[SMM Hydrogen Energy Policy Express] National Energy Administration: Issues "Notice of the General Office of the National Energy Administration on Organizing and Conducting Pilot Work on Hydrogen Energy in the Energy Sector"

On June 10, the General Office of the National Energy Administration issued a notice on organizing and carrying out pilot work on hydrogen energy in the energy sector.

The document states that the pilot work will take the following two forms:

Project pilot: Leveraging project pilots to promote the application of advanced hydrogen energy technologies and key equipment, support the verification of the feasibility and effectiveness of various standards, and explore project development plans that are technologically advanced, have clear models, and are replicable and scalable. Project pilots will be declared by the project owners, focusing on a single pilot direction. In principle, relevant projects should have completed approval and filing procedures to ensure the smooth operation of the pilot projects, with clear business models, significant cost-effectiveness, and outstanding carbon reduction effects. Support will be provided for projects to apply breakthrough achievements from major national science and technology projects, national key R&D programs, first-of-a-kind (set) major technical equipment, and R&D innovation platforms in the energy sector, to support the creation of new scenarios, models, and mechanisms for the promotion and application of technological and equipment achievements, and to consolidate and enhance the innovation and competitiveness of the hydrogen energy industry.

Regional pilot: Leveraging regional pilots to promote the establishment of a sound cross-departmental collaboration mechanism and management model for hydrogen energy, explore innovative and sustainable mechanisms for realizing green value, and coordinate the integration of various policy resources. Regional pilots will be declared by leading cities, covering no more than three cities, which can coordinate and organize the implementation of relevant projects, covering multiple pilot directions in the "production, storage, transportation, and utilization" of hydrogen energy. Relevant cities should have systematically carried out hydrogen energy industry development planning, with significant scale effects in supply and consumption, outstanding potential for coordinated regional development, clear infrastructure development paths, and through the establishment of sound hydrogen energy project management norms, improvement of public service platform construction, exploration of mechanisms for the local consumption of renewable energy and the realization of the green value of hydrogen energy, and leveraging the supporting role of various markets and resources for the hydrogen energy industry.
