On March 14, 2026, the Interdepartmental Commission on International Trade of Ukraine issued a notice stating that, pursuant to Resolution No. AD-598/2026/441-01 of the Commission dated March 10, 2026, it had made an affirmative final ruling in the third sunset review of the antidumping measures on steel wire ropes and cables originating in China, and decided to continue imposing antidumping duties on the products concerned for another five years at an unchanged rate of 123. The period of investigation in this case was from January 1, 2022 to March 31, 2025. The Ukrainian tariff codes of the products concerned were 7312 10 49 00, 7312 10 81 00, 7312 10 83 00, 7312 10 98 00, and 7312 10 65 00. The measures took effect from the date of publication of the notice. On August 17, 2007, Ukraine initiated an antidumping investigation into steel wire ropes and cables originating in China. On July 23, 2008, pursuant to Resolution No. AD-183/2008/143-48 of the Ukrainian Commission, Ukraine began imposing antidumping duties on the Chinese products concerned. Thereafter, Ukraine conducted two sunset reviews, and made affirmative rulings and extended the duty period on September 19, 2014 and May 28, 2020, respectively. On August 24, 2022, the Interdepartmental Commission on International Trade of Ukraine issued a notice amending the product description of Chinese steel wire ropes and cables as determined in Resolution No. AD-183/2008/143-48 dated July 23, 2008. Upon application by a Ukrainian producer, and pursuant to Resolution No. AD-582/2025/441-01 of the Commission dated May 21, 2025, Ukraine initiated the third sunset review investigation of the antidumping measures on the Chinese products concerned. On February 12, 2026, the Argentine Ministry of Economy issued Notice No. 134 of 2026, making a negative final determination in the combined anti-dumping sunset review and changed circumstances review regarding aluminum plates originating in China, and decided to discontinue the anti-dumping measures on the products concerned. The products concerned specifically referred to 3 series non-alloy or alloy aluminum plates that complied with Article 681 of Argentina’s national IRAM standard, with specifications as follows: diameter greater than or equal to 60 mm and less than or equal to 1,000 mm, and thickness greater than or equal to 0.3 mm and less than or equal to 5 mm. The NCM codes for the products concerned were 7606.91.00 and 7606.92.00. The Notice took effect as of the date of issuance.

If the current anti-dumping measures were to be lifted, the dumping of the products in question would continue or recur and cause injury to the EU industry. Therefore, it was decided to maintain the anti-dumping duties on the Chinese products: Xingmin Intelligent Transportation Systems Co., Ltd., Tangshan Xingmin Wheels Co., Ltd., Xianning Xingmin Wheels Co., Ltd., and other cooperating enterprises (see the annex to the original announcement for details) will all be subject to a rate of 50.3%, while other companies will face a rate of 66.4%. The measures took effect the day after the announcement. The EU CN (Combined Nomenclature) codes for the products under investigation are ex 8708 70 10, ex 8708 70 99, and ex 8716 90 90 (TARIC codes are 870870 10 80, 8708 70 10 85, 8708 70 99 20, 8708 70 99 80, 8716 90 90 95, and 8716 90 90 97). The period of the dumping investigation for this sunset review was from January 1, 2024, to December 31, 2024, and the period for the analysis of injury to the industry was from January 1, 2021, to the end of the dumping investigation period. The announcement took effect the day after its publication. On February 15, 2019, the European Commission initiated an anti-dumping investigation into steel road wheels originating from China. On March 4, 2020, the European Commission made its final determination on the anti-dumping investigation of steel road wheels from China. On March 3, 2025, the European Commission launched the first anti-dumping sunset review investigation into steel road wheels from China.
