Recently, the Jiujiang Municipal People's Government Office issued a notice on the "Several Measures for Further Supporting the High-Quality Development of the Hydrogen Energy Industry in Jiujiang City."
The document points out that support will be provided for hydrogen energy enterprises to settle down. Active connections will be made with hydrogen production, storage, transportation, refueling, application, and equipment manufacturing companies in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, to undertake industrial transfer. Special attention will be given to connecting with Shanghai, to deeply explore the potential for hydrogen trade cooperation. Support will be provided to hydrogen manufacturing enterprises (including hydrogen production equipment, hydrogen storage equipment, fuel cells and systems, hydrogen transportation and refueling equipment, hydrogen fuel cell vehicles and ships, and hydrogen equipment detection companies). For new purchases of primary production-related hydrogen equipment with an actual investment amount of over 10 million yuan, a reward of up to 8% of the equipment investment will be given, with a maximum reward of 3 million yuan per enterprise; for new purchases of primary production-related hydrogen equipment with an actual investment amount reaching 100 million yuan or more, rewards will be given on a case-by-case basis.
Enterprises are encouraged to develop on a large scale. Support will be provided to help enterprises become stronger and better, actively nurturing enterprises with obvious scale advantages, mastering core technologies, and possessing the ability to integrate industries. For hydrogen energy enterprises whose annual sales revenue first reaches 20 million yuan, 100 million yuan, and 500 million yuan, the highest rewards of 100,000 yuan, 200,000 yuan, and 500,000 yuan respectively will be given.
Support will be provided for the demonstration and application of hydrogen fuel cell vehicles. Focusing on hydrogen public transport, tourism vehicles, and special operation vehicles with relatively fixed operating routes, the application of hydrogen fuel cell vehicles will be promoted. Referring to the subsidy policies of the national fuel cell vehicle demonstration application city cluster, a one-time purchase subsidy of 3,000 yuan/kW based on power will be provided. For light-duty vehicles (such as taxis, ride-hailing cars, and refrigerated trucks) and medium-to-heavy-duty vehicles (with a total mass of 4.5 tons and above, including buses, coaches, and trucks) operating within the jurisdiction of Jiujiang City, operational support will be given at the highest standards of 5,000 yuan/ten thousand kilometers and 10,000 yuan/ten thousand kilometers, respectively, with the maximum annual support amount for each operating enterprise being 3 million yuan.
Support will also be provided for the demonstration and application of hydrogen fuel cell ships. The procurement of hydrogen fuel cell ships by government service boats, sand dredging boats, sightseeing boats of tourism companies, ferry boats, transport boats, and floating cranes will be encouraged and supported, with a one-time purchase subsidy based on power, and the maximum reward for a single ship being 2 million yuan. For hydrogen fuel cell ships operating in Jiujiang City, operational subsidies will be provided based on power (for a total installed capacity of 500 kW or less, the maximum is 80,000 yuan/year; for a total installed capacity between 500 kW and 1,000 kW, the maximum is 100,000 yuan/year; for a total installed capacity over 1,000 kW, the maximum is 120,000 yuan/year), with the maximum subsidy amount for each enterprise being 3 million yuan.
Industrial applications are encouraged. The application scenarios of hydrogen energy in the industrial sector will be expanded, making reasonable use of by-product hydrogen resources from industry, and supporting the large-scale purification and local consumption of by-product hydrogen. Promote the substitution of fossil fuels with hydrogen in the industrial sector, support applications in areas such as hydrogen fuel cell power generation, hydrogen-blended gas turbine power generation, hydrogen energy storage, hydrogen-blended combustion in industrial kilns, hydrogen smelting, and hydrogen-based cogeneration, advance the construction of the Lianxi District industrial by-product hydrogen power generation project, and encourage the replacement of existing gray hydrogen with green and low-carbon hydrogen in industries such as petrochemicals, metallurgy, and steel.
Support the development of green hydrogen. Support the inclusion of green hydrogen application projects in national, provincial, and municipal pilot programs, and support regions with suitable conditions to introduce large-scale green hydrogen projects. In accordance with provincial industrial policies, carry out "new energy + hydrogen" pilots, and for "new energy + hydrogen" application projects that have completed procedures in accordance with laws and regulations and have commenced construction, strive to secure a certain scale of wind and PV power generation projects. Hydrogen production projects shall undergo local filing management in accordance with relevant regulations. Encourage regions to promote the construction of biomass hydrogen production (waste-to-hydrogen) projects based on local resources, and reasonably facilitate resource utilization.
