Recently, the Hunan Provincial Development and Reform Commission issued a notice on the issuance of the "Three-Year Action Plan for the Development of Hunan's Hydrogen Energy Industry".

The document states that by 2027, significant progress will be made in the development of the hydrogen energy industry across the province. Breakthroughs will be accelerated in key materials and equipment for the entire hydrogen energy production, storage, transportation, and utilization chain. Scale applications will be achieved in certain fields such as transportation, hydrogen energy storage, hydrogen smelting, and hydrogen-based chemical engineering. Market and management mechanisms will be further improved. Around 10 key enterprises with national influence will be gathered. The industrial scale of key hydrogen energy materials in certain fields will lead the country. The market share of hydrogen energy equipment will rank among the top in the country. A preliminary formation of characteristic hydrogen energy industrial clusters will take shape, and the development pattern of "one port, two corridors, and multiple zones" will be initially established.

Build a green hydrogen port. Leverage the advantages of Yueyang Port to enhance the recycling and purification level of industrial by-product hydrogen. Deploy and construct a batch of green hydrogen projects and green fuel refueling facilities. Increase the substitution of hydrogen fuel power for port equipment such as container trucks and forklifts. Use inland waterways as a pilot to gradually promote the demonstration application of hydrogen-powered ships, and create a green hydrogen port with domestic influence.

Construct two demonstration corridors. Actively align with the construction of the national comprehensive demonstration line for hydrogen energy highways. Centered around high-speed sections within Hunan, such as the Beijing-Guangzhou and Shanghai-Kunming highways, accelerate the layout of hydrogen refueling facilities. Construct a hydrogen energy transportation network dominated by high-pressure gas transportation. Gradually explore demonstration applications of hydrogen energy in large and medium-sized trucks, cold chain logistics, and other car models, and create two major demonstration corridors for hydrogen energy applications.

Establish several application demonstration zones. Support Changsha in leveraging its advantages in leading enterprises, research institutes, and market applications to accelerate technological innovation, R&D, and application promotion across the entire chain. Cultivate and introduce upstream and downstream supporting enterprises and R&D teams in the industry chain. Focus on creating demonstration zones for hydrogen energy construction machinery applications and hydrogen fuel cell manufacturing in areas such as the Changsha Economic and Technological Development Zone, Ningxiang High-Tech Zone, and Yuhua Economic and Technological Development Zone. Encourage Zhuzhou to carry out research on key materials and equipment, fuel cells, and complete vehicles, accelerate the transformation and application of corporate scientific and technological achievements, and focus on creating demonstration zones for rail transit and low-altitude economy applications. Support Chenzhou in leveraging its advantages in wind and solar power resources and comprehensive industrial strengths to plan and promote a batch of landmark projects, and create demonstration zones for "green electricity-based hydrogen production + hydrogen smelting" and hydrogen-powered ship applications. In industrial parks (factory areas) in Loudi and other places with high operational intensity and fixed routes, create demonstration zones for heavy-duty truck transportation applications. Gradually promote the establishment of hydrogen energy application demonstration zones in Hengyang, Shaoyang, Changde, Yiyang, and other places according to local conditions.

Build hydrogen energy industrial clusters. Focus on the hydrogen energy equipment and materials industries to create a batch of industrial clusters. Develop hydrogen purification equipment, accelerate the development and demonstration applications of PEM electrolyzers, alkaline electrolyzers, and high-temperature oxide electrolyzers, continuously improve the design and construction capabilities of integrated hydrogen production and refueling stations, and form the capacity for mass production of diversified hydrogen production equipment. Accelerate the development of hydrogen refueling and storage equipment, such as hydrogen liquid-driven pumps and compressors, and on-board hydrogen storage systems. Focus on developing material industries related to hydrogen production, storage, and transportation, including high-performance alloys, carbon fibers and composites, and advanced steel materials. Continuously promote the localisation of core materials for fuel cells, such as stacks, flexible graphite bipolar plates, and carbon paper.

