[SMM Hydrogen Energy Policy Express] National Development and Reform Commission (NDRC): Public Consultation on the "Administrative Measures for Energy Planning"

On June 10, the National Development and Reform Commission (NDRC) issued an announcement on publicly soliciting opinions from society on the "Administrative Measures for Energy Planning (Revised Draft for Public Consultation)".

The document states that energy planning includes national comprehensive energy planning, national energy planning by sector, regional energy planning, and energy planning for provinces, autonomous regions, and municipalities directly under the central government (hereinafter referred to as provincial energy planning).

These measures apply to the research, formulation, coordination, approval, issuance, implementation, evaluation, and adjustment of the aforementioned types of energy planning.

Strict management of the catalog list for energy planning formulation is required. The national comprehensive energy planning, national energy planning by sector, and regional energy planning shall be jointly formulated by the NDRC and the National Energy Administration (NEA). The catalog list should adhere to the principle of streamlining, avoiding issues such as excessive quantity and overlapping. In principle, planning not included in the catalog list shall not be formulated.

For routine work or tasks with an implementation period of less than three years, planning shall not be formulated in principle.

Energy planning shall clearly define the planning period, and the content generally includes: development foundation and situation, guiding ideology, basic principles, development goals, main tasks, regional layout, key projects, safeguard measures, etc. Among them, development goals may include binding indicators and expected indicators. Energy planning that requires environmental impact assessment and water resource demonstration shall be implemented in accordance with relevant regulations, and shall be well coordinated with indicators and policies related to ecological and environmental protection, carbon emissions, etc.

These measures shall come into force from the date of issuance and shall remain valid for five years.

In order to implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and further improve the institutional framework for energy planning, in accordance with the relevant provisions of the "Energy Law of the People's Republic of China", the NEA has revised and formulated the "Administrative Measures for Energy Planning (Revised Draft for Public Consultation)", and is now publicly soliciting opinions from society.
