Recently, the People's Government Office of Nanhai District, Foshan City issued the "Notice on the Supporting Measures for Promoting the Construction, Operation of Hydrogen Refueling Stations and the Operation of Hydrogen Energy Vehicles in Nanhai District, Foshan City."
The document specifies that these measures apply to enterprises, institutions, or individuals that meet the application requirements for supporting the construction and operation of hydrogen refueling stations, the operation of self-owned skid-mounted hydrogen refueling facilities, the operation of hydrogen energy vehicles, and industrial hydrogen use related to hydrogen energy vehicles in Nanhai District.
Subsidy standards for hydrogen refueling station construction: To qualify for subsidies, hydrogen refueling stations must complete planning and construction approval procedures, pass acceptance inspections by the Nanhai District Hydrogen Refueling Station Expert Panel, and obtain gas cylinder filling licenses and hydrogen refueling station operation permits. Additionally, during the operation commitment period, stations must cooperate with regular inspections, maintain normal operation status, ensure online operation duration of compressors, hydrogen storage containers, dispensers, and station control systems exceeds 90%, and maintain actual daily average hydrogen storage above 30% of fixed capacity.
Operation support standards for hydrogen refueling: In 2025, for stations meeting the hydrogen pricing requirements of Guangdong Province's Fuel Cell Vehicle Demonstration City Cluster policy, operational subsidies will be granted at a maximum unit price of 18 yuan/kg. To accelerate diversified commercial applications and address refueling inconveniences, self-owned skid-mounted hydrogen refueling facilities with compliant safety specifications and completed approval processes will receive subsidies at a maximum unit price of 10 yuan/kg.
Operation subsidy standards for hydrogen energy vehicles: Eligible vehicles under these measures will receive operational subsidies.

Supporting Measures for Promoting the Construction, Operation of Hydrogen Refueling Stations and the Operation of Hydrogen Energy Vehicles in Nanhai District, Foshan City
Chapter I General Provisions
Article 1 To implement the national "dual carbon" strategy, accelerate green and low-carbon development, support regional carbon peaking and neutrality goals, further implement national and Guangdong Province's fuel cell vehicle demonstration policies, advance Foshan's hydrogen energy industry construction, promote high-quality development of the district's hydrogen energy sector, facilitate hydrogen vehicle adoption, accelerate commercialization, and encourage hydrogen station construction and operation, these supporting measures are formulated based on Nanhai District's actual conditions.
Article 2: Establish a special support fund for the construction, operation of hydrogen refueling stations, and the operation of hydrogen-powered vehicles in Nanhai District (hereinafter referred to as the "Special Support Fund"). The required funds shall be included in the annual budget by the District Development and Reform Bureau and applied for from the District Finance Bureau.
Chapter II: Support Targets
Article 3: These measures apply to enterprises, units, or natural persons that are eligible for application and engage in the construction, operation of hydrogen refueling stations, the operation of self-use skid-mounted hydrogen refueling units, the operation of hydrogen-powered vehicles, and the industrial use of hydrogen related to hydrogen-powered vehicles in Nanhai District.
Article 4: The hydrogen refueling stations referred to in these measures are specialized facilities that provide hydrogen fuel refilling services for the hydrogen storage cylinders of hydrogen-powered vehicles, including hydrogen refueling stations for commercial operation or public service purposes, combined hydrogen refueling and gasoline refueling stations, integrated hydrogen production and refueling stations, and combined hydrogen production, hydrogen refueling, and gasoline refueling stations.
Article 5: The hydrogen-powered vehicles referred to in these measures are hydrogen fuel cell vehicles that use hydrogen as an energy source and are powered by fuel cells, including hydrogen fuel cell automobiles, rail transit vehicles, sightseeing vehicles, forklifts, etc.