Three-Year Action Plan for the Development of Hunan's Hydrogen Energy Industry

To achieve carbon peak and carbon neutrality, build a clean, low-carbon, safe, and efficient energy system, and accelerate the cultivation and development of new quality productive forces, this action plan is formulated in accordance with the Medium and Long-Term Plan for the Development of the Hydrogen Energy Industry (2021-2035) and the Hunan Provincial Plan for the Development of the Hydrogen Energy Industry.

I. Action Objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th CPC National Congress and General Secretary Xi Jinping's important instructions and instructions on Hunan, and fully implement the deployment requirements of the Eighth Plenary Session of the 12th Provincial Party Committee. Aiming to build a highland for hydrogen energy equipment and materials and a demonstration zone for hydrogen energy applications, explore innovative development models, optimize the industrial spatial layout, focus on implementing four major projects—innovation capacity enhancement, application scenario demonstration, industrial cluster development, and development ecosystem optimization—and accelerate the construction of a hydrogen energy industry development system with distinctive features and prominent advantages.

By 2027, significant progress will be made in the development of Hunan's hydrogen energy industry. Breakthroughs will be achieved in key materials and equipment for the entire hydrogen energy production, storage, transportation, refueling, and utilization chain. Large-scale applications will be realized in some fields, such as transportation, hydrogen energy storage (ESS), hydrogen smelting, and hydrogen chemical industry. Market and management mechanisms will be further improved. Around 10 key enterprises with national influence will be gathered. The industrial scale of some fields in hydrogen energy key materials will lead the country. The market share of hydrogen energy equipment will rank among the top in the country. Characteristic hydrogen energy industrial clusters will initially take shape, and the development pattern of "one port, two corridors, and multiple zones" will be initially established.

II. Development Model

(1) Overall planning and whole-region coordination. Strengthen the overall planning of the province, actively integrate into the national industrial layout, comprehensively consider hydrogen energy supply, industrial foundation, and market space, and carry out hydrogen energy technology innovation and industrial application demonstration in a reasonable and orderly manner to promote the construction of an industrial development pattern with complementary and coordinated development.

II. Innovation-Driven and Application-Led Development. Accelerate the establishment of a hydrogen energy innovation system, continuously carry out basic research, key core technology, and disruptive technology innovation, focus on breaking through technological bottlenecks in hydrogen energy applications, and enhance the stability and competitiveness of the industrial and supply chains. Use applications in key industries and sectors as a guide to drive technological, product, and business model innovation, and promote the deep integration of the hydrogen energy industry chain and innovation chain.

III. Highlighting Advantages and Forming Unique Features. Relying on the province's advantages in innovation, R&D, and industrial development, accelerate the research and development of key materials and equipment for the entire industry chain, promote demonstration applications in advantageous fields such as construction machinery, rail transit, medium and heavy-duty vehicles, special vehicles, ships, drones, energy storage systems (ESS), power generation, and smelting, and build a national highland for key hydrogen energy materials and equipment, as well as a demonstration zone for hydrogen energy applications.

IV. Leading by Leading Enterprises and Multi-Party Collaboration. Promote the leadership of leading enterprises, with the participation of universities, research institutes, upstream and downstream enterprises in the industry chain, industry associations, and financial institutions, to build a more collaborative and efficient technological innovation and industrial development system, and continuously enhance industrial competitiveness and innovation capabilities.

V. Government Guidance and Market-Oriented Development. Actively leverage the government's role in planning guidance and policy incentives, improve the basic institutional system for industrial development, boldly explore institutional and mechanism innovations, and promote the standardized and orderly development of the industry. Give full play to the decisive role of the market in resource allocation, highlight the dominant position of enterprises, strengthen the deep integration of industry, academia, research, and application, and accelerate the exploration of technological innovation and the large-scale and commercial development of the entire hydrogen energy industry chain.

