park project filed by Daxing'anling Shanhaiju Cheng New Energy Technology Co., Ltd. on August 27, 2025, in Huzhong District, Daxing'anling, Heilongjiang Province, has been approved. The project is located in the Huzhong Industrial Park (South Zone), covering approximately 300 acres, and is planned to be constructed in two phases: Phase I, with an investment of 1.2 billion yuan, focuses on building a solar-thermal hydrogen production system and ESS area; Phase II, with an investment of 792 million yuan, will expand the hydrogen production capacity to 40,000 mt/year, adding hydrogen refueling stations for heavy-duty trucks and distributed energy stations. 6. The Yining City Lianchuang Urban Construction (Group) Co., Ltd. participated in the Yili Prefecture Yining City Green Hydrogen Innovation Application Project (EPC) in Yining City, Ili Kazakh Autonomous Prefecture, Xinjiang Uygur Autonomous Region, which has entered the pre-bid winning announcement stage. This project, the first clean, low-carbon, green hydrogen production, storage, distribution, and utilization integration innovation application project approved by the NDRC in Xinjiang, with a total investment of 1.922 billion yuan, was jointly applied for by Yining City Lianchuang Urban Construction (Group) Co., Ltd. and Beijing SinoHytec Co., Ltd. It has been included as a key demonstration project in Xinjiang's 14th Five-Year Plan for hydrogen energy development. Leveraging the abundant wind and solar power resources in Yili Prefecture, the project aims to create a "green electricity for hydrogen production - storage and transportation - application" entire industry chain, targeting an annual green hydrogen production of 12,000 mt, along with the construction of a 100MW PV power station, four hydrogen refueling stations, and an operational system for 247 fuel cell vehicles.

7. The dish-type solar thermal water splitting RSOC hydrogen production coupled with natural gas blending project filed by Baotou Hexi Hydrogen Technology Co., Ltd. in Darhan Muminggan United Banner, Baotou, Inner Mongolia Autonomous Region, has been approved. As the first solar-thermal hydrogen production and natural gas blending coupling demonstration project in Baotou, it explores a low-carbon energy solution of "solar-thermal hydrogen production + industrial hydrogen blending," leveraging the rich solar resources in Darhan Muminggan United Banner, aiming to produce 15 mt of green hydrogen annually, with the construction of a natural gas blending skid system to replace traditional fossil fuels.

8. The hydrogen production project of the 500,000 kW wind power to hydrogen and methanol synthesis project in Cangzhou, Hebei Province, by China Shipbuilding Technology Co., Ltd. has been approved. This project is the first green electricity for hydrogen production coupled with methanol synthesis demonstration project laid out by China Shipbuilding Technology in North China, relying on the abundant wind power resources in Cangzhou, to build an integrated "wind power - hydrogen production - chemical industry" industry chain, targeting an annual green hydrogen production of about 26,000 mt (with a hydrogen production scale of 76,000 Nm³/h), and the construction of a 280,000 mt/year green methanol production line to replace traditional fossil fuels. The project was included in Hebei province’s 14th Five-Year Plan for hydrogen energy development as a key initiative, receiving targeted local government subsidies, and is expected to be built in one phase from October 2025 to June 2027.

9. Gemeng Yihe New Energy Co., Ltd. issued a pre-award notice for the EPC general contract for the hydrogen production section of Phase I of the Chayou Qianqi wind-and-solar-to-hydrogen integration project in Ulanqab, Inner Mongolia. Chayou Qianqi Wind-and-Solar-to-Hydrogen Integration Project (Phase I) Hydrogen Production EPC General ContractThis is the first wind-solar-coupled PEM water-electrolysis hydrogen demonstration project in Ulanqab, leveraging the abundant wind resources of Chayou Qianqi to create an integrated “green electricity–hydrogen production–ESS” industry chain. The project targets annual green hydrogen output of about 2,947 mt (hydrogen production capacity 10,600 Nm³/h) and will include hydrogen storage, purification and compression systems to replace traditional fossil energy. It was listed as a key hydrogen energy project under Ulanqab’s 14th Five-Year Plan, secured local government support for land pre-approval and EIA, and is expected to be built in one phase from July 2025 to December 2027.

10. Australian sustainable energy system developer and supplier Progressive Green Solutions (PGS) announced that Thyssenkrupp Nucera has been selected as the preferred supplier of 1.4 GW electrolyzers for its Mid-West Green Iron project. The project aims to produce 7 million mt of green iron pellets annually, half of which will be converted into 2.5 million mt of green hot-briquetted iron (HBI), at a site near Geraldton in Western Australia’s Mid West region.

