The European Commission has approved three-year safeguard measures on imports of silicon and manganese-based alloys, including ferro-manganese, ferro-silicon, ferro-silico-manganese, and ferro-silico-magnesium, setting the duty-free volumes at 75% of the average import level from 2022 to 2024, with implementation of country-specific tariff rate quotas. Imports above quota may still enter if priced above set minimum thresholds; lower-priced volumes will face duties based on the price gap. The decision follows a 2024 investigation showing that ferroalloy imports rose 17% from 2019 to 2024, reducing EU producers’ market share from 38% to 24%. The measures, which will run for three years until November 17, 2028, aim to protect the EU industry and strengthen supply chain resilience.
