在 上海有色网信息科技股份有限公司（SMM） 主办的 2025 （第十届）新能源产业博览会-新能源光储论坛 上，中国电力工程顾问集团西北电力设计院有限公司电网工程公司总承包事业部设总 刘国华围绕“零碳园区，储能的下一个主战场”的话题展开分享。 零碳园区有望迎来井喷式发展 2024年12月12日，中央经济工作会议首次提到“零碳园区”的概念。会议明确，建立一批零碳园区。 2024年12月13日，工业和信息化部党组书记、部长金壮龙主持召开党组扩大会议。会议指出，要深入推动工业绿色低碳发展，实施工业节能降碳行动，建设一批零碳工厂、零碳工业园区。 2024年12月26日至27日，全国工业和信息化工作会议在京召开。会议指出，加大工业节能降碳攻坚力度，探索推进零碳工厂、零碳工业园区建设。 绿色园区能源服务是落实“双碳”目标，实践高质量发展战略的必经之路。我国产业园区数量超过87000个，其碳排放量占全国碳排放总量的比重超过30%。零碳园区的核心是绿色能源、零碳供应链为系统的绿色低碳制造体系和绿色产出，能够有力推动现有产业园区的低碳化转型。 多地将零碳园区建设纳入2025年《政府工作报告》。比如，2025年广西壮族自治区《政府工作报告》指出，加强传统行业节能降碳技术改造，推进减污降碳协同创新试点，建立一批零碳园区；2025年云南省《政府工作报告》指出，高质量建设零碳园区；2025年福建省《政府工作报告》指出，开展省级以上园区循环化改造，探索城市、园区、企业减污降碳协同创新路径，加快建设一批零碳园区，支持湄洲岛争创部省共建“近零碳岛屿”。 绿色工厂VS零碳工厂 定义及核心特征 1. 绿色工厂 定义： 绿色工厂是以“用地集约化、原料无害化、生产洁净化、废物资源化、能源低碳化”为基本原则的制造单元，旨在通过节能减排、循环经济、绿色管理等措施实现环境友好与资源高效利用。 核心特征： 采用高效节能设备（如光伏发电、智能控制系统）； 推行资源循环利用（废水、废气回收）； 使用环保原材料并建立绿色管理体系。 2. 零碳工厂 定义： 通过自主减排（如能源替代、工艺优化）、清洁能源应用及碳抵消措施，实现温室气体净零排放的工厂，覆盖范围1（直接排放）和范围2（间接能源排放），部分企业延伸至范围3（供应链排放）。 核心特征： 可再生能源占比高（如光伏覆盖≥50%）； 应用碳捕集（CCUS）等负碳技术； 通过碳信用抵消剩余排放。 3. 区别与联系 区别： 绿色工厂侧重综合环保，零碳工厂聚焦碳排放精准管理；前者以国家标准（GB/T 36132）评价，后者依赖团体标准（如T/CECA-G 0171-2022）。 联系： 绿色工厂是零碳工厂的基础，其节能措施为零碳目标提供支撑；两者均需通过ISO 14001（环境管理）、ISO 50001（能源管理）认证。 零碳园区标准现状 零碳园区标准现状：地方先行，国家规范呼之欲出 当前我国零碳园区建设仍以地方标准为主导，尚未形成国家级统一规范。截至2025年3月，全国已有4个地方标准（内蒙古、福建省级标准，雄安新区、盐城市级标准）及近30项团体标准，覆盖规划、建设、评价等环节。 内蒙古率先构建完整地方标准体系，发布《零碳产业园区建设规范》《零碳产业园计量评价规范》，明确可再生能源使用比例不低于80%、碳排放核算方法等硬性指标。 雄安新区则以国家电网能源互联网创新中心为例，通过地源热泵、光伏发电、智能管控等技术，实现年减碳6990吨，剩余碳排通过绿电交易抵消。 国家层面，2024年中央经济工作会议首次提出“建立一批零碳园区”，工信部、发改委等多部门密集发声，预计国家统一标准即将出台。 