Recently, the Qingdao Municipal People's Government issued the Implementation Plan for Accelerating the Comprehensive Green Transition of Economic and Social Development in Qingdao.

The document states that it will promote the development of the entire hydrogen energy chain, including production, storage, transportation, and utilization, and expand the application scenarios of hydrogen energy in transportation, industry, and other fields. Under the premise of ensuring safety, it will make rational use of nuclear power resources on the Jiaodong Peninsula and steadily advance nuclear heating. It will actively promote the pilot construction of biodiesel promotion and application. By the end of 2025 and the end of 2030, the installed capacity of new energy power generation in the city will reach over 7 million kW and over 12 million kW, respectively.

It will promote the automation transformation of container and dry bulk cargo terminal equipment, drive the replacement of clean energy for horizontal transport vehicles at Qingdao Port, increase shore power facilities at Qingdao Port, and continue to advance the construction of hydrogen energy ports. It will improve the infrastructure network for charging (swapping) stations, hydrogen refueling stations, shore power, etc., and accelerate the construction of an urban intelligent transportation management system.

It will vigorously promote NEVs and drive the electrification replacement of urban public service vehicles. It will actively introduce manufacturing and demonstration operation projects for new energy low-altitude aircraft, including electric, hydrogen-powered, and hybrid models.

It will carry out innovative demonstration and promotion. It will promote the recruitment and landing of perovskite solar cell and solid-state battery projects, guide the clustered development of various links in the green electricity-green hydrogen-green carbon industry chain. Implementation Plan for Accelerating the Comprehensive Green Transition of Economic and Social Development in Qingdao

In order to implement the decisions and deployments of the Party Central Committee and the State Council on accelerating the comprehensive green transition of economic and social development, as well as the work requirements of the provincial party committee and the provincial government, improve the mechanism for green and low-carbon development, and enhance resource utilization efficiency, with the aim of basically establishing a green, low-carbon, and circular development economic system by 2035, this implementation plan is formulated based on the actual situation of our city.

I. Building a Spatial Pattern for Green, Low-Carbon, and High-Quality Development

(1) Optimizing the pattern of territorial space development and protection. Strictly adhere to the three control lines of cultivated land and permanently basic farmland, ecological protection red lines, and urban development boundaries, and optimize the layout of various types of spaces. We will promote coordinated ecological protection on land and sea, enhance the water conservation function of areas such as Daze Mountain, strengthen the systematic protection and restoration of the Dagu River basin and estuary bays, and intensively utilize marine, island, and coastal resources. We will expand the space for modern urban agriculture, protect the main agricultural production areas in the Jiaolai Plain, and ensure the spatial needs for the construction of modern marine ranches. We will strictly control the intensity of development, improve the level of land conservation and intensive utilization, coordinate the utilization of above-ground and underground spaces, and systematically implement urban organic renewal and comprehensive land improvement. (II) Build a highland for green development. We will promote the construction of a national carbon peak pilot city. We will deepen the construction of comprehensive regional pilot projects for green, low-carbon, and high-quality development in Shandong Province in five districts (cities), namely Laoshan District, Qingdao West Coast New Area, Chengyang District, Jimo District, and Jiaozhou City, striving to form original and leading reform measures. We will lead the coordinated development of the urban agglomeration in the Shandong Peninsula, and promote Qingdao to take the lead in the province in ecological protection and high-quality development in the Yellow River basin, as well as in the construction of a pilot area for green, low-carbon, and high-quality development. We will promote the construction of a new international platform for green cooperation in the SCO Demonstration Zone and Qingdao Free Trade Zone, and create a new engine for higher-level opening up. II. Promote the green and low-carbon transformation of the industrial structure

