Recently, the People's Government Office of Kundulun District issued the Notice on Printing and Distributing the "Kundulun District 2025 Action Plan for the Battle Against Pollution".
The document emphasized optimizing industrial layout and fostering green productivity. It outlined efforts to build a hydrogen energy industrial cluster, promote large-scale hydrogen energy adoption, and establish green hydrogen production infrastructure and application scenarios.
In line with the "Baotou City High-Quality Development Acceleration Action Plan for the ESS Industry", the district will accelerate building itself into "China's ESS Capital".
The district will advance the construction of the "World Green Silicon Capital" with high quality, establish the Autonomous Region Silicon Industry Technology Innovation Center, and develop new sectors including heterojunction, back-contact battery, perovskite, and silicon carbide technologies.
By strengthening whole-machine traction and coordinated supporting systems, and implementing projects like Longma Casting, the local procurement rate for wind turbine parts will exceed 85%, enhancing the development level of the entire industry chain for onshore wind power equipment.

Kundulun District 2025 Action Plan for the Battle Against Pollution
To thoroughly implement the "Opinions of the CPC Central Committee and the State Council on Deepening the Battle Against Pollution", the "Notice of the Inner Mongolia Autonomous Region Party Committee and People's Government on Printing and Distributing the Implementation Plan for Deepening the Battle Against Pollution" (Neidangfa [2022] No. 13), and the "Baotou City 2025 Action Plan for the Battle Against Pollution" (Baofubanfa [2025] No. 23), and to continuously improve ecological environment quality, this plan is formulated based on the district's actual conditions.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly implementing Xi Jinping Thought on Ecological Civilization, the plan fully adheres to the spirit of the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee. It firmly upholds the working principle of forging a strong sense of community for the Chinese nation, fully implements General Secretary Xi Jinping's important instructions for Inner Mongolia, and loyally fulfills his "One Innovation, Three Achievements" directive for Baotou. The plan unswervingly follows a new path of high-quality development prioritizing ecological protection and green development, persists in precise, scientific, and law-based pollution control, maintains intensity, extends depth, and expands breadth to deepen the battle against pollution. It coordinates efforts to reduce carbon emissions, cut pollution, expand green spaces, and promote growth, continuously improving ecological environment quality.
II. Main Objectives
The concentration of PM2.5 and the ratio of days with good air quality should meet the targets set by the municipal government. The proportion of surface water assessment sections with water quality reaching or exceeding Class III should reach 83.3%, and the achievements in treating black and odorous water bodies in built-up areas should be further consolidated. The overall environmental quality of soil and groundwater should remain stable, with a 100% safe utilization rate of key construction land. The water quality at "double-source" points should remain stable overall, and the treatment rate of rural and pastoral areas' domestic sewage should reach 86.2%. The reduction in carbon dioxide emissions per unit of GDP should meet the targets set by the municipal government. The quality and stability of ecosystems should continue to improve, with steady progress in forest coverage and comprehensive vegetation coverage of grasslands.
III. Accelerating the Promotion of Green and Low-Carbon Development
(1) Accelerating the Carbon Peak and Carbon Neutrality Process
1. Actively participate in the national carbon emissions trading market, cooperate with municipal departments to complete the review and data verification of greenhouse gas emissions reports from enterprises in key industries, and systematically organize key enterprises in the steel industry to carry out monthly information-based carbon emission certification management.

Strengthen the traction of complete machines and collaborative support, implement projects such as Longma Casting, achieve a local support rate of over 85% for wind turbine complete machine parts, and enhance the development level of the entire industry chain for onshore wind power equipment.

(3) Promoting the Green and Low-Carbon Transformation and Upgrading of Traditional Industries and Cleaner Production
6. Accelerate the upgrading and transformation of existing enterprises, focus on implementing traditional industry transformation projects such as the automation and intelligent transformation of Baotou Steel's production lines, and enhance the high-end, intelligent, digital, clean, and low-carbon levels of production and management in key enterprises. The key sections of Baotou Steel will complete upgrades and renovations by 2025.

7. Continuously promote cleaner production, aligning closely with the autonomous region's pollution prevention and control, as well as energy conservation and carbon reduction tasks. Focus on key industries such as energy, metallurgy, and electroplating to intensify cleaner production audits.

8. Promote the low-carbon and green transformation of energy, actively and steadily reducing coal consumption, striving to achieve a new grid-connected capacity exceeding 20MW, and accelerating the construction of new-type energy storage power station projects.

9. Organize and carry out water conservation actions, deeply promoting agricultural water conservation and efficiency enhancement, raising the effective utilization coefficient of farmland irrigation water to 0.71. Strengthen industrial water conservation and emission reduction, urban water conservation and loss reduction, and promote the completion of two water conservation renovation projects. Promote the utilization of urban reclaimed water and cooperate with municipal departments to advance the construction of reclaimed water pipelines.

