On July 24, the Chongqing Municipal People's Government Port and Logistics Office, the Chongqing Customs of the People's Republic of China, and the Chongqing Municipal Commission of Commerce issued a notice regarding the "Chongqing 2025 Measures to Facilitate Cross-border Trade."

The document points out, exploring the innovative development of green trade and carbon trading in the hydrogen corridor. Establishing a "Digital Hydrogen Corridor" platform and conducting data testing and trial operations to achieve traceable and verifiable carbon reduction data. Strengthening dialogue and consultation on issues such as product carbon footprints, promoting international alignment, mutual recognition, and trust in product carbon footprint rules.

Building a diversified hydrogen logistics application scenario characterized by "mainline-branch linkage, radiating into a network." Regularly operating the demonstration line of the Chongqing-Guizhou-Guangxi main channel, while simultaneously expanding the medium and short-distance branch logistics network centered around Chongqing, Guiyang, Nanning, and other cities, radiating to surrounding areas. Creating the "Hydrogen Energy" logistics corridor from Guoyuan Port to Tuanjie Village to Luohuang.

Chongqing 2025 Measures to Facilitate Cross-border Trade

To thoroughly implement General Secretary Xi Jinping's important instructions and comments on optimizing the business environment, earnestly implementing the spirit of the 20th National Congress of the Communist Party of China, the second and third plenary sessions of the 20th Central Committee, and the sixth plenary session of the Sixth Municipal Committee, enhancing the level of cross-border trade facilitation in Chongqing, creating a market-oriented, law-based, and international first-class business environment, promoting high-quality development and high-level opening up, according to the deployment requirements of the General Administration of Customs for carrying out special actions to facilitate cross-border trade, and combining with the actual situation, these work measures are formulated.

I. Further Strengthening Policy Supply

1. Promoting the facilitation of customs clearance for "medicinal and edible" imported goods. Exempt non-pharmaceutical production and operation enterprises from verifying the drug customs declaration form when importing pilot medicinal and edible products, and under the premise of controllable risks, support further expansion of the list of goods. 2. Support the import, analysis, and detection of faulty parts of exported vehicles. Explore the establishment of a "white list for the import of used key parts for automotive R&D testing" or a "white list for pilot enterprises and pilot commodities allowed to return to comprehensive bonded zones for bonded detection and analysis" to support automotive export enterprises in need to carry out import, analysis, and detection of faulty parts of exported vehicles. 3. Support the operation of bonded maintenance businesses outside comprehensive bonded zones. Support qualified enterprises in carrying out bonded maintenance businesses for aircraft and aircraft engines outside comprehensive bonded zones. 4. Optimize the management mode for pharmaceutical imports. Pharmaceuticals, veterinary drugs, medical devices, and microbial agents for environmental protection used in imports and exports will no longer be regulated as special inbound and outbound items. (Responsible unit: Chongqing Customs)

II. Further Promote Smooth Logistics

5. Deepen intermodal transport coordination for inbound and outbound shipments. Continuously promote the application and popularization of the "one-document" and "one-container" systems for intermodal transport, facilitate "one-time consignment and one-time freight settlement" by shippers, expand the scale of B/L issuance, expand financing service models, develop the "one-container" system for railway-highway-waterway intermodal transport, improve equipment configuration levels and service capabilities, and promote quality and efficiency improvements in cross-border logistics. 6. Promote the construction of international logistics corridors under the "Belt and Road" Initiative. Promote the operation of scheduled China-Laos-Thailand premium trains with a frequency of one train per week in each direction. Test and operate the "cage car + ro-ro" railway-sea intermodal trains on the New Western Land-Sea Corridor. (Responsible unit: Municipal Port and Logistics Office)

7. Smooth the Yangtze River waterway intermodal transport corridor. Promote the regular operation of commercial ro-ro shared public liner services under the "Chongqing Vehicles Go Global · River-Sea Intermodal Transport" initiative. Increase the frequency of testing for direct river-sea routes from Chongqing Port to Ningbo-Zhoushan Port, and explore and promote testing for river-sea intermodal transport via Vladivostok. 8. Build international road direct transport corridors. Increase the frequency of cross-border road shuttle services from Chongqing to countries on the Indo-China Peninsula such as Vietnam and Laos. Launch the Chongqing-Inner Mongolia-Russia route, and explore the launch of the Chongqing-Xinjiang-Central Asia-Europe route. Provide customs clearance services and support for cross-border road transport, leverage the "one-vehicle-to-destination" advantage of the TIR Convention, and further expand its application scope. 9. Support the development of the "Air Silk Road". Actively resume and open international passenger and cargo air routes. Four new all-cargo air routes have been opened, resumed, or increased in frequency, connecting Chongqing to Hanoi, Bangkok, and other destinations. Air routes to RCEP member countries such as Yangon and Tokyo have also been resumed, continuously building the air corridor of the New International Land-Sea Trade Corridor in the western region. 10. Optimize the operational mode of air cargo terminals. Support the construction of pre-positioned cargo terminals at aviation ports, where air export cargo can complete aviation purchase, security checks, customs supervision, and palletization in advance. 11. Implement the "direct airside transfer" supervision mode at aviation ports. For cargo transferred domestically via air to Jiangbei International Airport for export, support direct transfer from the domestic area to the international area at the airside, improving the operational efficiency of air export cargo. III. Further Optimize Supervision Modes

