Recently, the Panzhihua Municipal People's Government Office issued a notice on the release of "Several Policy Measures to Support High-Quality Development of the Hydrogen Energy Industry."
The document states:
(i) Reducing Hydrogen Usage Costs
For newly built, renovated, or expanded 35MPa fixed hydrogen refueling stations and integrated hydrogen production and refueling stations with a daily hydrogen refueling capacity of 500kg or more, a one-time matching reward equivalent to 30% of the provincial reward will be given; for newly constructed mobile skid-mounted hydrogen refueling stations (with a daily hydrogen refueling capacity not exceeding 500kg), a one-time reward of up to 500,000 yuan, or 20% of the equipment investment, will be provided per station.
For operational hydrogen refueling stations (including comprehensive energy stations) providing hydrogen refueling services, if the hydrogen selling price does not exceed 20 yuan/kg, a reward of 15 yuan/kg based on the annual cumulative hydrogen refueling volume (including liquid hydrogen) will be given, with an annual cap of 2 million yuan per station. The total amount of the reward will decrease by 20% annually during the policy implementation period.
Supporting the commercialization and industrialization of green hydrogen (including liquid hydrogen) production technology projects, a one-time reward of up to 4 million yuan, or 20% of the actual total investment (excluding land costs) after the project is completed and put into operation, will be provided.
Supporting the purification and utilization of by-product hydrogen from industrial processes, a one-time reward of up to 1 million yuan, or 10% of the equipment investment, will be given.
(ii) Expanding Application and Promotion
Supporting the promotion and application of hydrogen fuel cell vehicles. For enterprises directly purchasing hydrogen fuel cell commercial vehicles, rewards will be given at a 1:1 ratio according to the evaluation system standards for hydrogen fuel cell vehicle demonstration rewards set by the Ministry of Finance and four other ministries.
Supporting the provision of hydrogen fuel cell vehicle application scenarios. For cargo companies using hydrogen fuel cell vehicles, if a single vehicle accumulates over 3,000kg of hydrogen refueling annually, a reward of 10,000 yuan/year/unit will be given to the cargo company, with an annual cap of 1 million yuan.
For enterprises building and promoting the use of high-end hydrogen equipment through a hydrogen monitoring application platform, a one-time reward of up to 2 million yuan, or 30% of the investment in the monitoring application platform and system equipment, will be provided to the scenario operating enterprise.
For enterprises specializing in the transportation of high-pressure gaseous, solid-state, and low-temperature liquid hydrogen, a one-time reward of up to 1 million yuan, or 20% of the actual equipment investment, will be given to each enterprise.
Supporting enterprises and institutions in utilizing existing land to build or update hydrogen equipment without involving the construction of buildings or structures, no need to apply for a construction land planning permit or a construction project planning permit. For projects solely constructing hydrogen refueling stations and those using by-product hydrogen from industrial processes to produce high-purity hydrogen (purity greater than 99.9%) through physical methods, where the production process does not generate wastewater or volatile organic compounds, environmental impact assessment procedures are exempted.
Support the development of diversified and scenario-based hydrogen industrialization demonstration projects according to local conditions. For such projects, including hydrogen ESS, hydrogen power generation, hydrogen metallurgy, hydrogen roasting, hydrogen-to-ammonia and methanol production, hydrogen blending, and hydrogen supply network construction, a one-time reward of up to 5 million yuan will be given to the project investment enterprises, which is 20% of the actual investment in hydrogen-related equipment.
(3) Support for Equipment Manufacturing
For enterprises engaged in the production of fuel cell, hydrogen production, hydrogen refueling, and hydrogen drone equipment, as well as key parts manufacturing, a reward of 5% of the actual sales revenue of relevant products will be provided (the total reward during the policy implementation period shall not exceed 10 million yuan). For hydrogen fuel cell vehicle assembly enterprises, a one-time reward of up to 5 million yuan, which is 20% of the actual investment, will be given. The reward funds will be disbursed in three stages: 2:3:5 at the start of construction, completion acceptance, and official production, respectively.
(4) Support for Technological Innovation
Support the establishment of an innovation platform for the hydrogen industry. Encourage the combination of government, industry, academia, research, and application to build an innovation platform in the hydrogen field. A one-time reward of 3 million yuan will be given to provincial-level innovation platforms that have been approved and recognized.
Support joint research and development. Support national high-tech enterprises, key enterprises, and technology-based small and medium-sized enterprises in Panzhihua City, along with universities and research institutes, to jointly tackle the key core technologies that constrain the development of the hydrogen industry. For major science and technology projects that receive national funding, a one-time reward of up to 2 million yuan, which is 20% of the total actual investment, will be given; for those that receive provincial funding, a one-time reward of up to 1 million yuan, which is 10% of the total actual investment, will be given.
These policies and measures will take effect from September 1, 2025, and remain valid until December 31, 2027.
