[SMM survey] Weekly Review of Electrolyzer Industry (20250811-0814)

In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77GW, with no new capacity additions temporarily.

According to public statistics, there were no offline electrolyzer deliveries this week.

Previous delivery situations:

CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd. officially shipped 13 sets of independently developed 1000Nm³/h electrolyzers, which were delivered to the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50m³ water electrolysis products supplied by Guofu Hydrogen Energy for the TNB-PCSS green hydrogen demonstration project of Malaysia's national power grid have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy's AEM hydrogen production system was successfully shipped to Austria.

The MW-level hydrogen production system developed and produced by Hydrogen Energy has been shipped and will be used in hydrogen production-related projects of large domestic energy enterprises.

Shanghai Hydrogen Era Technology Co., Ltd. delivered four 1050Nm³/h electrolyzers to the China Energy Construction Songyuan Hydrogen Energy Industrial Park project.

China Energy Construction (Yangzhou) Hydrogen Production Equipment Co., Ltd. successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank and other supporting equipment. The delivery direction has not yet been obtained.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85MW of alkaline electrolyzers in the second quarter (all data are from public data and SMM surveys).

Updates on electrolyzer projects:

1. The hydrogen energy demonstration experimental platform of Envision Zero Carbon Technology (Chifeng) Co., Ltd. has been approved. The platform mainly includes: 2 sets of high-pressure alkaline electrolyzer systems, 3 sets of PEM electrolyzer systems, and related supporting facilities such as rectifier transformers, rectifier cabinets, gas-liquid treatment, and pure water treatment to meet testing requirements.

2. Guohua Investment Guohua Bayannur (Urad Middle Banner) Wind Power Co., Ltd. issued a tender announcement for the preliminary consulting services of the Urad Middle Banner wind power hydrogen production and ammonia integration project.

3. The wind and solar hydrogen production integration project (hydrogen production part) of Dentou Shaoyao Hydrogen Energy New Energy Co., Ltd. has been approved. The construction scale of the production device area is 44,000Nm³/h electrolytic water hydrogen production devices and corresponding purification equipment, as well as hydrogen production plants. The construction scale of the supporting infrastructure in the public engineering auxiliary production area includes an air compression and nitrogen production station, laboratory, refrigeration station, step-down station, etc. The construction scale of the storage and transportation area includes 8 sets of 2000m³ spherical tanks, with an annual hydrogen production capacity of 224.488 million Nm³/year.

4. The proton exchange membrane hydrogen production (PEM) system (secondary) tender has been launched. The bid inviter is Shanghai University of Electric Power. This tender is for the comprehensive governance work of shared bicycles.

5. The green methanol project in Yushu City, Changchun, has been officially signed. The project has a planned total installed capacity of 2GW, with the first phase being 800MW. The signing ceremony was hosted by Jilin Huajin Energy Co., Ltd. Representatives from 27 units, including Huaneng New Energy Co., Ltd. Liaoning Branch, China Construction Sixth Engineering Bureau Construction and Development Co., Ltd., China Railway Construction Bridge Engineering Bureau Group Co., Ltd., Yushu City government departments, energy equipment enterprises, national think tanks, consulting firms, overseas partners, and embassy representatives, gathered to witness the event.

6. The Huian PV+ESS hydrogen production integration industrial park project has been approved. Construction location: Xiaoshan Village, Wangchuan Town, Huian County, Quanzhou City. Investment entity: Quanzhou Huihao New Energy Group Co., Ltd. (a wholly-owned subsidiary of Huian County-owned state-owned enterprise Huian Jiaofa Group). Approval time: Approved by the Fujian Provincial Development and Reform Commission on August 12, 2025, and the approval announcement was issued on August 13, 2025. Hydrogen production capacity: Designed annual production of 30,300 tons of green hydrogen, adopting a dual technology route of "alkaline electrolyzer (ALK) + proton exchange membrane electrolyzer (PEM)": Alkaline electrolyzers: 20 sets of 1000Nm³/h equipment, which are dominant, with mature technology and lower costs. PEM electrolyzer demonstration line: 1 set of 500Nm³/h equipment, directly supplied by PV power, exploring efficient green electricity hydrogen production technology. Hydrogen storage capacity: 13.85 tons, mainly adopting high-pressure gaseous hydrogen storage, with supporting compression and purification devices.

7. The 400,000-ton green methanol integration project promoted by LONGi Green Energy Group in Urad Rear Banner, Bayannur City, officially commenced construction on August 11, 2025. This project is a landmark project in the new energy field of the Inner Mongolia Autonomous Region and an important implementation project of LONGi Green Energy's "green electricity + green hydrogen" strategy.

8. The multi-energy integration full-cycle green new material integration project promoted by Ningxia Qicheng Coal-based Materials Co., Ltd. in the Ningxia Energy and Chemical Industry Base (Ningdong Base) has entered the environmental impact assessment approval and publicity stage. Total investment: 20.9 billion yuan, including 2.073 billion yuan for environmental protection investment (accounting for about 10% of the total investment). Approval time: Approved for environmental impact assessment approval and publicity by the Ecological Environment Bureau of the Ningdong Base Management Committee on August 4, 2025. The project is equipped with a water electrolysis hydrogen production device (12 sets of 1000m³/h alkaline electrolyzers), with an annual hydrogen production capacity of 17,300 tons, used for methanol synthesis and downstream chemical raw materials.