12. Support the "inspection before shipment" mode for export cargo. Support the implementation of "inspection before shipment" for export cargo under different trade modes such as Ordinary Trade, cross-border e-commerce, and market procurement, helping small and medium-sized enterprises reduce logistics costs for exporting small batches of goods. 13. Deepen the reform of customs clearance facilitation for the "Land-Sea Corridor" between Chongqing and Guangxi in the New International Land-Sea Trade Corridor. Promote the intelligent verification of container seals for export transshipment via rail-sea intermodal transport in the New International Land-Sea Trade Corridor, effectively improving the efficiency of export transshipment. 14. Optimize cross-border e-commerce supervision. For returned cross-border e-commerce retail export goods (customs supervision code 9610), support their bulk return to customs special supervision areas, followed by consolidation with domestic goods for export. Ensure the "tax refund upon departure" for cross-border e-commerce exports to overseas warehouses. (Responsible units: Chongqing Customs, Chongqing Municipal Tax Service)

15. Explore innovative development in green trade and carbon trading along the hydrogen corridor. Build a "digital hydrogen corridor" platform and conduct data testing and trial operations to achieve traceable and verifiable carbon emission reduction data. Strengthen dialogue and consultation on issues such as product carbon footprints, promoting international alignment, mutual recognition, and mutual trust in product carbon footprint rules. 16. Optimize local inspection, quarantine, and supervision. Implement the "remote video inspection" supervision mode for exported bamboo, wood, and grass products (excluding those for the US and Australia), imported pre-packaged food (limited to label rectification), and imported car sunroofs. 17. Expand the scope of application of the integrated maritime regulatory service model for containerized new energy vehicle exports. Replicate and promote the integrated maritime regulatory service model for containerized new energy vehicle exports via combined rail-sea transport. Achieve mutual recognition of maritime regulatory inspections and information sharing to enhance operational efficiency. IV. Further Promote Interconnectivity

18. Leverage the role of the customs consultation mechanism along the New International Land-Sea Trade Corridor for interconnectivity. Focus on international capacity cooperation in the "Three Countries, Three Parks" initiative, including the Chongqing Hub Port Industrial Park, the Thai-Chinese Rayong Industrial Zone in Thailand, and the Boten Special Economic Zone in Laos. Address issues such as customs clearance facilitation for the China-Laos-Thailand railway and mutual recognition of international road transport permits in the Greater Mekong Subregion (GMS). Deepen international customs clearance collaboration, ensure alignment of rules and mechanisms, and strive for breakthroughs in cross-border trade facilitation mechanisms. Utilize the information advantages of the Chinese Secretariat of the Global "Smart Customs" Online Cooperation Platform to recommend exemplary cases of interconnectivity to the General Administration of Customs and help Chongqing expand its international influence. 19. Promote the construction of the Digital New Land-Sea Corridor. Build application scenarios for smart combined rail-sea transport, smart international railway transport, smart cross-border road logistics, and smart cold-chain logistics. Create comprehensive application scenarios that organically link the New Land-Sea Corridor in the western region, the Yangtze River Golden Waterway, and the China-Europe Railway Express for outbound and overseas channels. Strengthen multi-sectoral collaboration, seek support from national ministries and central state-owned enterprises, enhance cooperation with provinces (autonomous regions, municipalities) along the corridor, and promote joint efforts in building and sharing the Digital New Land-Sea Corridor to further enhance corridor interconnectivity. 20. Advance the interconnectivity of Chongqing's international trade "Single Window". Strengthen the digital foundation of smart ports, accelerate the digital transformation and intelligent upgrading of ports, promote the intelligent development of Chongqing's international trade "Single Window", improve system functions, and provide "one-stop" trade services covering the entire international trade chain. V. Further Promote Cost Reduction and Efficiency Enhancement

21. Build a diversified hydrogen energy logistics application scenario with "trunk-branch linkage and network radiation". Operate the demonstration route of the Chongqing-Guizhou-Guangxi trunk corridor on a regular basis and simultaneously expand the medium- and short-haul branch logistics network radiating from Chongqing, Guiyang, Nanning, and other centers. Create a "hydrogen energy" logistics corridor from Guoyuan Port to Tuanjie Village and Luohuang. 22. Strengthen the cultivation of Authorized Economic Operator (AEO) enterprises. Provide targeted assistance to enterprises in Chongqing that are significantly affected by trade frictions and have a high degree of export dependence. 23. Optimize the verification operation mode. Conduct risk assessments based on enterprises' credit ratings, import and export performance, and other factors, formulate management-related verification plans, and minimize the impact on enterprises' normal production and operation activities. Implement the "customs verification recognition of enterprises' self-inspection results" mode to guide enterprises in self-discipline management and lawful operation.