Article 6: The self-use skid-mounted hydrogen refueling units referred to in these measures are collectively known as self-operated hydrogen refueling facilities that do not have the function of movement, consisting of hydrogen production units, hydrogen storage units, pressurization units, refueling units, connecting pipelines, and safety facilities installed on one or more movable bases (platforms).
Chapter III: Application Conditions
Article 7: To apply for construction subsidies for hydrogen refueling stations and operation subsidies for hydrogen refueling stations and self-use skid-mounted hydrogen refueling units, the following conditions must be met simultaneously:
(1) The constructed and operated hydrogen refueling stations shall comply with the relevant planning of Nanhai District, possess high-density and continuous hydrogen refueling capabilities, and pass administrative approval and review by the Nanhai District Hydrogen Refueling Station Expert Group. They shall be constructed and accepted in accordance with the relevant national standards and specifications for hydrogen refueling stations. Fixed hydrogen refueling stations shall have a daily hydrogen refueling capacity of no less than 1,000 kg. Skid-mounted hydrogen refueling stations shall have a daily hydrogen refueling capacity of no less than 500 kg and comply with relevant safety technical specifications. Self-use skid-mounted hydrogen refueling units shall comply with safety technical specifications and relevant requirements.
(2) Enterprises that enjoy subsidies shall undertake to provide discounts for eligible hydrogen-powered vehicles in accordance with the price standards specified in Article 10 of these measures after the first subsidy is received. Enterprises that fail to provide hydrogen refueling discounts in accordance with the price standards shall voluntarily return the subsidy funds. According to the requirements of the "Action Plan for Accelerating the Construction of a Demonstration City Cluster for Fuel Cell Vehicles in Guangdong Province (2022-2025)", hydrogen refueling stations that receive financial subsidies and cease hydrogen refueling services within five years after the first subsidy is received shall voluntarily return the subsidy funds.
(3) Hydrogen refueling stations and self-use skid-mounted hydrogen refueling units shall join the Guangdong Demonstration City Cluster for Fuel Cell Vehicle Applications and be connected to the Guangdong Demonstration City Cluster for Fuel Cell Vehicle Applications Comprehensive Supervision Platform (hereinafter referred to as the "Provincial Supervision Platform") in accordance with relevant regulations.
Article 8: To apply for hydrogen energy vehicle operation subsidies, the following conditions must be met simultaneously:
(1) The applicant may be a natural person, an individual industrial and commercial household, an independent legal entity enterprise, or a unit. Among them, logistics enterprises must obtain a road transport license;
(2) The hydrogen energy vehicle must have undergone a reservation application at the Office of the Leading Group for the Promotion and Application of New Energy Vehicles in Nanhai District (hereinafter referred to as the District Promotion Office);
(3) The hydrogen energy vehicle must join the Guangdong Province Fuel Cell Vehicle Demonstration City Cluster and be connected to the provincial supervision platform in accordance with relevant regulations. Our district will verify the vehicle's operation status through platform data. Vehicles that cannot be verified or fail to meet the requirements after verification are not eligible to apply for operation subsidies;
(4) For enterprises, units, or natural persons that meet the conditions and are eligible for subsidies, the hydrogen energy vehicles they apply for must have accumulated a hydrogen-powered operation mileage of over 30,000 kilometers within three years. If the operation mileage fails to meet the above requirements within three years after receiving the subsidy, the subsidy funds shall be voluntarily returned.
Chapter IV: Support Standards
Article 9: Standards for Hydrogen Refueling Station Construction Subsidies
(1) The construction subsidy for hydrogen refueling stations shall be implemented in accordance with the relevant policies of the higher authorities.
(2) The criteria for defining the daily hydrogen refueling capacity of hydrogen refueling stations are outlined in Appendix 1.
