According to the Indonesian Nickel Miners Association (APNI), the government has proposed a nickel ore production target of around 250 million tonnes in the 2026 Work Plan and Budget (RKAB), a sharp decline from the 379 million tonnes set in the 2025 RKAB. APNI Secretary General Meidy Katrin Lengkey explained that the reduction in the production plan is intended to prevent further declines in nickel prices. Speaking to reporters in South Jakarta on Tuesday, December 16, 2025, she noted that the target remains a government-level plan and that its final implementation remains unclear. Based on SMM’s understanding, discussions regarding future nickel RKAB quotas by Indonesia’s Ministry of Energy and Mineral Resources (ESDM) are still ongoing within the top management level.

On 4 December 2025, Indonesia’s Ministry of Energy and Mineral Resources issued a warning to several mining companies that failed to submit their 2026 Work Plan and Budget (RKAB) by the 15 November 2025 deadline, as required under Regulation No. 17/2025. ESDM Director General Tri Winarno said the 2026 Work Plan and Budget (RKAB) will be revised to match market demand, with numbers likely below this year’s 319 million tons. ESDM, which manages smelters integrated with mining permits, will coordinate with the Industry Ministry overseeing standalone smelters to balance supply.
