The US Commerce Department has initiated antidumping (AD) and countervailing duty (CVD) investigations on crystalline silicon PV cells from India, Indonesia, and Laos. The probe follows a petition by US solar manufacturers including First Solar and Qcells.

The US Commerce Department has initiated antidumping (AD) and countervailing duty (CVD) investigations on crystalline silicon PV cells from India, Indonesia, and Laos. The probe follows a petition by US solar manufacturers including First Solar and Qcells.

Alleged dumping margins are 123.04% (India), 94.36% (Indonesia), and 123.12-190.12% (Laos). US imports surged from these countries between 2022-2024, with India exporting 2.3GW in 2024. Laos' exports jumped from 45MW (2023) to nearly 2GW (2024).

The US International Trade Commission will issue a preliminary determination by September 2, 2025. This action follows prior AD/CVD duties imposed on Southeast Asian solar suppliers.

Currently, US solar cell production capacity (2GW/year) lags behind module manufacturing (>50GW/year). The investigation coincides with accelerated expiration of solar tax credits under the July 2025 "One Big, Beautiful Bill".
