This decision follows an investigation revealing that Vietnamese exports exceeded the 3% threshold set for developing countries. During the investigation period from October 1, 2024, to September 30, 2025, Vietnam exported approximately 21,184 tons of rebar to the UK, with all shipments arriving in July 2025 alone. This volume accounted for 5.53% of the UK's total rebar imports during that period. Consequently, Vietnamese rebar will no longer benefit from a full exemption and must now utilize the remaining quota. The updated rules apply from January 1, 2026, through June 30, 2026. The current residual quarterly quota is 23,514 tons, with a cap of 4,703 tons (20% of the total) for any individual exporting country.

Investigations found no dumping by Indonesia's PT Ispat Panca Putera and Malaysia's Southern Steel Berhad. Although dumping evidence was identified for Indonesia's PT Putra Baja Deli and Vietnam's Hoa Phat Hai Duong Steel, calculated margins were at negligible levels, leading to termination of investigations against these specific companies. The products involved are classified under HS codes 7214.20.00.47, 7228.30.10.70, 7228.30.90.40 and 7228.60.10.72.