(3) The hydrogen refueling stations applying for subsidies must complete the planning and construction approval procedures, pass the acceptance inspection by the Nanhai District Hydrogen Refueling Station Expert Group, and obtain the gas cylinder filling license and the hydrogen refueling station operation license. Meanwhile, the hydrogen refueling stations must cooperate with regular inspections during the operation commitment period, maintain normal operation status, with the online duration of the hydrogen refueling station compressors, hydrogen storage containers, hydrogen dispensers, and station control system equipment exceeding 90%, and the actual daily average hydrogen storage capacity exceeding 30% of the fixed hydrogen storage capacity.
Article 10: Standards for Hydrogen Refueling Operation Support
With the goal of annual regulated pricing, hydrogen refueling operation enterprises are encouraged to seek more cost-effective hydrogen sources to promote the enhancement of hydrogen refueling capacity. The subsidy standard for hydrogen refueling operations adheres to the principle of "upper limit of unit price standard," which includes provincial, municipal, and district operation subsidies.
(1) Support for hydrogen refueling station operations.
In 2025, for hydrogen refueling stations whose refueling prices meet the policy requirements of the Guangdong Province Fuel Cell Vehicle Demonstration City Cluster, a hydrogen refueling subsidy will be provided to the operation enterprises at the upper limit of the subsidy unit price standard of 18 yuan/kg.
(2) Support for the operation of self-use skid-mounted hydrogen refueling devices.
In 2025, to accelerate the promotion of various commercial application scenarios and address the inconvenience of vehicle hydrogen refueling, self-use skid-mounted hydrogen refueling devices with self-operated businesses that comply with relevant safety technical specifications and have completed the approval process will be provided with a hydrogen refueling subsidy to the operation enterprises at the upper limit of the subsidy unit price standard of 10 yuan/kg.
Article 11: Subsidy Standards for the Operation of Hydrogen Energy Vehicles
Subsidies for the operation of hydrogen energy vehicles that comply with these measures shall be provided. The specific subsidy standards shall be formulated separately.
Chapter V: Application Materials
Article 12: The construction subsidy for hydrogen refueling stations shall be applied for by the construction and operation enterprises of hydrogen refueling stations after obtaining the gas cylinder filling license and the operation license. The following materials shall be submitted when applying:
(1) Application Form for Construction Subsidy of Hydrogen Refueling Station in Nanhai District, Foshan City (Attachment 2);
(2) Copies of relevant approval documents for the hydrogen refueling station project;
(3) Copies of the acceptance certificate for the hydrogen refueling station;
(4) Copies of the enterprise's business license;
(5) Proof materials for the hydrogen refueling station's access to the provincial regulatory platform;
(6) List of hydrogen refueling-related equipment, procurement contracts, as well as equipment factory certificates, invoices, etc. for the hydrogen refueling station;
(7) Gas cylinder filling license and operation license;
(8) Commitment Letter of the Hydrogen Refueling Station Enterprise (Attachment 6).
The above materials shall be provided in quadruplicate, with the original documents provided for verification of the copies; all materials shall bear the official seal of the enterprise.
Article 13: The application for operation subsidy of hydrogen refueling stations shall include the following materials:
(1) Application Form for Operation Subsidy of Hydrogen Refueling Station in Nanhai District, Foshan City (Attachment 3);
(2) Quarterly/annual hydrogen refueling ledger of the hydrogen refueling station (including the license plate number of the refueled vehicle, refueling date, refueling amount, selling price, and invoice);
(3) Copies of the business license of the hydrogen refueling station operation enterprise;
(4) Copies of the enterprise's tax registration certificate (to be provided when the business license does not include the unified social credit code);
(5) Proof materials for the hydrogen refueling station's access to the provincial regulatory platform;
(6) Commitment Letter of the Hydrogen Refueling Station Enterprise (Attachment 6).
The above materials shall be provided in triplicate, with the original documents provided for verification of the copies; all materials shall bear the official seal of the enterprise (the application for operation subsidy of self-use skid-mounted hydrogen refueling devices shall refer to the above materials).
