On August 27, the list of winning candidates for the EPC general contracting tender of Guohua Rudong PV-Hydrogen-Storage Integrated Hydrogen Production Project by Guohua Investment Guohua (Rudong) New Energy Co., Ltd. was announced.
According to the announcement, the first winning candidate was China National Chemical Engineering No.11 Construction Co., Ltd. with a bid price of 58.8050835 million yuan.
The second winning candidate was China National Chemical Engineering No.4 Construction Co., Ltd. with a bid price of 64.33949335 million yuan.
As per the tender notice, Guohua (Rudong) New Energy Co., Ltd. is located in Rudong County, Nantong City, responsible for the development and operation management of wind power, PV, and hydrogen energy projects of Guohua Energy Investment Co., Ltd. in the Rudong area. The project is situated east of the old seawall in Yudong Reclamation Area and south of the internal farm road in Yangkou Port Economic Development Zone, Rudong County, Nantong City, Jiangsu Province. The hydrogen production scale is 1,500 Nm³/h, with the hydrogen production station arranged adjacent to centralized PV, utilizing green electricity generated by centralized PV for hydrogen production to enhance green hydrogen production and supply capability. The hydrogen production station will newly construct one set each of 1,000 Nm³/h and 500 Nm³/h water electrolysis hydrogen production equipment (including hydrogen purification), along with supporting hydrogen filling equipment and public facilities. The annual operation time is 3,600 hours. The project aims to leverage the abundant solar energy resources in Rudong County, Nantong City, combined with the local industrial foundation, to create an efficient, zero-carbon, and clean new-type power system, realizing a PV-hydrogen-storage integrated project that achieves efficient utilization of new energy generation and load.
Tender scope: The EPC general contracting project of Guohua Rudong PV-Hydrogen-Storage Integrated Hydrogen Production Project by Guohua Investment Guohua (Rudong) New Energy Co., Ltd., mainly including but not limited to: handling all procedures for the construction of the PV-hydrogen-storage integrated hydrogen production station, optimization of preliminary design, procurement of all equipment and materials for construction drawing design, construction and installation of structures, engineering debugging, project acceptance, external relationship coordination, single-unit debugging, joint debugging, and the entire EPC general contracting process from intermediate handover to initial feed trial run until final acceptance and production delivery.
This project is an EPC turnkey project. While meeting the minimum usage requirements specified in the preliminary design report, bidders have the right to propose rationalization suggestions, subject to the bid inviter's decision on whether to adopt them. The bid inviter reserves the right to require bidders to meet specific requirements. The bill of quantities provided by the bid inviter during tendering is for reference only, and the actual construction content shall be based on the construction detailed drawings approved in writing by the bid inviter. All procedures, designs, equipment materials, and construction contents are included in the total contract price, with no adjustments except for the provisional sums and safety and civilized construction fees given by the bid inviter, which will be adjusted based on actual conditions.
Mainly includes, but is not limited to, the following: The bidder provides equipment and material procurement supply plans and monthly labor employment plans during the construction period. The format of the equipment and material procurement supply plan table refers to the contract section of the tender document.
Planned service period: Planned start date: August 10, 2025, interim handover date: November 30, 2025, a total of 134 calendar days to complete the project commissioning.
This project does not accept consortium bids.