III. Spatial Layout

1. Building a Green Hydrogen Port. Leverage the port advantages of Yueyang, enhance the recycling and purification level of industrial by-product hydrogen, plan and construct a batch of green hydrogen projects and green fuel refueling facilities, increase the replacement of hydrogen fuel power for equipment such as port container trucks and forklifts, gradually promote the demonstration application of hydrogen-powered ships using inland waterways as a pilot, and build a green hydrogen port with domestic influence.

2. Constructing Two Demonstration Corridors. Actively align with the construction of the national comprehensive hydrogen energy highway demonstration line, center on high-speed sections within Hunan such as the Beijing-Guangzhou and Shanghai-Kunming highways, accelerate the layout of hydrogen refueling facilities, construct a hydrogen energy transportation network dominated by high-pressure gas transportation, gradually explore demonstration applications of hydrogen energy in car models such as large and medium-sized trucks and cold-chain logistics vehicles, and build two major demonstration corridors for hydrogen energy applications.

3. Establishing Several Application Demonstration Zones. Support Changsha in relying on its advantages in leading enterprises, research institutes, and market applications to accelerate the R&D and application promotion of full-chain technological innovation, cultivate and introduce upstream and downstream supporting enterprises and R&D teams in the industry chain, and focus on building demonstration zones for hydrogen energy construction machinery applications and hydrogen fuel cell manufacturing in areas such as the Changsha Economic and Technological Development Zone, Ningxiang High-tech Zone, and Yuhua Economic and Technological Development Zone. Zhuzhou is encouraged to undertake key research on materials, equipment, fuel cells, and complete vehicles, and accelerate the transformation and application of scientific and technological achievements by enterprises, with a focus on building demonstration zones for rail transit and low-altitude economy applications. Chenzhou is supported in leveraging its advantages in wind, solar, and water resources, as well as its comprehensive industrial strengths, to plan and advance a number of landmark projects, and to create demonstration zones for "green electricity-based hydrogen production + hydrogen smelting" and hydrogen-powered ship applications. In industrial parks (factory areas) in Loudi and other places with high operational intensity and fixed driving routes, demonstration zones for heavy-duty truck transportation applications will be established. Gradually, cities such as Hengyang, Shaoyang, Changde, and Yiyang will be encouraged to develop hydrogen energy application demonstration zones based on local conditions.

IV. Key Tasks

(1) Implementing an Innovation Capacity Enhancement Project

1. Accelerating breakthroughs in core technologies. Develop clean and efficient industrial by-product hydrogen purification and production technologies, with a focus on achieving breakthroughs in megawatt-scale PEM water electrolysis for hydrogen production and large-power alkaline water electrolysis for hydrogen production technologies. Proactively plan for the layout of technologies such as high-temperature solid oxide hydrogen production, seawater desalination-based hydrogen production, and photoelectrocatalytic hydrogen production. Vigorously develop integrated hydrogen production and refueling technologies. Expedite breakthroughs in key storage and transportation technologies, including high-pressure gaseous hydrogen, low-temperature liquid hydrogen, liquid medium hydrogen storage, long-distance pipeline hydrogen transportation, solid-state hydrogen storage, and highly reliable on-board hydrogen supply systems. Conduct R&D on key fuel cell parts technologies, such as membrane electrodes, bipolar plates, carbon paper, and catalysts, and explore and advance technological innovations in fixed fuel cell power stations. Promote the R&D of cutting-edge technologies in green hydrogen chemicals, hydrogen metallurgy, and hydrogen energy power. 2. Strengthening the construction of major platforms. Promote Changsha to take the lead, with participation from Zhuzhou, Yueyang, Chenzhou, Loudi, Yiyang, Hengyang, and other cities, in creating a national fuel cell demonstration city cluster, and strive to establish national strategic emerging industry clusters, national technological innovation centers, and national manufacturing innovation centers in the hydrogen energy field. Support leading enterprises in the industry to integrate high-quality innovation resources within the industry, and establish diversified and multi-level innovation carriers, such as key laboratories, engineering research centers, pilot-scale production bases, concept validation centers, international research institutes, and new-type R&D institutions, to systematically advance original innovation research, major equipment R&D, pilot-scale transformation, and engineering applications. 3. Promoting the transformation of innovative achievements. Encourage universities and research institutes to accelerate technological R&D and project incubation in emerging advantageous fields such as efficient low-temperature ammonia decomposition for hydrogen production and hydrogen-electricity-thermal cogeneration systems. Support the inclusion of major equipment and key materials in the hydrogen energy field that meet the criteria into the "Five Firsts" list. Industry-leading enterprises and service institutions are encouraged to take the lead in establishing inspection and testing platforms for key materials and parts, hydrogen quality detection, fuel cells, and complete machine testing and certification, as well as public service platforms in the hydrogen energy sector, including R&D design, pilot-scale integration, entrepreneurship incubation, intellectual property, and technology finance. This will facilitate the transformation of major projects in Hunan. (II) Implement Demonstration Projects for Application Scenarios

