According to SMM's tracking of 1-10kV general industrial and commercial electricity prices, in January, the maximum peak-valley price spread exceeded 0.7 yuan/kWh in 15 regions nationwide. Starting from January 2025, Heilongjiang and Sichuan will suspend the use of critical peak period electricity prices, while 19 regions will continue to implement them. This month, some regions, such as Beijing and Jiangxi, introduced critical peak period electricity prices, but the prices were the same as peak period electricity prices.
Policy Updates: On December 31, the Hunan NDRC issued the "Notice on Improving the Time-of-Use Electricity Price Policy and Related Matters (Draft for Comments)." The document specifies that during spring, summer, and autumn, the 12:00-15:00 period will be adjusted from the previous peak period to the valley period, while in winter, it will be a normal period. Additionally, the floating price ratio for peak, normal, and valley electricity prices throughout the year will be adjusted from the previous 1.6:1:0.4 to 1.6:1:0.47, with critical peak period electricity prices increasing by 20% over peak period electricity prices. After the adjustment of peak-valley periods, industrial and commercial ESS will have only one charge-discharge opportunity in January and December during winter, while in other months, there will be two charge-discharge opportunities, potentially increasing ESS revenue. Furthermore, for industrial and commercial single-rate electricity users, their electricity prices will consist of normal period electricity prices and time-of-use average floating electricity prices, with the latter uniformly set at 0.07 yuan/kWh throughout the year. Additionally, in December, the Sichuan NDRC issued a draft for comments on the "Notice on Further Adjusting the Time-of-Use Electricity Price Mechanism in Our Province." Compared to previous policies, the main adjustments in this document include canceling critical peak period electricity prices for winter (December and January), extending the critical peak period in summer (July and August) from 2 hours to 3 hours, and adjusting the midday period (12:00-15:00) from a normal period to a peak/critical peak period. The document specifies that critical peak period electricity prices will be implemented in July and August, and in other months, they will be activated when the daily maximum temperature exceeds 35°C, with critical peak periods consistent with those in July and August. Unlike most regions that adjust the midday period to a valley/deep valley period, Sichuan Province has adjusted the midday period to a peak/critical peak period. This adjustment benefits PV power generation revenue but adversely affects user-side electricity consumption during the midday period, impacting the absorption of PV power generation.