Policy Review

  1. The China Renewable Energy Engineering Institute (CREEI) led the compilation of the first hydrogen energy standard for the energy sector, NB/T 11810-2025 “Code for Preparation of Renewable Energy-to-Hydrogen Project Planning Reports” (the “Code”), which was officially released and will take effect on 30 December 2025.
  2. The European Commission approved a 4 billion euro electrolyzer fund, offering 30 % equipment-cost subsidies for projects with capacity ≥500 MW/year and setting a 2030 efficiency target of ≥60 % (LHV basis) for green-hydrogen electrolyzers.
  3. The European Commission published the “State Aid Framework for the Clean Industrial Deal”, which explicitly requires member states to prioritize support for “renewable fuels of non-biological origin” (RFNBOs) and uses funding ratios and project timelines to steer public resources toward low-carbon technologies.

Corporate Updates

  1. SPIC Guangdong Power Co., Ltd. and Academician Xie Heping’s team (including Shenzhen University, Sichuan University, Dongfang Electric Co., Ltd., and Dongfang Electric (Fujian) Innovation Research Institute Co., Ltd.) signed a cooperation agreement on the “Key Technology Research Project for the First MW-Scale In-Situ Seawater Hydrogen Production Demonstration Driven by Offshore Wind Power” at the Guangdong Marine Energy Industry Technology Innovation and High-Quality Development Symposium.
  2. Haitai Hydrogen Energy Development (Huanghua) Co., Ltd. was established, with Mei Zhixuan as the legal representative and a registered capital of 5 million yuan. Shareholder information shows that the company is 100% owned by Tangshan Haitai Hydrogen Energy Technology Co., Ltd., which in turn is 100% owned by Tangshan Haitai New Energy Technology Co., Ltd.
  3. Recently, Jingcheng Equipment Co., Ltd. announced that its wholly-owned subsidiary, Beijing Tianhai Hydrogen Energy Equipment Co., Ltd. (hereinafter referred to as "Tianhai Hydrogen Energy"), completed its capital increase and share expansion, introducing 8 investors with a total investment of 290 million yuan, including Qingdao Yinshan Venture Capital Investment Fund Partnership (Limited Partnership) under CATL.
  4. On August 29, Doosan Fuel Cell Co., Ltd. announced that it had collaborated with Korea Western Power Co., Ltd. to develop a hydrogen fuel cell product utilizing biogas.
  5. The advanced electrolyzer solution custom-developed by Haide Hydrogen Energy Technology (Jiangsu) Co., Ltd. (HydoTech) for Shell's EnergHyNet project successfully passed the factory acceptance test.
  6. Recently, Beijing Tianhai Hydrogen Energy Equipment Co., Ltd. secured 290 million yuan in financing. This round of financing was led by CRRC Transformation and Upgrading Fund under CRRC Capital and Huayu High-Tech Transportation Control Fund, jointly with PetroChina Kunlun Capital and China National Machinery Industry Investment Co., Ltd., and followed by four domestic and overseas renowned investment institutions including China Shipbuilding Investment, Hengsheng Capital, Yinshan Capital, and Tongzheng Fund.
  7. Lanzhou LS Group recently received a field trip and survey by Deng Hua, Party Leadership Group Member and Vice Director of the Gansu Provincial Department of Industry and Information Technology, along with a hydrogen energy technology team from the Department of Energy and Power Engineering at Tsinghua University.
  8. China Shipbuilding (Handan) Peric Hydrogen Energy Co., Ltd., under the 718th Research Institute of China State Shipbuilding Corporation Limited, successfully passed the review of its pressure pipeline installation qualification.
  9. The unveiling ceremony of the New Energy (Shaanxi) Expert Workstation of the China Energy Research Society was held at Shaanxi Hydrogen Research Institute Co., Ltd.
  10. Zhongzi Technology's pilot production line for solid oxide fuel cells was officially completed and put into operation. The production line has an annual capacity of 20,000 units and has successfully produced battery products in various specifications such as 10×10 cm, 12×12 cm, and 16×12 cm. The production line design is both forward-looking and scalable, with reserved space to further increase annual production to 200,000 units, laying a solid foundation for future large-scale production.

  1. The Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory test lifespan of 80,000 hours.
  2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to that of platinum-based materials.

  1. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
  2. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at the Microgrid Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a major breakthrough in China's independent development of core equipment in the field of hydrogen energy emergency power supply.
  3. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20 kV direct-connect hydrogen production power supply (also known as "Hydrogen One") successfully applied.