4. Accelerate the large-scale application in the equipment sector. Taking typical application scenarios in the construction machinery sector, such as concrete mixer trucks, cranes, pump trucks, and mining trucks, as the driving force, and key regions like Xiangjiang New Area, Changsha Area of Hunan Pilot Free Trade Zone, Louxing District of Loudi, and Linwu Economic Development Zone of Chenzhou as pilot areas, large-scale equipment manufacturing enterprises are encouraged to take the lead in exploration and trial implementation, gradually promoting the large-scale application of hydrogen energy in the construction machinery sector. Relying on bulk material handling scenarios such as airports, ports, and logistics, the phased replacement of heavy-duty trucks and forklifts will be promoted. 5. Carry out demonstration and promotion in the transportation sector. Priority will be given to the construction of hydrogen refueling stations along expressway sections within Hunan, such as the Beijing-Guangzhou and Shanghai-Kunming routes. Focusing on the demonstration application of medium- and long-haul, medium- and heavy-duty fuel cell commercial vehicles, efforts will be made to promote the construction of two hydrogen energy application demonstration corridors. Taking Yueyang Chenglingji Port and tourism in waters such as Dongjiang Lake, Cuijiang River, Chenjiang River, and Bianjiang River as pilot areas, the renewal and upgrading of ship power systems will be advanced, creating demonstration zones for hydrogen energy green ports and hydrogen-powered ship applications. Budgetary entities are encouraged to take the lead in procuring fuel cell vehicles, selecting a certain proportion of fuel cell vehicles when newly purchasing or replacing official vehicles and sanitation vehicles. Support will be given to the Changsha-Zhuzhou-Xiangtan Ecological Green Heart Area to take the lead in carrying out application demonstrations. Relying on the province's industrial advantages, efforts will be made to increase the promotion of hydrogen energy applications in sectors such as rail transit and passenger vehicles, explore and promote the R&D, verification, and application demonstration of new technologies in sectors such as UAVs, and encourage Chenzhou's Feitianshan-Dongjiang Lake to take the lead in carrying out demonstration applications of hydrogen-powered tourism rail transit. 6. Pilot the layout of energy storage and energy consumption sectors. Application demonstrations of hydrogen energy in sectors such as renewable energy consumption and power grid peak shaving will be promoted, and new application models of "wind and solar power generation + hydrogen energy storage" will be explored and cultivated. Chenzhou is encouraged to take the lead in carrying out pilot projects for "generation-grid-load-storage-hydrogen integration". Demonstrations of comprehensive energy utilization centered around hydrogen energy will be carried out in industrial parks, mining areas, government offices, schools, hospitals, shopping malls, etc. Pilot demonstrations of distributed emergency power supply applications of hydrogen energy in sectors such as communications and data storage will be promoted, and the construction of a batch of distributed power generation demonstration projects will be driven. 7. Expand demonstration applications in diverse fields. Leverage the opportunities for green and low-carbon transformation in industries such as steel, precious and rare metal smelting, and thermal power generation to encourage large steel enterprises and characteristic industrial parks to explore and deploy demonstration application projects such as "green electricity for hydrogen production - hydrogen metallurgy" and low-carbon transformation of coal-fired power. Deeply develop the application potential of hydrogen in the industrial sector, gradually extending it to downstream terminal chemical products such as ammonia and methanol synthesis. Explore the application of hydrogen in agriculture, food, medicine, and other fields. Encourage key regions, enterprises, and R&D institutions to utilize existing resources to proactively plan the construction of "hydrogen energy communities," "zero-carbon factories," and "hydrogen energy parks." (III) Implement the Industrial Cluster Development Project