Support the construction of hydrogen refueling stations. Support the appropriate deployment of hydrogen refueling stations near hydrogen sources and hydrogen application scenarios. Provide construction subsidies for hydrogen refueling stations with a daily refueling capacity (calculated based on the refueling capacity of the compressor operating 12 hours per day) of 500 kg or more. For integrated oil (gas)-hydrogen stations and integrated hydrogen production-refueling comprehensive energy stations, each station shall receive a subsidy of 1 million yuan; for other fixed hydrogen refueling stations, each station shall receive a subsidy of 500,000 yuan.
Support the operation of hydrogen refueling stations. Provide rewards and subsidies to hydrogen refueling stations where the selling price of hydrogen is below 35 yuan/kg. The subsidy standard is 1 yuan/kg for every 1 yuan below the benchmark price of 35 yuan/kg (rounded up based on the actual selling price), with an annual subsidy cap of 1 million yuan per station for hydrogen.
Support hydrogen vehicle operation services. Hydrogen fuel cell vehicles are exempt from parking fees when parked in municipal road parking spaces. Gradually ease traffic restrictions for limited-access vehicles such as hydrogen fuel cell logistics vehicles, heavy-duty trucks, and tourist sightseeing vehicles, and provide appropriate flexibility in terms of time periods and road sections for hydrogen fuel cell heavy-duty trucks.

Several Measures of Jiujiang City to Further Support the High-Quality Development of the Hydrogen Energy Industry
To implement the relevant national and provincial directives on accelerating the high-quality development of the hydrogen energy industry, vigorously promote the development of the hydrogen energy industry in our city, and consolidate and deepen the industrial positioning of "Pioneer Zone for Hydrogen Economy Openness in the Province," these measures are formulated based on the actual conditions of our city.
I. Accelerating Industry Cultivation
(I) Supporting the Settlement of Hydrogen Energy Enterprises. Actively engage with enterprises in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area involved in hydrogen production, storage, transportation, refueling, application, and equipment manufacturing to undertake industrial transfer. Focus on collaboration with Shanghai to explore the potential for hydrogen trade cooperation. Support hydrogen energy manufacturing enterprises (including those in hydrogen production equipment, hydrogen storage equipment, fuel cells and systems, hydrogen transportation and refueling equipment, hydrogen fuel cell vehicles and vessels, and hydrogen equipment detection). For enterprises newly purchasing first-hand production-related hydrogen equipment with an actual investment exceeding 10 million yuan, a reward of up to 8% of the equipment investment amount will be granted, with a maximum reward of 3 million yuan per enterprise. For actual investments in newly purchased first-hand production-related hydrogen equipment reaching 100 million yuan or more, rewards will be provided on a case-by-case basis. (II) Encouraging Enterprises to Scale Up Development. Support enterprises in optimizing and strengthening their operations, actively cultivating enterprises with significant scale advantages, mastery of core technologies, and capabilities in industrial integration. For hydrogen energy enterprises achieving annual sales revenue for the first time of 20 million yuan, 100 million yuan, and 500 million yuan, rewards of up to 100,000 yuan, 200,000 yuan, and 500,000 yuan will be granted respectively. (III) Providing Financial Support. Encourage financial institutions to increase support for upstream and downstream enterprises in the hydrogen energy industry chain. For bank loans obtained by hydrogen energy industry chain enterprises, interest subsidies will be provided at a rate not exceeding 30% of the benchmark bank loan interest rate for the same period, with a maximum annual subsidy of 3 million yuan per enterprise. Leverage the municipal industrial investment guidance fund to support eligible hydrogen energy projects in accordance with market-oriented methods. II. Expanding Application Scenarios
(IV) Supporting the Demonstration and Application of Hydrogen Fuel Cell Vehicles. Focus on hydrogen energy public transportation, tourist vehicles, and special operation vehicles with relatively fixed operational routes to promote the application of hydrogen fuel cell vehicles. Referring to the subsidy policies of national fuel cell vehicle demonstration application city clusters, a one-time purchase subsidy of 3,000 yuan/kW will be provided based on power. For light vehicles (such as taxis, ride-hailing vehicles, refrigerated trucks) and medium-to-heavy vehicles (with a total mass of 4.5 mt or more, including buses, coaches, trucks) operating within the jurisdiction of Jiujiang City, operational support will be provided at standards of up to 5,000 yuan/10,000 km and 10,000 yuan/10,000 km respectively, with a maximum annual support of 3 million yuan per operating enterprise. V. Support the Demonstration Application of Hydrogen Fuel Cell Vessels. Encourage and support the procurement of hydrogen fuel cell vessels for government service boats, sand dredging boats, sightseeing boats of tourism companies, transportation boats, cargo ships, and floating cranes, with a