On June 16, Xinjiang Shanneng Chemical Co., Ltd. initiated an open tender for the basic design services of the electrolytic water hydrogen production unit for its 800,000 mt/year coal-to-olefins project in Zhundong Wucaiwan.
According to the tender announcement, the project utilizes coal from the No. 4 open-pit mine in Zhundong Wucaiwan as raw material to produce MTO-grade methanol (an intermediate product) through processes such as pulverized coal pressurized gasification, shift conversion and heat recovery, low-temperature methanol washing, and methanol synthesis. The MTO-grade methanol is then converted into low-carbon olefins in the MTO unit, and through olefin separation, polymer-grade ethylene and polymer-grade propylene monomers are obtained. Ethylene monomers are polymerized to produce polyethylene products, while propylene monomers are polymerized to produce polypropylene products.
The main units of this project include an air separation unit, a gasification unit (coal gasification, shift conversion), a purification unit (low-temperature methanol washing, refrigeration, sulfur recovery, CCUS), a methanol synthesis unit, a methanol-to-olefins unit (MTO, olefin separation, SCU, 1-butene), a polyethylene unit, a polypropylene unit, an electrolytic water hydrogen production unit, as well as supporting utility and auxiliary facilities.
The total planned scale of the electrolytic water hydrogen production unit is 120,000 Nm³/h, to be constructed in five phases. Among them, the first phase, with a capacity of 24,000 Nm³/h, will be constructed and put into operation simultaneously with the 800,000 mt/year coal-to-olefins project in Zhundong Wucaiwan.
The scope of this specification is for the 120,000 Nm³/h electrolytic water hydrogen production unit (24,000 Nm³/h per phase in five phases), including but not limited to the power transformation and distribution substation, electrolytic water hydrogen production, separation, drying, compression, purification systems, hydrogen storage facilities, DCS&SIS&GDS&EMS&CCS, etc., as well as its affiliated utility and auxiliary facilities, excluding new energy power generation facilities and transmission lines.
Service period/construction period requirements: The bidder must submit all final basic design documents within 4 months after the kick-off meeting.
Quotation requirements: The total price including tax and itemized quotations (with a tax rate of 6%) covering all costs required to complete the project. The total price and itemized quotations should be submitted before the deadline for submitting the response documents. Quotations submitted at different times will be considered invalid.
This service does not allow joint bidding, subcontracting, or outsourcing.
It is understood that the electrolytic water hydrogen production unit of this project adopts the alkaline electrolysis method to produce 12,000 Nm³/h of hydrogen and 6,000 Nm³/h of oxygen. In the base year, 1 series of 12 sets of 1,000 Nm³/h electrolytic water hydrogen production units will be constructed, with an additional 1 series of 12 sets of 1,000 Nm³/h electrolytic water hydrogen production units constructed each year. By the tenth year, 10 series of 120 sets of 1,000 Nm³/h electrolytic water hydrogen production units will be completed, with green hydrogen and green oxygen being supplemented year by year over ten years.