(III) Accelerate the transformation and upgrading of traditional industries. We will promote the extension of traditional manufacturing industries to the high-end of the industry chain and accelerate the upgrading of product structures. We will vigorously promote the green and low-carbon transformation of industries such as steel, petrochemicals, and chemicals, popularize energy-saving, low-carbon, and clean production technologies and equipment, and promote the upgrading of technological processes. We will promote the deep integration of industrial upgrading, intelligence, and greening, implement the "Industry Empowering Qingdao" initiative in depth, continue to promote the construction of digital transformation empowerment centers for key industries, and establish around 30 digital transformation empowerment centers for key industries by the end of 2025. We will strengthen the technological transformation and upgrading of enterprises, and annually promote the construction of more than 500 technological transformation projects in a rolling manner. We will resolutely curb the blind launch of high-energy-consuming, high-emission, and low-level projects. (IV) Cultivate and develop green and low-carbon industries. We will actively build an "10+1" innovative industrial system, accelerate the development of strategic emerging industries, and cultivate and expand strategic emerging industrial clusters such as energy conservation and environmental protection, integrated circuits, and new-type displays. We will establish a green manufacturing system and a service system, promote models such as energy performance contracting, and cultivate a number of leading enterprises and specialized, refined, and innovative small and medium-sized enterprises, as well as a number of zero-carbon factories and parks. By the end of 2030, we aim to cultivate approximately 100 new green factories, green supply chain management enterprises, etc., with an average annual growth rate of the energy-saving and environmental protection industry not lower than 10%. III. Promoting the Green and Low-Carbon Transition of Energy

(5) Enhancing the Clean and Efficient Utilization of Fossil Energy. We will deeply promote the clean and efficient utilization of coal, ensuring that the energy efficiency of new coal-consuming projects reaches the benchmark level in key areas of national and provincial clean and efficient coal utilization. We will orderly promote the shutdown, conversion, or transfer of inefficient small coal-fired power units, and by the end of 2025, extraction-condensation units below 300,000 kW will be basically replaced and withdrawn. We will accelerate the "three-in-one" transformation of existing coal-fired power units for energy conservation, carbon reduction, flexibility, and heating. We will maintain petroleum consumption within a reasonable range and promote the quality upgrade of refined oil products. We will coordinate the supply of natural gas, the consumption of renewable energy, and the stable operation of the power grid, and promote the construction of large-scale supporting power sources such as new-generation ultra-supercritical coal-fired power units and heavy-duty gas turbine units. (6) Actively and Steadily Developing Non-Fossil Energy. We will actively plan for marine new energy, concentrate on developing offshore wind power in the Qingdao West Coast New Area and Jimo District sea areas, accelerate the construction of deep-sea offshore wind power projects and offshore PV projects in Jimo District, plan and reserve floating offshore PV projects, and strive to build a 10-million-kW-level offshore new energy base by 2030. We will promote the full-chain development of hydrogen energy from "production, storage, transportation, to utilization" and expand the application scenarios of hydrogen energy in transportation, industry, and other fields. On the premise of ensuring safety, we will reasonably utilize nuclear power resources on the Jiaodong Peninsula and steadily promote nuclear heating. We will actively promote the pilot construction of biodiesel promotion and application. By the end of 2025 and 2030, the installed capacity of new energy power generation in the city will reach over 7 million kW and over 12 million kW, respectively. (7) Accelerating the Construction of a New-Type Power System. We will coordinate the optimization of the local power grid structure and the construction of interconnected power transmission channels, and promote the construction of 500 kV backbone power grid projects such as Langya and Zaili. We will accelerate the construction of microgrids, virtual power plants, and generation-grid-load-storage integrated projects, and build a strong and smart power grid characterized by a high proportion of external power transmission and efficient consumption of new energy power. We will vigorously develop new-type energy storage and comprehensively improve the application level of energy storage on the power supply side, power grid side, and user side. By the end of 2025 and the end of 2030, the scale of new-type energy storage will reach over 400,000 kW and over 1 million kW respectively. IV. Promoting the Green and Low-Carbon Transformation of Urban and Rural Construction Development