(IV) Strengthen the regulation of territorial space use and zoning control of the ecological environment
10. Align with the zoning and use regulation requirements of territorial space planning, based on the main functional orientation and resource-environmental carrying capacity, implement the hard constraints of the ecological environment protection red line, environmental quality baseline, and resource utilization upper limit into environmental control units. Establish differentiated ecological environment access lists and strengthen the application of zoning control results for the ecological environment.

11. Implement the requirements of the "Interim Provisions on the Zoning Control and Management of the Ecological Environment," strictly control the access of high-energy-consuming and high-emission projects, implement the dual control system for energy consumption intensity and total amount, strictly enforce industrial access standards, and significantly slow down the growth trend of energy consumption and carbon emissions in the industrial sector under the premise that new projects meet the dual control requirements for energy consumption in our district.

(V) Advocate a green and low-carbon lifestyle
12. Carry out the work of creating resource-efficient government agencies, improve the energy and resource conservation management system, promote green office practices, and increase green procurement efforts. By 2025, the proportion of green products in government procurement will reach 30%.

IV. Deeply win the battle for blue skies
(VI) Continuously promote in-depth governance of key industries
13. Promote in-depth governance of key industries with high quality. Accelerate the implementation of two air pollution control projects, including the enclosed stockyard project for the steel scrap area in the Baogang Storage Center. In accordance with the city's requirements, promote the transformation of enterprises to meet special emission limits for air pollutants.

(VII) Comprehensively Strengthen Ozone Pollution Prevention and Control in Summer
14. Strengthen the comprehensive management of volatile organic compounds (VOCs) throughout the entire process and all links, promote the upgrading and transformation of VOCs treatment facilities, and implement the VOCs upgrading and transformation project of Baotou Jinmeng Rare Earth Co., Ltd. Encourage enterprises in key industries involving VOCs to implement staggered production during peak summer periods. Strengthen the control of the rising trend of ozone concentration in summer, with relevant departments increasing the frequency of watering and cooling in key areas during high-temperature periods.

(VIII) Further Promote the Low-Carbon Transformation of the Transportation Sector
15. Implement pollution control measures for diesel vehicles (engines), strengthen the supervision of the production, sales, registration, use, inspection, and maintenance of diesel trucks, increase the intensity of random inspections of vehicle fuel quality, and investigate and punish the production and sale of vehicle fuels that do not meet national standards in accordance with the law. Further strengthen the management of heavy-duty diesel trucks passing through urban areas.

16. Promote the construction of green transportation in multiple ways, advance the construction of an integrated platform for smart parking and charging, and vigorously promote electric heavy-duty trucks and new energy vehicles.

(IX) Promote the Control of Air Diffuse Pollution and Noise Pollution
17. Strengthen the supervision of open-air burning bans. Increase the intensity of investigations and punishments for issues such as straw, garbage, and leaf burning, continue to implement the "Decision on Banning the Setting Off of Fireworks and Firecrackers, Lighting Kongming Lamps, Building Bonfires, and Burning Sacrificial Offerings," and focus on reducing the pollution caused by setting off fireworks and firecrackers during important festivals. Further establish and improve the storage, collection, and transportation system for crop straw, with the comprehensive utilization rate of straw reaching 90%.

18. Strengthen the control and management of dust pollution, implement the dust prevention and control responsibilities of construction units and contractors, and strictly enforce the "six 100% requirements." Strengthen urban cleaning and sweeping, with the mechanized sweeping rate of roads in urban built-up areas reaching 80%. Strengthen the control of dust from exposed urban land, and promptly take dust prevention measures such as greening, hardening, and cleaning. Vehicles transporting materials such as coal and slag shall implement measures such as full enclosure and covering. Strengthen the management and control of dust pollution from industrial enterprises, and supervise enterprises to implement the requirement of fully enclosing powdered material storage yards within their factory premises.

19. Thoroughly implement actions for fume control and noise pollution prevention, vigorously addressing public complaints about fumes, odors, and noise from catering establishments. Conduct "double random, one public" inspections of catering establishments along streets, strengthen supervision to urge catering fume enterprises along streets to regularly maintain and clean their equipment, and ensure the stable and efficient operation of catering fume purification facilities. Strengthen pollution source management for key noise emission sources in industrial production, construction, transportation, and social life, and strictly investigate and handle noise disturbances.

(X) Focus on winning the battle to eliminate heavy pollution weather
20. Actively respond to potential pollution weather. Continuously improve the emergency emission reduction list for heavy pollution weather, achieving full coverage of gas-related enterprises. Complete the revision of the emergency emission reduction list by the end of September and make dynamic adjustments.