Article 14: The application for operation subsidy of hydrogen energy vehicles shall include the following materials:
(1) Application Form for Operation Subsidy of Hydrogen Energy Vehicles in Nanhai District, Foshan City (see Attachment 4);
(2) Copies of the driving license (or relevant certificates) of the hydrogen energy vehicle;
(3) Documents for the reservation application that has been made with the district promotion office;
(4) Identity proof materials:
1. Copies of the business license of the enterprise/individual industrial and commercial household (to be provided when applied for by the enterprise/individual industrial and commercial household);
2. The following documents are required: Unified Social Credit Code Certificate/Legal Person Certificate of Public Institution (to be provided by administrative organs and public institutions applying for the subsidy);
(5) A copy of the Tax Registration Certificate of the enterprise/individual industrial and commercial household (to be provided when the Business License does not include the Unified Social Credit Code Certificate);
(6) A copy of the ID card of the enterprise's legal representative/unit's legal representative/natural person (including individual industrial and commercial households);
(7) Supporting materials proving the vehicle's access to the provincial supervision platform;
(8) Photos of the hydrogen fuel cell vehicle, license plate, vehicle identification number, and odometer.
The above materials shall be provided in triplicate, with the original documents to be provided for verification of the copies; all materials shall bear the official seal of the enterprise (unit) or the signature and fingerprint of the natural person. For the application of operating subsidies for rail transit vehicles, sightseeing vehicles, forklifts, etc., refer to this article based on their respective vehicle types.
Article 15 Enterprises, units, or natural persons applying for operating subsidies for hydrogen-powered vehicles must make a reservation application before the vehicles are put into operation. The following materials shall be submitted when applying:
(1) The Reservation Application Form for Hydrogen-Powered Vehicles in Nanhai District, Foshan City (Attachment 5);
(2) A copy of the driving license (or relevant certificates) of the hydrogen-powered vehicle;
(3) Supporting materials such as production information of relevant parts of the hydrogen fuel cell system of the hydrogen-powered vehicle;
(4) Identity verification materials:
1. A copy of the Business License of the enterprise/individual industrial and commercial household (to be provided by enterprises/individual industrial and commercial households applying for the subsidy);
2. Unified Social Credit Code Certificate/Legal Person Certificate of Public Institution (to be provided by administrative organs and public institutions applying for the subsidy);
(5) A copy of the Tax Registration Certificate of the enterprise/individual industrial and commercial household (to be provided when the Business License does not include the Unified Social Credit Code Certificate);
(6) A copy of the ID card of the enterprise's legal representative/unit's legal representative/natural person (including individual industrial and commercial households);
(7) Supporting materials proving the vehicle's access to the provincial supervision platform;
(8) A Letter of Commitment for the Operation of Hydrogen-Powered Vehicles (Attachment 7).
The above materials shall be provided in triplicate, with the original documents to be provided for verification of the copies; all materials shall bear the official seal of the enterprise (unit) or the signature and fingerprint of the natural person. For the reservation application of rail transit vehicles, sightseeing vehicles, forklifts, etc., refer to this article based on their respective vehicle types.
Chapter VI Application and Review Process
Article 16 Enterprises, units, or natural persons shall submit the subsidy application (or reservation application) materials to the District Promotion Office (Address: No. 27, Nanxin 5th Road, Guicheng Street, Nanhai District; Contact Number: 86310609).
Article 17: The submission deadlines for subsidy applications (or reservation applications) are as follows:
(1) Reservation applications for hydrogen-powered vehicles shall be submitted after the registration and licensing of the hydrogen-powered vehicles and before the expiration of the validity period of this policy;
(2) Subsidy applications for hydrogen refueling station construction shall be submitted after the hydrogen refueling station obtains the cylinder filling license and the business license, and before the expiration of the validity period of this policy;
(3) In principle, subsidy applications for hydrogen refueling operations shall be submitted by the end of the third month after the expiration of the validity period of this policy;
(4) Subsidy applications for the operation of hydrogen-powered vehicles shall be submitted in January, April, July, and October of each year after the vehicle meets the requirements specified in Article 11 of these measures.