8. Build hydrogen energy industrial clusters. Focus on the hydrogen energy equipment and materials industries to create a number of industrial clusters. Develop hydrogen purification equipment, accelerate the development and demonstration applications of PEM electrolyzers, alkaline electrolyzers, and high-temperature oxide electrolyzers, continuously improve the design and construction capabilities of integrated hydrogen production and refueling stations, and form the capacity for mass production of diversified hydrogen production equipment. Accelerate the research and development of hydrogen refueling and storage/transportation equipment such as hydrogen liquid-driven pumps and compressors, and onboard hydrogen storage systems. Prioritize the development of materials industries related to hydrogen production, storage, and transportation, such as high-performance alloys, carbon fibers and composites, and advanced steel materials, and continuously promote the localization of core materials for fuel cells, including stacks, flexible graphite bipolar plates, and carbon paper. 9. Highlight the cultivation of advantageous enterprises. Promote large energy, manufacturing, and steel enterprises to accelerate the layout and implementation of a number of integrated demonstration projects for hydrogen production, storage, transportation, refueling, and utilization, and cultivate leading enterprises in hydrogen energy application demonstrations. Support the innovative development of advantageous enterprises in the fields of hydrogen production, hydrogen energy equipment, and hydrogen energy materials, and accelerate the cultivation of a number of specialized, refined, distinctive, and innovative "little giants" and "single-product champions." Actively connect with national fuel cell demonstration cities such as Foshan, strengthen business-oriented, chain-oriented, and targeted investment attraction, refine the list of enterprises for investment attraction, and introduce a number of leading enterprises, high-level innovative enterprises, and service institutions in the hydrogen energy sector with strong industrial radiation and driving capabilities. 10. Strengthen the support of major projects. Guide various regions to reasonably layout and orderly promote projects related to the entire industry chain of hydrogen production, storage, transportation, refueling, and utilization. Focus resources on organizing and implementing a number of major projects with high technological levels and strong driving effects around demonstration applications in fields such as construction machinery, rail transit, medium and heavy-duty vehicles, ships, drones, energy storage, power generation, and smelting, and explore the path for the commercialization of hydrogen energy. We will introduce and implement a batch of projects to address weak links in the industry chain, thereby enhancing the development level and competitiveness of the industry chain. (IV) Implement the Ecological Optimization Project for Development