(8) Comprehensively promoting green and low-carbon buildings. Newly constructed civil buildings in urban areas will strictly adhere to building energy efficiency standards, gradually improving building energy efficiency levels. Qingdao West Coast New Area and Laoshan District will serve as pilots for large-scale promotion of ultra-low energy consumption buildings, encouraging the construction of near-zero energy consumption, low-carbon, and zero-carbon buildings. Accelerating the energy-saving and carbon-reducing retrofitting of existing buildings and municipal infrastructure, promoting advanced and efficient lighting, air conditioning, elevators, and other equipment. Optimizing the energy consumption structure of buildings, advancing the integrated construction of building photovoltaics (PV), promoting the application of "PV+ESS+direct current+flexibility" technology, and actively developing clean and low-carbon heating. Promoting green construction and green building materials, vigorously developing prefabricated buildings. By the end of 2025 and the end of 2030, the cumulative area of green buildings constructed will be no less than 150 million m² and 190 million m² respectively; starting from 2025, the proportion of newly constructed prefabricated buildings in urban areas will reach over 50%. (9) Promoting the green development of agriculture and rural areas. Continuously focusing on the scientific application of fertilizers and pesticides, promoting efficient water-saving technologies such as drip irrigation and sprinkler irrigation, and expanding the application of integrated water and fertilizer management technology. Establishing and improving a collection, utilization, and disposal system for agricultural wastes such as straw, agricultural film, pesticide packaging waste, and livestock and poultry manure. Creating green and low-carbon production application scenarios such as "zero-waste ranches". Deepening the improvement and upgrading of the rural living environment. Cultivating new industries and business models for green development in rural areas. Developing and utilizing renewable energy sources according to local conditions, and orderly promoting the substitution of green energy in rural areas. By the end of 2030, the clean heating rate will reach over 80%. V. Promoting the Green and Low-Carbon Transformation of Transportation

(10) Improving the green transportation system. Optimizing land-sea linkage, improving the sea-rail intermodal transport network, vigorously promoting the development of multimodal transport with "one document" and "one container" systems, advancing the construction of railway siding lines in main ports and logistics parks of Qingdao Port, increasing the proportion of green collection and distribution transport, and continuously increasing the proportion of railway and waterway transport for bulk cargo. Exploring new energy development and application scenarios such as "expressway + PV", reasonably utilizing the construction of distributed PV along expressways, at toll stations, and in ramp circles. Advancing the automation retrofitting of container and dry bulk terminal equipment, promoting the substitution of clean energy for horizontal transport vehicles in Qingdao Port, increasing shore power facilities in Qingdao Port, and continuously advancing the construction of hydrogen energy ports. Improve the infrastructure network for charging (battery swapping) stations, hydrogen refueling stations, and shore power, and accelerate the construction of an intelligent urban traffic management system. (XI) Implement clean energy substitution for transportation vehicles. Vigorously promote new energy vehicles (NEVs) and drive the electrification substitution of urban public service vehicles. Promote the adoption of clean energy for ships, aircraft, and non-road mobile machinery, accelerate the phase-out of outdated transportation vehicles, advance zero-emission freight transportation, strengthen the R&D and application of sustainable aviation fuels, and encourage the R&D, production, and application of net-zero emission marine fuels. Accelerate the green and low-carbon transformation of existing Qingdao Metro lines, promote the application of energy-saving and carbon-reducing technologies such as flywheel energy storage systems, and carry out demonstration and promotion of carbon fiber metro trains in a timely manner. Actively introduce manufacturing and demonstration operation projects for electric, hydrogen-powered, hybrid, and other new energy low-altitude aircraft. By the end of 2025 and the end of 2030, the carbon emission intensity per unit converted turnover volume of operating vehicles is expected to decrease by approximately 5% and 10% respectively compared to 2020. VI. Promote the Strategy of Comprehensive Resource Conservation