核心标准框架 核心标准框架：从能耗到管理，六大系统缺一不可 结合《零碳园区创建与评价技术规范》（团体标准）及地方实践，零碳园区的标准化建设需涵盖以下维度： 1.能源系统：可再生能源占比≥80%（如内蒙古标准），优先布局光伏、风电、氢能，配套储能与智能微电网。余热余压回收利用率≥90%。 2.建筑系统：新建建筑需达绿色建筑二星级以上，既有建筑改造采用被动式节能技术（如博鳌示范区光伏地砖、智能幕墙）。 3.交通系统：新能源车占比≥50%，充电桩覆盖率100%。 4.生产系统：高耗能设备淘汰率≥30%，推广“能效之星”技术。 5.管理体系：建立碳排放监测平台，实现数据实时追踪（如博鳌示范区物联网大屏）。 6.碳抵消机制：允许通过购买绿电、CCER、碳汇等方式中和剩余排放，但需优先减排而非依赖抵消。 零碳园区典型案例 鄂尔多斯零碳产业园 实现“双碳”目标，能源是主战场。从落地全球首个零碳产业园到发布全国首个零碳产业园的地方标准，从以资源驱动到以创新驱动，由内蒙古新远景集团有限公司与鄂尔多斯蒙苏经济园区携手打造的鄂尔多斯零碳产业园正在为能源转型、绿色制造“打样”。 远景动力鄂尔多斯电池超级工厂是产业园的首个项目，致力于生产高能量密度、高安全性、长循环寿命的动力电池与储能电池产品。远景蒙新集团发挥自身领先的技术优势和强大的产业带动能力，带动产业链升级和延长产业链配套，推动零碳新工业体系转型，让鄂尔多斯零碳产业园成为全球零碳新工业基地的典范。 2024年鄂尔多斯零碳产业大会上，鄂尔多斯零碳产业园宣布正式进入2.0时代。2025年，鄂尔多斯零碳产业园将最终形成全绿色电源供给、智能物联能碳管理平台、国际零碳产业园标准、“风光氢储车”零碳产业链集群等八大创新示范，助力当地实现约3000亿元绿色新工业产值，创造约10万个绿色高科技岗位，实现约1亿吨二氧化碳年减排的目标。 可再生能源就地生产与消纳，吸引企业落地，形成产业聚合生态，推动地方经济高质量发展，所创造的价值远大于将其输送到其他地区。 储能在零碳园区的作用 协调电网与电池储能系统 在零碳园区内，大量使用可再生能源。但是，由于太阳能、风能等能源本身的不稳定性，会导致供电不足或过剩的情况。这时就需要储能系统来调节供需电平。储能系统可以收集太阳能、风能等多余的电力，然后在主要用电时间供应到电网。这样不仅能够稳定电网，而且也能够充分利用可再生能源。 储能为突发事件提供备用电力 在零碳园区内，如何处理紧急事件，如停电或自然灾害，是一个非常热门的话题。如果没有备用电力，将不仅导致园区内企业的生产受到影响，而且也会影响园区内居民的正常生活。因此，适当储备一定量的电力是非常必要的。储能系统可以在紧急情况下向电网提供备用电力来保证园区的正常运转。 储能促进能源发展转型 随着生产方式的转变，经济发展和环境保护也逐渐成为人们关注的重点。为了控制碳排放，降低能源消耗，推动低碳经济的发展，缓解日益紧张的能源问题，各国政府和企业开始大力推广储能技术。在零碳园区中，储能作为一种低碳、绿色的技术不仅可以解决能源存储问题，还可以推动能源行业的发展和转型。 储能在零碳园区的应用 2025 年零碳园区储能的三大趋势 趋势一： 储能系统集成化，“光伏 + 储能 + 智能微电网” 一体化解决方案占比超 60%，华为、宁德时代等头部企业推出定制化能源管理平台。 趋势二： 商业模式多元化。除自建储能外，共享储能、储能租赁等模式兴起，单个园区可降低初始投资成本 40% 以上。 趋势三： 技术跨界融合，数字孪生、AI 预测算法与储能系统深度结合，实现充放电策略动态优化，系统效率提升 20% - 30%。 》点击查看2025 （第十届）新能源产业博览会专题报道