Article 18: Reservation applications for hydrogen-powered vehicles shall be reviewed by the District Promotion Office in conjunction with the Traffic Police Brigade of the District Public Security Bureau. Vehicles that pass the review shall be issued a notification of the reservation application results. Reservation applications for hydrogen-powered rail transit vehicles, sightseeing vehicles, forklifts, etc., shall be reviewed by the District Promotion Office in conjunction with relevant competent departments. Vehicles that pass the review shall be issued a notification of the reservation application results. This notification shall serve as proof for the vehicle to enjoy the support policies under these measures.
Article 19: Subsidy applications for hydrogen refueling station construction shall be initially reviewed by a qualified third-party institution hired by the District Promotion Office, followed by a joint review with the District Housing, Construction, and Water Affairs Bureau.
Subsidy applications for hydrogen refueling station operations, self-use skid-mounted hydrogen refueling device operations, and hydrogen-powered vehicle operations shall be initially reviewed by a qualified third-party institution hired by the District Promotion Office, followed by a review conducted by the District Promotion Office.
Article 20: The results of subsidy application reviews shall be publicized on the Nanhai Yidian Tong website for five working days. After the publicization period ends without any objections, the District Development and Reform Bureau shall apply for the disbursement of funds to the opening account submitted by the applicant in accordance with the requirements of the fiscal treasury centralized payment business operation procedures.
Chapter VII: Fund Management
Article 21: The special funds shall be supervised by the District Development and Reform Bureau, the District Finance Bureau, the District Housing, Construction, and Water Affairs Bureau, and other departments according to their management authority.
The District Development and Reform Bureau shall conduct regular or irregular joint inspections with relevant departments and units on the fund application situations of enterprises, units, and natural persons applying for this special fund.
Article 22: Enterprises, units, or natural persons applying for the special fund shall be responsible for the authenticity of their application materials. Enterprises, units, or natural persons that engage in fraud, defraud the special fund, fail to obtain national demonstration application reward points for fuel cell vehicles, fail to pass regular inspections and do not rectify as required, or fail to fulfill their commitments shall return all the disbursed special funds within three months from the date of receiving the notification from the District Development and Reform Bureau. They shall no longer be eligible for relevant subsidies under this policy, and the District Development and Reform Bureau shall be responsible for recovering the support funds. Dishonest enterprises, organizations, or individuals shall be included in our district's credit system platform for dishonesty punishment according to relevant regulations.
Article 23 All illegal and non-compliant behaviors during the process of applying for special funds shall be handled according to relevant laws and regulations. If such actions constitute a crime, they shall be transferred to judicial authorities for criminal responsibility.
Chapter 8 Supplementary Provisions
Article 24 This method shall be implemented and interpreted by the District Development and Reform Bureau.
Article 25 Hydrogen refueling stations applying for subsidies must have a nameplate that meets the daily hydrogen refueling capacity standards and provide a certificate of equipment conformity, which must be confirmed by the Nanhai District Hydrogen Refueling Station Expert Group.
Article 26 This method shall come into effect on July 14, 2025, and remain valid until December 31, 2025.
Article 27 Hydrogen energy vehicles registered for the first time between August 13, 2021, and December 31, 2025, shall follow this method. For hydrogen refueling stations that commenced construction before January 17, 2023, and were completed and inspected by June 30, 2023, applications for construction subsidies shall follow the "Foshan Nanhai District Promotion Measures for the Construction and Operation of Hydrogen Refueling Stations and the Operation of Hydrogen Energy Vehicles (Revised)" (Nan Fu Ban [2020] No. 3). Enterprises, organizations, or individuals who have already received support funds under Nan Fu Ban [2022] No. 24 and Nan Fu Ban [2023] No. 12 and have reached the subsidy cap will not enjoy this policy again.