(XII) Implement actions for energy conservation, carbon reduction, and efficiency enhancement. Strengthen energy conservation reviews for fixed asset investment projects, and pilot the implementation of carbon emission assessments for fixed asset investment projects in key industries with high carbon emissions, such as petrochemical, chemical, and steel industries. Conduct comprehensive assessments of the output benefits per unit of energy consumption, promote professional service institutions to offer energy-saving diagnostic services beneficial to enterprises, drive enterprises to establish and improve energy-saving and carbon-reducing management mechanisms, promote the "diagnosis + transformation" model for energy conservation and carbon reduction, and strengthen energy conservation supervision. Encourage financial institutions to increase support for energy-saving and carbon-reducing projects in a market-oriented manner, and facilitate the green and low-carbon transformation of enterprises. By the end of 2025 and the end of 2030, the proportion of capacity in key industrial sectors reaching benchmark energy efficiency levels is expected to reach 35% and 40% respectively. (XIII) Strengthen the efficient and intensive utilization of resource conservation. Improve the system for total resource management and comprehensive resource conservation, and strengthen the whole-process management and full-chain conservation of various resources such as water, grain, land, and minerals. Implement the rigid constraint system for water resources, strengthen water conservation in key areas, develop water-saving industries, enhance the utilization of unconventional water resources, and build water-saving cities. Implement the Anti-Food Waste Law, establish a long-term mechanism for grain and food conservation, and carry out actions for grain conservation. Implement the strictest cultivated land protection system and the land conservation and intensive utilization system, promote land-saving technologies and models, optimize the development and utilization of existing land stocks, and enhance the efficiency of sea area space utilization. Strengthen the exploration of strategic mineral resources, implement green exploration in a comprehensive manner, actively promote the construction of green mines, and enhance the comprehensive utilization of low-grade ore and tailings resources. (XIV) Continuously promote the development of the circular economy. Improve the waste recycling system, enhance the waste recycling network, and accelerate the construction of key cities for the national waste recycling system. Accelerate the development of industries for processing and utilizing renewable resources such as the dismantling of used home appliances and scrapped vehicles, promote the recycling, cascading utilization, and reuse of power batteries for NEVs, and enhance the scale, standardization, and refinement of waste utilization. Promote the centralized treatment, classified collection, and resourceful utilization of construction waste, promote the use of construction waste recycling products, and improve the recycling rate of building materials and the proportion of resourceful utilization of construction waste. Continuously promote the circular transformation of parks at or above the provincial level, and create a number of "waste-free parks" and other "waste-free cells." By the end of 2025 and 2030, the annual utilization of bulk solid waste is expected to reach approximately 40 million mt and 50 million mt, respectively. (XV) Guide a green lifestyle. Vigorously advocate a simple, moderate, green, low-carbon, civilized, and healthy lifestyle and consumption pattern. Systematically promote green transformation in various fields such as food, clothing, housing, transportation, daily use, and tourism, guide the public to conserve water, electricity, and gas, oppose extravagance and waste, promote the "Clear Your Plate Campaign," resist excessive packaging, reduce the use of disposable items, and advocate green travel. Encourage the implementation of carbon inclusion initiatives, implement carbon neutrality for large-scale events, and explore incentive mechanisms for personal carbon accounts and carbon credits. Leverage the exemplary and leading role of public institutions to continuously promote the construction of resource-conserving government organs across the city. (XVI) Unleash the potential of the green consumption market. Support the trade-in of consumer goods, carry out activities to promote NEVs and green smart home appliances, water-saving appliances, energy-efficient stoves, and green building materials in rural areas, encourage home appliance and platform enterprises to provide free detection services in communities, door-to-door dismantling and replacement services, and guide consumers to purchase green products. Develop High-Grade Ecotourism Routes and Promote High-Quality Operation of Scenic Areas. Organize and implement the Qingdao Natural Science Foundation Project Plan, focusing on fundamental, strategic, and forward-looking scientific issues in economic and social development, and support basic research, applied basic research, and frontier scientific exploration related to green and low-carbon transformation. Advance the construction of high-energy innovation platforms such as Laoshan Laboratory, National Innovation Centers, and major scientific facilities with high quality, and support the inclusion of existing platforms in the national platform construction layout. Innovate talent cultivation models, optimize university discipline and major settings, and consolidate the intellectual foundation for green transformation. (18) Accelerate Key Technology R&D. Leverage the advantages of educational and scientific resources as well as key enterprises in technological R&D, and intensify efforts in green and low-carbon technology R&D. Focus on areas such as green and low-carbon energy transformation, low- and zero-carbon process reengineering, new-type power systems, carbon dioxide capture, utilization, and storage, resource conservation, intensive and circular utilization, and new pollutant management, and coordinate efforts to strengthen breakthroughs in key core technologies such as low-carbon, zero-carbon, and negative-carbon solutions. Accelerate breakthroughs in alternative green carbon fuel technologies for ships such as ammonia-fueled and methanol-fueled vessels, as well as green and intelligent ship technologies. Strengthen key technology breakthroughs and improve the regular mechanism for collecting demands for green and low-carbon key technologies. (19) Promote Innovation Demonstration and Application. Facilitate the attraction and implementation of perovskite solar cell and solid-state battery projects, and guide the agglomeration of all segments of the green electricity–green hydrogen–green carbon industry chain. Carry out demonstration projects for the transfer and transformation of "dual carbon" technological innovations, and promote the transformation of qualified industrial agglomeration zones into "dual carbon" technological innovation clusters. Advance the transformation of scientific and technological achievements, establish a number of professional technology transfer institutions, support the engineering, industrialization, and demonstration application of major technological achievements, and construct a series of green and low-carbon advanced technology demonstration projects. Promote the construction of pilot base projects in the Dongjiakou New Materials and Green Chemical Technology Innovation Park. IX. Improve the Policy System for Green Transformation

