On July 31, the Sichuan Provincial Department of Science and Technology issued the "Notice on Soliciting Major Scientific and Technological Breakthrough Needs in Fields Such as Advanced Equipment, Clean Energy, and Advanced Materials."
The notice states that the solicitation includes the clean energy sector. Major scientific and technological breakthrough needs will be solicited with a focus on advanced nuclear energy, crystalline silicon PV, advanced energy storage systems (ESS), green hydrogen energy, and new-type power systems.

Notice on Soliciting Major Scientific and Technological Breakthrough Needs in Fields Such as Advanced Equipment, Clean Energy, and Advanced Materials
To all municipal (prefectural) science and technology bureaus, relevant provincial departments, and relevant entities:
In order to accurately refine breakthrough needs and continuously organize and implement major scientific and technological special projects in fields such as advanced equipment, clean energy, and advanced materials, we are now publicly soliciting major scientific and technological breakthrough needs. The relevant matters are notified as follows.
I. Solicitation Content
(1) Advanced equipment sector. Major scientific and technological breakthrough needs will be solicited with a focus on industrial mother machines, extreme manufacturing equipment, and industry-specific equipment.
(2) Clean energy sector. Major scientific and technological breakthrough needs will be solicited with a focus on advanced nuclear energy, crystalline silicon PV, advanced ESS, green hydrogen energy, and new-type power systems.
(3) Advanced materials sector. Major scientific and technological breakthrough needs will be solicited with a focus on strategic materials, basic materials, and frontier materials.
II. Solicitation Period
From now until 24:00 on August 6, 2025.
III. Relevant Requirements
(1) Only recommendations from provincial departments, municipal (prefectural) science and technology bureaus, leading entities of provincial innovation consortia, central universities (research institutes) in Sichuan, provincial universities (research institutes), and academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering will be accepted. Other entities may make recommendations through the aforementioned entities or academicians.
(2) The Chengdu Municipal Science and Technology Bureau is limited to recommending 5 items per sector. Other municipal (prefectural) science and technology bureaus are limited to recommending 1 item per sector. Provincial departments are limited to recommending 1 item per sector. Leading entities of provincial innovation consortia are limited to recommending 1 item per sector. Central universities (research institutes) in Sichuan and provincial universities (research institutes) are limited to recommending 1 item per sector. Academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering are limited to recommending 1 item per sector.
(3) Scientific and technological breakthrough needs must have clear breakthrough goals and specific indicators. The fiscal funding requested for a single need should not exceed 10 million yuan in principle.
(4) Please send the electronic document and stamped PDF scan (academician recommendations must be signed by the academician himself/herself and do not require a stamp) of the scientific and technological breakthrough needs solicitation form to the designated email address before 24:00 on August 6. Paper copies are not required. The content of the electronic document and stamped PDF scan must be consistent. Confidential information is prohibited from being filled in the collection form.