one-time purchase subsidy based on power, and a maximum reward of 2 million yuan per vessel. For hydrogen fuel cell vessels operating in our city, an operational subsidy will be provided based on power (for total installed capacity of hydrogen fuel cells up to 500 kW, a maximum of 80,000 yuan/year; for 500-1,000 kW, a maximum of 100,000 yuan/year; for over 1,000 kW, a maximum of 120,000 yuan/year), with a maximum subsidy of 3 million yuan per company. VI. Encourage Applications in the Industrial Sector. Expand the application scenarios of hydrogen energy in the industrial sector, make rational use of by-product hydrogen resources from industries, and support large-scale purification and local consumption of by-product hydrogen. Promote the substitution of fossil fuels with hydrogen in the industrial sector, supporting applications such as hydrogen fuel cell power generation, gas turbine hydrogen blending power generation, hydrogen ESS, hydrogen blending in industrial furnaces, hydrogen smelting, and combined heat and power generation using hydrogen. Advance the construction of by-product hydrogen power generation projects in Lianxi District, and encourage the replacement of current gray hydrogen usage with green and low-carbon hydrogen in the petrochemical, metallurgy, and steel industries. VII. Support the Development of Green Hydrogen. Support green hydrogen application projects to be included in relevant pilot programs at the national and provincial/city levels, and support regions with suitable conditions to introduce large-scale green hydrogen projects. In accordance with provincial industrial policies, conduct "new energy + hydrogen" pilots, and for "new energy + hydrogen" application projects that have completed all legal procedures and commenced actual construction, strive to secure a certain scale of wind and PV power generation projects, while hydrogen production projects shall follow the local record-filing management regulations. Encourage various places to promote biomass-to-hydrogen (waste-to-hydrogen) project construction based on their resource realities, reasonably promoting the utilization of resources. VIII. Support the Construction of Hydrogen Refueling Stations. Support the appropriate layout of hydrogen refueling stations near hydrogen sources and areas where hydrogen is applied. Provide construction subsidies for hydrogen refueling stations with daily hydrogen refueling capacity (calculated based on 12 hours of compressor operation per day) of 500 kg or more. For oil (gas) and hydrogen co-construction stations, or integrated hydrogen production and refueling stations, a subsidy of 1 million yuan per station will be provided; for other fixed hydrogen refueling stations, a subsidy of 500,000 yuan per station will be provided. (9) Support the operation of hydrogen refueling stations. Subsidies will be provided to hydrogen refueling stations that sell hydrogen at a price lower than 35 yuan/kg. The subsidy standard is 1 yuan/kg for every 1 yuan below 35 yuan/kg (rounded up based on the actual selling price), with an annual subsidy cap of 1 million yuan per station. (10) Support the operation services of hydrogen vehicles. Hydrogen fuel cell vehicles are exempt from parking fees in municipal road parking spaces. Gradually relax road access restrictions for limited vehicles such as hydrogen fuel cell logistics vehicles, heavy trucks, and sightseeing buses, giving appropriate preference to hydrogen fuel cell heavy trucks in terms of time slots and road sections. III. Promote Industry-University-Research Cooperation
(11) Support scientific research collaboration. Support the construction of Nanchang University Gongqingcheng Light Hydrogen Storage Technology Research Institute and Jiujiang University Yangtze River Green Hydrogen Energy Research Center. Support the transformation of major hydrogen energy technology R&D achievements. For technology transferors who transfer technological achievements and services to enterprises and institutions within the city, if they meet the conditions after review, a subsidy of 1.5% of the actual transaction amount will be provided, with a maximum subsidy of 100,000 yuan per project. For technology transferees who complete the transaction of technological achievements and services, if they meet the conditions after review, a subsidy of 3% of the actual transaction amount will be provided, with a maximum subsidy of 150,000 yuan per project; the total annual subsidy for the same unit shall not exceed 500,000 yuan. Relying on the traditional foundation of the ship engineering major at Jiangxi Vocational and Technical University, carry out the R&D and integration tasks of hydrogen-powered ship propulsion systems, strengthening local technical support. (12) Support the first (set) application. For the first (set) projects in the hydrogen industry that meet the support conditions, a reward of no more than 30% of the selling price of the first (set) equipment (or the sales revenue of the first batch of products for assemblies or core components) will be given, with a maximum reward of 2 million yuan per set for complete equipment, 1 million yuan per unit for single equipment, and 500,000 yuan per batch for assemblies or core components. (13) Support for Enterprise Innovation Development. Hydrogen energy enterprises that are recognized as unicorn (potential, seed) or gazelle (potential) enterprises for the