(20) Implement Fiscal and Tax Policies for Green Transformation. Implement tax incentives for environmental protection, energy and water conservation, comprehensive resource utilization, and new energy and clean energy vehicles and vessels, and promote the "reverse invoicing" method in the renewable resource recycling industry. Support work in areas such as the construction of a new-type energy system, the transformation and upgrading of traditional industries, green and low-carbon technological innovation, the conservation and intensive utilization of energy and resources, and the promotion of green and low-carbon lifestyles. In accordance with national regulations and requirements, carry out the pilot work for the reform of the water resources tax, and implement tax policies that support carbon emission reduction. (21) Enrich financial instruments for green transition. Actively seize the favorable opportunity of extending the carbon emission reduction support tool policy until the end of 2027, leverage the role of the local legal person fiscal interest subsidy policy for carbon emission reduction tools, and encourage banks to effectively increase carbon emission reduction loan disbursements. Strengthen the innovation of credit products, and develop targeted environmental rights pledge (mortgage) financing services for carbon emission rights and energy use rights. Actively carry out financial innovations such as environmental rights financing, the realization of the value of ecological products, and green consumer credit, continuously improving the professional service capabilities of green finance. Strictly implement the differentiated credit policy of "guaranteeing some while pressuring others," with a focus on supporting projects such as energy conservation and emission reduction, ultra-low emission transformation of pollutants, transformation and upgrading, and volume replacement. Amplify the pilot effect of climate investment and financing in Qingdao West Coast New Area, explore the establishment of corporate financial carbon accounts, and explore the construction of a diversified carbon inclusion mechanism. Develop green insurance, innovate and carry out green insurance such as carbon sink value insurance, and explore the establishment of a differentiated insurance premium rate mechanism. Guide and standardize the participation of social capital in the investment, construction, and operation of green and low-carbon projects, and encourage social capital to establish green and low-carbon industrial investment funds through market-oriented means. Encourage relevant industry associations, leading enterprises, and research institutes to participate in the development of carbon footprint accounting rules and standards for key products such as beer, household appliances, and rubber tires, which are being researched by national industry organizations, collect background data on the carbon footprints of key products, and promote the construction of a carbon footprint database for key products in accordance with the unified requirements of the province. X. Implementation and Organization
