The anti-dumping measures will continue to be imposed on galvanized steel sheets originating from China and Ukraine. The duty rates for the products involved from China range from 12.69% to 17.00%, while the rate for Ukraine is 23.90%. The measures will remain in effect until June 9, 2030.

The main reason for the discrepancy with customs data may be the decrease in billet exports MoM in May. Considering that major export traders and steel mills often set annual export targets, even in adverse external conditions, there may be instances of volume discounts. Therefore, SMM expects that steel export volume in June will still maintain high growth YoY, but MoM data may face a slight decline risk after three consecutive months of exceeding 10 million mt. The uncertainty of steel exports in H2 will increase.

Jun 6, 2025 17:56On May 28, 2025, the Mexican Ministry of Economy issued a notice stating that, in response to an application from Mexican enterprises, it had initiated an interim review investigation into anti-dumping measures on coated and plated steel sheets (Spanish: aceros planos recubiertos) originating in Vietnam, to examine whether adjustments to the existing anti-dumping duties were necessary. The investigation period for this case spans from November 1, 2023, to October 31, 2024. The products covered under this case include those classified under TIGIE tariff codes 7210.30.02, 7210.41.01, 7210.41.99, 7210.49.99, 7210.61.01, 7210.70.02, 7212.20.03, 7212.30.03, 7212.40.04, 7225.91.01, 7225.92.01, and 7226.99.99, as well as those under tariff codes 9802.00.01, 9802.00.02, 9802.00.03, 9802.00.04, 9802.00.06, 9802.00.07, 9802.00.10, 9802.00.12, 9802.00.13, 9802.00.14, 9802.00.15, and 9802.00.19. The products under investigation do not include those coated with tin, lead, chromium, and/or non-alloy aluminum (aluminum-plated) or other metals. During the investigation period, the existing anti-dumping duties will remain in effect. The notice will take effect from the day following its issuance. On August 30, 2021, the Mexican Ministry of Economy initiated an anti-dumping investigation into coated and plated steel sheets originating in Vietnam. On February 24, 2023, Mexico issued a final anti-dumping determination in this case, deciding to impose anti-dumping duties ranging from 6.40% to 10.84% on the enterprises involved. At the same time, it reached a price undertaking with Vietnamese producer/exporter Maruichi, which would be exempt from the anti-dumping duties. On September 14, 2023, Mexico changed the anti-dumping measures against Vietnamese producer/exporter Maruichi to the imposition of anti-dumping duties at a rate of 2.06%.
May 30, 2025 15:48On May 28, 2025, the European Commission issued a notice, making an affirmative final determination on anti-dumping measures against flat-rolled products of iron or non-alloy steel plated or coated with tin originating in China. It ruled that the anti-dumping duties for Baoshan Iron & Steel Co., Ltd. and WISCO-Nippon Steel Tinplate Co., Ltd. would both be 13.1%, for Shougang Jingtang United Iron & Steel Co., Ltd. would be 46.8%, for other cooperating enterprises (see the attachment in the original text for details) would be 24.6%, and for other companies would be 62.3%. The EU Combined Nomenclature (CN) codes for the products in question are 7210 11 00, 7210 12, ex 7210 70, 7210 90 40, ex 7210 90 80, 7212 10, and ex 7212 40 (with TARIC codes 7210701015, 7210708020, 7210708092, 7210908020, 7212402010, 7212408012, 7212408030, 7212408080, and 7212408085). The dumping investigation period for this case was from April 1, 2023, to March 31, 2024, and the injury investigation period was from January 1, 2020, to the end of the dumping investigation period. The measures took effect on the day following the publication of the notice. On May 16, 2024, the European Commission initiated an anti-dumping investigation into flat-rolled products of iron or non-alloy steel plated or coated with tin originating in China. On January 14, 2025, the European Commission made a preliminary determination on anti-dumping measures against flat-rolled products of iron or non-alloy steel plated or coated with tin originating in China. May 30, 2025 15:44On May 15, 2025, the Department of Foreign Trade of the Ministry of Commerce of Thailand issued an announcement stating that, in response to an application from domestic enterprises in Thailand, it had initiated a second sunset review investigation into anti-dumping measures on high carbon steel wire rods (Thai: เหล็กลวดคาร์บอนสูงรวมถึงเหล็กลวดคาร์บอนสูงที่เจือธาตุอื่น; English reference: High Carbon Steel Wire Rods) originating in China. The description of the products under investigation is as follows: They have a circular cross-section with a diameter of less than 14 millimeters and contain a carbon content of no less than 0.76% but no more than 0.92% by weight. The products covered by this investigation fall under the following Thai HS codes: 7213.9130.061, 7213.9130.022, 7213.9130.030, 7213.9130.031, 7213.9130.090, 7213.9190.021, 7213.9190.022, 7213.9190.030, 7213.9190.031, 7213.9190.090, 7227.9010.052, 7227.9010.090, 7227.9090.050, 7227.9090.051, 7227.9090.052, 7227.9090.053, 7227.9090.054, 7227.9090.055, 7227.9090.056, 7227.9090.059, and 7227.9090.090. The announcement will take effect from the date of its issuance. On November 29, 2012, Thailand initiated an anti-dumping investigation into high carbon steel wire rods originating in China. On August 29, 2013, Thailand made a preliminary anti-dumping determination in this case. On May 17, 2014, Thailand made a final anti-dumping determination on the products under investigation originating in China. On October 17, 2014, Thailand imposed anti-dumping duties ranging from CIF 5.17% to 33.98% on the Chinese products under investigation. On May 15, 2019, Thailand initiated the first sunset review investigation into anti-dumping measures on high carbon steel wire rods originating in China. On May 15, 2020, Thailand made a final determination in the first sunset review of this case, deciding to continue imposing anti-dumping duties on the Chinese products under investigation based on the CIF price. The anti-dumping duty rates were set at 12.26% for Benxi Beitai Gaosu Steel Wire Rod Co., Ltd., and for the enterprises under Jiangsu Shagang Group Co., Ltd., including Zhangjiagang Shajing Steel Co., Ltd., Zhangjiagang Hongxing High Wire Co., Ltd., Zhangjiagang Sheen-faith Steel Co., Ltd., Jiangsu Sheen-faith High-Tech Co., Ltd., Zhangjiagang Rongchang High Wire Co., Ltd., and Zhangjiagang Rongsheng Steel Co., Ltd. The rates were all 15.04%, while Jiangsu Yonggang Group Co., Ltd. had a rate of 20.56%, and other enterprises had a rate of 36.79%. The measures were set to terminate on May 15, 2025.
