Although nominal CFR offers remained at 650–660 USD/tonne, actual transaction prices for large orders have been pushed down to 635–640 USD/tonne (small orders quoted at 650 USD/tonne and above). Over the past two weeks, EU clients have ordered a total of around 100,000 tonnes, prompting Indian steel mills to rush shipments; currently, of the EU's total HRC quota of 149,319 tonnes for India, less than 50,000 tonnes remains uncleared, with shipments concentrated in July-August to ensure arrivals at ports from end-August to early September. Global Manufacturing Declined MoM; Domestic New Export Orders Recovered Marginally According to J.P. Morgan global PMI data, the global manufacturing PMI stood at 52.2 in June 2026, still in expansion territory but with momentum slowing for a second consecutive month, mainly due to earlier stockpiling to avoid Middle East shipping risks, while preventive stockpiling demand waned in June. In addition, end-use consumer goods demand in Europe and the US was weak, global export orders fell below the 50 mark, and the ASEAN composite PMI dropped 1 point MoM, with regional sentiment cooling significantly. China's manufacturing new export orders index at 50.1% in June, up 1.5 percentage points MoM, pointed to a marginal recovery in external demand. 2. Supply Outside China Rose MoM; Overall Supply Pressure Intensified Global crude steel production fell 0.3% YoY to 157.9 million mt in May 2026. In China, against a severe backdrop of finished steel destocking falling short of expectations and losses, steel mills proactively brought forward maintenance plans to defensively control output. Excluding China, production in the rest of the world rose 28.8% YoY. The Asian market was unusually resilient, with India's crude steel production recording 14.1 million mt. Meanwhile, Vietnam's production surged 27.2% YoY, driven not by a stress response to trade barriers but by downstream manufacturing entering a concentrated stockpiling phase, coupled with genuine demand from infrastructure projects rushing to meet deadlines ahead of the monsoon season. In contrast, production in the Middle East plunged 19.4% YoY in May, with previous war damage from geopolitical conflicts and wartime energy controls remaining an invisible and heavy ceiling suppressing production resumptions in the region. Production regions in Europe and the US (the US up 9.2% YoY, Germany up 7.3% YoY) maintained relatively active operating rates, supported by new-type data center infrastructure and anticipatory moves to preempt regional trade barriers such as the EU's Carbon Border Adjustment Mechanism (CBAM). It is reported that the Middle East recently started offering billet exports and concluded deals. Price Advantage Narrowed Significantly; Pressure on Export Orders Intensified As of July 16, 2026, HRC export quotations (FOB) for India, Turkey, and the CIS were $510/mt, $408/mt, and $530/mt, respectively, while China's HRC export quotation (FOB) was $493/mt. Currently, China's HRC export quotations are $17/mt, $115/mt, and $37/mt lower than those countries. China's steel export price advantage narrowed significantly MoM from June. The overseas market remained in the off-season, and low-price export promotion remained the main channel for them to relieve domestic pressure. In China, prices remained relatively firm supported by costs. The price spread between Chinese and overseas markets narrowed markedly, intensifying pressure on export orders. Demand side, China's macro policies are expected to remain accommodative, and the manufacturing sector is likely to continue introducing policies to stimulate consumption, with demand expectations staying resilient. However, affected by anti-dumping measures and export structure adjustments, the decline in HRC exports will weigh on the domestic high-supply pattern. Overall, HRC prices are expected to continue hovering at lows in 2026. China's HRC export quotations currently stand at discounts of -$49/mt, -$144/mt, and -$34/mt against these countries, keeping its steel export price advantage distinct. Recently, however, Southeast Asia entered its off-season; with domestic demand unable to support elevated prices, there are signs of price reductions to capture orders from the international market and disperse domestic pressures. Export orders dropped notably in May, with a related slowdown after concentrated procurement According to SMM's latest survey of steel mill export schedules, planned HRC exports this month stand at 1.03 million mt, roughly steady compared with actual exports last month. SMM steel export order data indicates that, affected by holidays, export orders in May declined noticeably from April on a MoM basis. Orders for both flat products and long products slipped, signaling that overseas buyers have slowed their procurement pace after the earlier round of concentrated procurement. The inversion between China HRC (FOB) and core ex-China markets deteriorated across the board this week, with multiple indicators hitting historical or periodic highs mid-week, except for the China-India spread which rebounded. Chinese resources are expected to continue offering low FOB prices to Southeast Asia and the Middle East next week, and the price spread matrix is unlikely to narrow significantly in the short term. Meanwhile, considering the approaching EU new regulations, June will be a window period for intense price collapse between Indian and Chinese resources in non-EU markets (such as the Middle East and ASEAN). By sub-market, Indian HRC export prices continued to weaken last week, with suppliers lowering offers to stimulate demand amid an overall sluggish regional market. Vietnam remained the primary export destination for Indian SAE1006 HRC, with August shipment offers gradually declining from $580/mt CFR to $565–570/mt CFR. The price decline was still driven by persistently weak demand, intensified competition among exporters, and widespread market expectations of further regional price declines. However, overall transaction activity remained limited, with Vietnamese buyers mostly adopting a wait-and-see strategy, focusing on the upcoming new monthly HRC price announcements from Formosa Ha Tinh Steel Corporation and Hoa Phat Group before deciding on new procurement plans. Market participants noted that cautious downstream demand and expectations of continued price declines continued to suppress buyer restocking willingness. Overall, the demand environment facing Indian exporters remained challenging. Southeast Asian market: Affected by weak downstream demand and market expectations of further price declines, overall steel trading sentiment remained cautious, with procurement activity continuing to be suppressed. According to SMM research, recent transactions of Indonesian HRC to the Vietnamese market have been concluded at around 585 USD/tonne CFR.
May 19, 2026 17:47[SMM Steel] US hot rolled coil (HRC) exports totaled 53,666 mt in March 2026, up 10.7% from February but down 11.1% YoY, according to US Department of Commerce data. Export value increased to $59.47 million from $53.52 million in February. Mexico remained the largest destination with 38,520 mt, followed by Canada with 14,609 mt.