(XI) Implement projects to improve and enhance water environment quality
22. Ensure that six nationally monitored assessment sections meet the standards, with the proportion of surface water bodies of good quality (reaching or exceeding Class III) reaching 83.3% (dry-up sections are counted as meeting the standards).

23. Strengthen supervision and management of riverine sewage outlets, consolidate and enhance the quality and efficiency of riverine sewage outlet investigation and rectification work.

24. Continuously promote the comprehensive treatment project for separating rainwater from sewage, implement a 21-month concentrated action for comprehensive treatment of separating rainwater from sewage, and carry out systematic projects such as eliminating blind spots in pipeline network coverage, rainwater interception pipelines, renovation of old pipelines, and treatment of waterlogging points. Promote the construction of pipeline projects along Jingyi Road.

25. Consolidate the achievements in treating black and odorous water bodies in the southern and northern sections of the Kunhe River in Baotou and prevent them from reverting to black and odorous conditions. Launch a rural black and odorous water body treatment campaign.

(XII) Consolidate and enhance the level of drinking water safety assurance
26. We will promote the standardized construction of drinking water source areas and carry out the work of dividing and adjusting the water source protection zones of centralized drinking water source areas. We will continue to carry out the work of dividing, demarcating, and establishing markers for water source protection zones, as well as conducting inspections and rectifications for centralized drinking water source areas in townships and rural areas. The water quality compliance rate of centralized drinking water source areas in cities has reached 100%.

27. Strengthen the supervision and management of drinking water hygiene and safety, and carry out random inspections and special supervision and inspections of domestic drinking water. 28. Strictly implement the river and lake chief system, improve the three-level organizational system for river and lake chiefs, and increase the supervision and inspection efforts for river and lake chiefs at all levels in the Kundulun River, Beijiao Flood Diversion Channel, Hademen Channel, Hubenhai Channel, Wulashan Flood Diversion Channel, Dabuchan Channel, and Pingfang Channel.

(XIV) Continue to effectively manage agricultural and rural pollution
30. Focus on "clearing four piles and rectifying four disorders" and carry out village cleaning actions centered on "three clearings and one change". Strengthen the construction of a system for collecting, transporting, and disposing of domestic waste in administrative villages in rural and pastoral areas, establish a long-term mechanism for village environmental protection and maintenance, and promote unified planning, construction, operation, and management of urban and rural sewage and waste treatment.

31. Strengthen the prevention and control of agricultural non-point source pollution. The coverage rate of soil testing and formulated fertilization technology for major crops remains stable at over 90%. Continue to promote the reduction and efficiency enhancement of chemical fertilizers and pesticides, the supervision and resource utilization of livestock and poultry manure pollution, and achieve a comprehensive utilization rate of over 90% for livestock and poultry manure resources. Establish recycling and disposal sites for waste agricultural films according to local conditions, and maintain a recycling and disposal rate of over 85% for agricultural films in key film-covered areas.

(XV) Promote soil pollution prevention, control, and safe utilization
32. We will strengthen the safe utilization and strict control of contaminated cultivated land. We will conduct inspections of enterprises involved in cadmium and other heavy metals, and fully implement measures for safe utilization and strict control. We will strictly enforce the access management of construction land, strengthen joint supervision, and promote the implementation of soil pollution status surveys, reviews, and risk assessments for plots designated for "residential, public service, and public management facilities" in accordance with the law before land supply, to ensure the effective protection of the safe utilization of key construction land.

33. Update the list of key units under supervision for soil pollution, supervise and guide these units to strictly implement self-monitoring, hidden danger investigation, and quality improvement work for the soil environment. Dynamically update the list of priority plots under supervision, implement pollution control measures for plots included in the priority supervision list, and ensure that the soil pollution control rate reaches over 95%.

34. Coordinate with municipal departments to conduct monitoring in the surrounding areas of national groundwater monitoring and assessment points, and achieve the environmental quality goals for these points. Supervise and guide key pollutant-discharging units to implement self-monitoring of groundwater.

(XVII) Promote the prevention and control of solid waste pollution and the governance of emerging pollutants
35. Further promote the construction of "zero-waste cities," and organize the completion of the "14th Five-Year Plan" for zero-waste city construction. Continuously consolidate and expand the collaborative governance model for industrial solid waste and abandoned mine pits with distinctive characteristics, and strengthen environmental supervision of collaborative governance projects. Promote the implementation of projects for the comprehensive utilization of industrial solid waste to achieve a continuous reduction in the intensity of solid waste generation. By 2025, the harmless treatment rate of urban domestic waste will reach 100%.