9. Tender for electrolyzers and supporting materials procurement for the multi-steady-state flexible system device construction project of PV hydrogen production and ammonia production by CNNC Huineng Inner Mongolia. Project number: HNGS-WZ-GKXJ-25-1580. Delivery/service time: The bidder shall complete the supply within 2 months after the contract comes into effect, complete the installation within 1 week after arrival, and complete the single-machine commissioning within the subsequent 1 week. Scope of supply: Tender for electrolyzers and supporting materials procurement for the multi-steady-state flexible system device construction project of PV hydrogen production and ammonia production by CNNC Huineng Inner Mongolia. See the attachment for details. Quality requirements: Conform to relevant laws and regulations and meet the relevant requirements of the purchaser.

10. Tender announcement for the general contracting of procurement and construction for the 250,000-ton/year green methanol (Phase I) and 100,000-ton/year green methanol project of the photoelectric hydrogen coupling biomass gasification coproduction project of Jinda Hongjing (Shache) Hydrogen Energy Technology Co., Ltd.

11. The 30MW-level pure hydrogen gas turbine hydrogen storage demonstration project officially broke ground in the Ordos Etok High-tech Industrial Development Zone.

12. The 150,000-ton/year green methanol integration project of wind and solar hydrogen production coupling with biomass preparation - PV+ESS hydrogen production project has been approved. In the first phase, 200,000 tons of biomass gasification and synthesis gas transformation devices, 50MW of off-grid PV, and 100MW of off-grid wind power (specific scale subject to feasibility study) will be newly built. At the same time, 50,000 tons of carbon dioxide hydrogenation and methanol synthesis devices, 140,000 tons of carbon dioxide separation devices, and related supporting facilities will be newly built. In the second phase, it is planned to newly build a 350MW off-grid wind and solar power project (specific scale subject to feasibility study), equipped with a newly built 500MW electrolytic water hydrogen production device, 100,000 tons of carbon dioxide hydrogenation and methanol synthesis devices, and related supporting facilities, and build energy storage facilities according to the actual situation.

13. The announcement of changes in the EPC general contracting tender for the hydrogen production end of the Phase I of the wind and solar hydrogen production integration project of Gemeng Yihe New Energy Co., Ltd. in Chahar Right Wing Front Banner, Ulanqab City, was issued.

Policy Review

  1. The first hydrogen energy standard NB/T 11810-2025 "Compilation Regulations for Planning Reports of Renewable Energy Electricity Hydrogen Production Projects" (hereinafter referred to as the "Regulations") in the energy industry, compiled and hosted by the China Renewable Energy Engineering Institute, was officially released and will be implemented from December 30, 2025.
  2. ​​The European Commission approved a 4 billion euro special fund for electrolyzers, providing a 30% subsidy for equipment costs for projects with a capacity of ≥500MW/year, and setting an electrolyzer efficiency target of ≥60% (LHV basis) for green hydrogen projects by 2030.
  3. ​​The European Commission issued the "Clean Industry Agreement National Aid Framework," which clearly requires member states to prioritize support for "Renewable Non-Biological Fuels" (RFNBOs) and ensure that public resources are tilted towards low-carbon technologies through details such as fund allocation ratios and project timelines.

  1. Wu Pinfang, Chairman of Jiangsu Guofu Hydrogen Energy Technology and Equipment Co., Ltd., and Li Xiaohua, Chairman of Jiangsu Chuangyuan Hedu New Materials Technology Co., Ltd., signed a formal cooperation agreement to jointly invest in and build a hydrogen-related material R&D and production base in Zhangjiagang.
  2. Wolong Inerted showcased its new large-scale AEM hydrogen production system at the Hydrogen Energy Exhibition in Guangzhou, Guangdong. The device has an output power of up to 2.5MW and can produce over 1 ton of green hydrogen with a purity of 99.999% per day.
  3. Haide Hydrogen Energy Technology (Xing'an League) Co., Ltd. was established on July 23, with Du Jia'en as the legal representative. The company is 100% held by Haide Mingneng (Nanjing) New Energy Technology Co., Ltd.
  4. Sany Hydrogen Energy completed its Series A financing round, with investors including Kunshan Qiming Rongkai Equity Investment Partnership (Limited Partnership), Suzhou Qiming Rongqian Equity Investment Partnership (Limited Partnership), Shanghai Yongju Venture Capital Partnership (Limited Partnership), and QM301 Limited.
  5. Statkraft, Europe's largest renewable energy producer, will advance its green hydrogen energy plan on the Shetland Islands.
  6. Fotowatio Renewable Ventures (FRV), a Spanish renewable resource development enterprise, announced Envision Energy as its strategic partner in Brazil, with both parties reaching an agreement on cooperation.
  7. Sunshine Hydrogen Energy New Materials Technology Co., Ltd. was established, with a business scope including new materials technology R&D, electronic special materials R&D, non-ferrous metal alloy manufacturing, electroplating processing, etc. The company is 100% held by Sunshine Hydrogen Energy Technology Co., Ltd.
  8. Shenzhen Wenshi Hydrogen Energy Co., Ltd. will build the first domestic MW-level AEM electrolyzer production line in Shushan Economic and Technological Development Zone. The project plans to invest 500 million yuan.

  1. The Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory-tested lifespan of 80,000 hours.
  2. Johnson Matthey (UK) submitted patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.

  1. GKN Sinter Metals announced that it has developed a new generation of high-performance, high-porosity, and high-purity porous transport layers (HP-PTLs) for proton exchange membrane (PEM) electrolysis.
  2. The first 220kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at the Weiwang United Wi-Fi Smart Terminal Industrial Park. This achievement marks a core breakthrough in China's hydrogen energy emergency power supply field.

  4. ​​Nel Hydrogen​​ (Norway) has launched the new-generation PEM electrolyzer HySyner500, which increases the current density to 5A/cm² and reduces the material cost per unit of capacity by 22%.