first time will receive a reward of up to 50% of the provincial-level reward amount; for newly approved provincial-level or higher scientific and technological innovation platforms in the hydrogen energy field, matching funds of up to 40% of the higher-level support funds will be provided (with a minimum of 200,000 yuan for national-level platforms and 100,000 yuan for provincial-level platforms). (14) Support for Talent Recruitment and Cultivation. Support institutions such as Jiujiang University in exploring the establishment of hydrogen energy-related disciplines and strengthening the cultivation of hydrogen energy technology talent. Full-time newly introduced top talent, national-level leading talent, provincial and ministerial-level leading talent, provincial-level outstanding talent, and excellent basic talent in hydrogen energy enterprises will receive annual post subsidies of 100,000 yuan, 80,000 yuan, 30,000 yuan, 20,000 yuan, and 10,000 yuan per person, respectively, for three years. Full-time newly introduced full-time doctoral graduates, master's graduates (or "Double First-Class" undergraduate graduates) in hydrogen energy enterprises will receive monthly living subsidies of 3,000 yuan and 1,500 yuan per person, respectively, for three years. IV. Strengthen Industrial Standardization and Management
(15) Clarify Management Departments. As an emerging industry, hydrogen energy requires standardized and improved management in areas such as industry regulation, technological innovation, and application scenarios. To strengthen the foundation for the development of the hydrogen energy industry, based on the actual development of the hydrogen energy industry in our city, the responsibilities of relevant departments are clarified. The Municipal Development and Reform Commission is the lead department for the city's hydrogen energy industry, coordinating and promoting the development of the hydrogen energy industry; the Municipal Bureau of Industry and Information Technology is responsible for planning implementation, project advancement, policy formulation, and pilot demonstrations of hydrogen energy in the industrial sector; the Municipal Bureau of Commerce is responsible for attracting hydrogen energy enterprises; the Municipal Bureau of Science and Technology is responsible for scientific and technological innovation in the hydrogen energy field; the Municipal Emergency Management Bureau is responsible for the comprehensive supervision and management of hydrogen production safety; the Municipal Bureau of Transportation is responsible for the demonstration and promotion of hydrogen energy applications in road transport; the Municipal Port and Shipping Administration is responsible for the demonstration and promotion of hydrogen energy applications in water transport; the Municipal Bureau of Housing and Urban-Rural Development is responsible for the construction and management of hydrogen refueling stations in the city; the Municipal Bureau of Market Supervision is responsible for the safety supervision of special equipment involved in hydrogen-related facilities. Other municipal departments shall promote the development of the hydrogen energy industry in accordance with their respective responsibilities.
(16) Strengthen Safety Supervision. Municipal departments responsible for safety production supervision and management shall jointly carry out the work of controlling safety risks throughout the entire hydrogen energy industry chain. All localities must fully implement territorial regulatory responsibilities and focus on preventing safety risks at their source. Units involved in hydrogen energy projects must fulfill their primary responsibility for safety production, regularly conducting safety inspections and technical maintenance during the construction and operation of projects to ensure the normal operation and safe use of equipment. V. Policy Implementation
(17) This set of Measures will be implemented from January 1, 2025, with a validity period of 2 years. It applies to enterprises whose main business is the R&D, production, and application of hydrogen-related technologies or products. Enterprises (units) applying for financial support policies must have complete and standardized accounting records. Enterprises (units) that experience major safety accidents, cause significant environmental pollution, or are penalized by relevant authorities for tax evasion or other serious violations in the same year will not be eligible for support under these Measures.
(18) Following the principle of "whoever implements, whoever is responsible," the leading unit responsible for financial award measures, as the policy interpretation department, shall, together with the finance department, formulate detailed implementation rules within 30 working days after the issuance of the Measures and enter them into the Enterprise Benefit Platform, specifying the type of policy fulfillment (automatic enjoyment without application, immediate enjoyment upon application, or commitment-based fulfillment), detailing the annual special budget expenditure, and organizing the distribution of award funds.
(19) For the same enterprise and the same project receiving rewards under the above-mentioned policies, based on existing reward policies at the city and county levels, the principle of "choosing the higher but not the lower, and no double enjoyment" shall apply.