11. Innovate management mechanisms. Clarify the competent departments and workflows in areas such as the hydrogen energy industry, project approval, industry safety, and infrastructure construction. Optimize the approval procedures for hydrogen refueling stations and combined oil-gas-hydrogen stations. Explore and optimize management models for vehicle operations and road transportation. On the premise of implementing hydrogen energy application scenarios, support the development of pilot projects for hydrogen production from renewable energy and integrated hydrogen production and refueling stations in non-chemical industrial parks. Establish and improve preferential mechanisms for high-speed tolls for hydrogen vehicles, mechanisms for issuing new energy license plates for hydrogen vehicles, and mechanisms for the local consumption pricing of renewable energy power generation. Support eligible cities and prefectures in drawing on the experience of pioneering regions at home and abroad, exploring new institutional mechanisms for project approval management, safety supervision, energy and electricity policies, and carbon emission reduction, and summarizing and promoting replicable experiences. 12. Improve infrastructure. Enhance the capacity for low-cost industrial by-product hydrogen supply and low-carbon transformation, accelerate the R&D and cost optimization of hydrogen production technologies from renewable energy, and gradually establish a hydrogen supply system dominated by green hydrogen. Encourage the priority use of regions with abundant wind and solar power resources, as well as mature application scenarios such as the Changsha-Yueyang and Changsha-Zhuzhou sections of the Beijing-Guangzhou Expressway, national highway corridors, important port terminals, and industrial parks, to utilize eligible existing oil and gas refueling stations for the renovation (expansion) and construction of hydrogen production and refueling facilities, and support the simultaneous planning and construction of hydrogen refueling facilities at newly planned gas stations. Scientifically plan a comprehensive hydrogen transportation network, focusing on the development of high-pressure gaseous hydrogen storage and long-tube trailer transportation methods, gradually piloting the construction of long-distance hydrogen pipelines, and exploring storage and transportation methods such as liquid hydrogen and solid-state hydrogen. Encourage the pilot construction of advanced hydrogen production, storage, transportation, and refueling facilities. 13. Promote standard construction. Strengthen the implementation of the "Guidelines for the Construction of the Hydrogen Energy Industry Standard System," and encourage all parties involved in industry, academia, research, and application to jointly participate in the research, formulation, and implementation of basic and safety standards for hydrogen energy, supply standards for hydrogen production, storage, and transportation facilities and hydrogen refueling stations, and application standards for transportation and energy storage. Leading enterprises, universities, and research institutes are encouraged to enhance their capabilities in international standardization and participate in international standardization efforts for hydrogen energy. 14. Strengthen the talent pool. Universities are encouraged to establish disciplines and majors related to energy and power, explore interdisciplinary settings in fields such as machinery, chemical engineering, materials, and energy, and intensify efforts in cultivating talents for the hydrogen energy industry. Vocational colleges are encouraged to offer relevant disciplines and majors to cultivate high-quality skilled and technical talents. Support is provided for leading enterprises in the industry to strengthen cooperation with universities and establish a number of demonstration bases and training bases for the integration of industry and education. Guided by the R&D of key hydrogen energy technologies and application innovation, efforts are made to strengthen the introduction and cultivation of high-level leading talents and teams. V. Safeguard Measures

(1) Strengthen overall coordination. Incorporate the development of the hydrogen energy industry into the key tasks of the provincial working group for the new energy industry. Promote various departments and units, including development and reform, science and technology, industry and information technology, finance, transportation, emergency management, and energy, to fulfill their respective responsibilities, coordinate and resolve major issues in the development of the hydrogen energy industry, and create a favorable environment for the innovative development of the hydrogen energy industry. Give full play to the roles of industry associations and leading enterprises, and establish a mechanism for joint research and collaborative development among upstream and downstream enterprises in the industry chain.

(2) Strengthen policy support. Guide provincial special funds and funds to increase support for the R&D and demonstration applications of hydrogen energy technologies and equipment, continuously reduce the cost of hydrogen use, and promote the commercial development of hydrogen energy. Encourage industry authorities to introduce supporting policies around aspects such as green hydrogen production, application scenario construction, comprehensive utilisation of hydrogen energy, and industry safety management, and strengthen the guarantee of essential elements.

(3) Strengthen safety supervision. Introduce safety management measures for the hydrogen energy industry, clarify the responsibilities of industry regulatory departments and regulatory responsibilities in various links from project approval, construction, and operation to emergency response, as well as in various application scenarios, and solidify the main responsibility of enterprises for production safety and the safety management responsibility of local governments. Explore the establishment of a comprehensive supervision platform, strengthen the construction of emergency response capabilities, and enhance the monitoring, early warning, prevention, and control of major safety risks.

(4) Strengthen publicity and guidance. Carry out publicity and implementation work on safety regulations and standards for the production, storage, transportation, and use of hydrogen energy. Support the holding of forums, seminars, and exhibitions on the development of the hydrogen energy industry, strengthen popular science publicity, continuously enhance public awareness and recognition of the hydrogen energy industry, and create a social atmosphere conducive to the development of the hydrogen energy industry.