(XVIII) Improve the quality and stability of ecosystems
36. Steadily advance the follow-up work on the integration and optimization of nature reserves, and cooperate with the autonomous region to fully promote the application for the establishment of the Daqingshan National Park. Continue to promote the "Green Shield" special action, strictly investigate and handle ecological damage issues in nature reserves, strengthen the supervision of ecological protection red lines, and ensure that the area, function, and nature of these red lines are not reduced or altered.

37. We will deepen the governance of the geological environment in mines and continue to promote the construction of green mines. We will complete the restoration and governance of 0.077 square kilometers of abandoned mines left over from history and establish two new green mines.

(XX) Strictly Prevent and Control Environmental Risks in Key Areas
38. Strengthen the supervision and management of nuclear and radiation environmental safety, and comprehensively conduct inspections for nuclear and radiation safety hazards in units utilizing nuclear technology. Actively carry out special actions to combat violations of radiation safety regulations, and organize enterprises involved in the development and utilization of associated radioactive ores to publish monitoring information as required.

39. Strengthen the environmental supervision of hazardous wastes, formulate a work plan for the standardized environmental management assessment of hazardous wastes in 2025, and continuously improve the standardized environmental management level of hazardous wastes. Centering on standardized assessment indicators such as the filing of hazardous waste management plans and the submission of monthly reports, organize enterprises to conduct self-inspections and regulatory units to conduct spot checks and assessments to ensure that the pass rate of spot checks for hazardous waste generation units and operating units remains above 98%.

40. Strengthen the prevention and control of environmental risks in tailings ponds. Implement the "Implementation Plan for Tailings Pond Governance in the Yellow River Basin of Baotou City during the 14th Five-Year Plan Period", regularly conduct inspections for safety and environmental risk hazards in tailings ponds, dynamically adjust the environmental supervision list of tailings ponds, and improve the information entered into the "National Tailings Environmental Management System". Strictly review access conditions, effectively reduce tailings inventory, and improve the emergency management system and mechanism for tailings ponds. The comprehensive governance tasks for tailings ponds will be basically completed by 2025.

41. Steadily promote the inspection and rectification of industrial solid waste storage sites. Organize and carry out special actions for the inspection of environmental risk hazards in industrial solid waste storage sites, and promote the rectification of storage sites based on the national inspection results for typical large-scale industrial solid waste storage sites, gradually resolving environmental risk hazards.

42. Steadily promote the inspection, governance, and prevention of hidden dangers in sudden environmental incidents, conduct dynamic management and safety risk assessments for enterprises with key environmental protection facilities, carry out emergency drills for sudden environmental incidents, and enhance environmental emergency response capabilities. Formulate an implementation plan for the fundamental improvement of production safety in the ecological environment system in 2025, strengthen coordination with emergency response units, and enhance environmental emergency management.

(XXII) Improve the Environmental Governance System
43. We will ensure the rectification of issues identified in ecological and environmental protection inspections. We will strengthen scheduling and supervision, conduct risk anticipation and early warning, and effectively resolve bottlenecks and difficulties. We will continue to consolidate the rectification achievements of issues such as "inadequate supervision system for construction waste" and "persistent 'four types of chaos' issues in river channels". We will promote the timely and quality-assured rectification of issues identified in inspections. We will strive to complete 24 rectification tasks for 2025 one month ahead of schedule and close them on time, and strive to complete some rectification tasks for 2026 ahead of schedule. We will organize a "review" of rectification achievements, conduct a comprehensive review and analysis of issues that have been rectified, and resolutely prevent false rectification, perfunctory rectification, and rebound of issues.

We will do a good job in supervision and law enforcement in nature reserves and ecological and environmental law enforcement inspections, solidly carry out law enforcement work in the field of new pollutants, and strengthen the promotion and application of intelligent supervision platforms for ecological and environmental law enforcement. We will carry out law enforcement training activities to further improve the theoretical literacy of law enforcement personnel and their ability to use new equipment, and comprehensively strengthen the capacity building of ecological and environmental law enforcement teams.

VIII. Safeguard Measures
All departments and units should resolutely shoulder the political responsibility for ecological civilization construction and ecological and environmental protection, strictly implement the principle of "shared responsibility by Party and government leaders, and dual responsibility for each post", and treat the battle against pollution as a major political task and a livelihood project. We should earnestly implement the responsibility list for ecological and environmental protection, strengthen division of labor and accountability, enhance coordination and linkage, and form a strong synergy of joint efforts to promote the implementation and effectiveness of various tasks. We should align our work with the assessment of the effectiveness of the battle against pollution, and take the implementation and completion status as an important reference for the performance assessment of leading cadres. We should strengthen financial support, optimize the allocation of fiscal resources, ensure that the scale of investment matches the construction tasks, strengthen policy support in areas such as fiscal and taxation, finance, and pricing, promote innovation in ecological and environmental protection-oriented development models and investment and financing models, and guide various financial institutions and social capital to invest.
