In terms of delivery, CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd. officially shipped 13 sets of independently developed 1000Nm³/h electrolyzers, which will be delivered to the Guohua Cangzhou "Green Port Hydrogen City" project in phases; the 50m³ water electrolysis products supplied by Guofu Hydrogen Energy for the TNB-PCSS green hydrogen demonstration project of Malaysia's State Grid Corporation have been smoothly shipped to Shanghai Port; Wenshi Hydrogen Energy's AEM hydrogen production system has been successfully shipped to Austria; the MW-level hydrogen production system developed and produced by Hydrogen Energy has been shipped, and this equipment will be used in hydrogen production-related projects of large domestic energy enterprises. In recent weeks, Shanghai Hydrogen Era Technology Co., Ltd. has delivered four 1050Nm³/h electrolyzers to the China Energy Engineering Songyuan Hydrogen Energy Industrial Park project, and China Energy Engineering (Yangzhou) Hydrogen Production Equipment Co., Ltd. has successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank and other supporting equipment. The delivery direction has not yet been obtained.

As of June 30, 2025, domestic enterprises (including overseas deliveries) delivered a total of 35MW of alkaline electrolyzers in the second quarter (all data are from public information).

Updates on electrolyzer projects:

1. CSSC (Handan) Peri Hydrogen Energy Technology Co., Ltd., a subsidiary of the 718th Research Institute of CSSC Group (hereinafter referred to as "Peri Hydrogen Energy"), successfully obtained the exclusive EPC (Engineering-Procurement-Construction) general contracting rights for a certain 3000-type methanol-to-hydrogen and hydrogen refueling integrated energy station project. The hydrogen production system adopts the leading 3000Nm³/h methanol-to-hydrogen technology, and the production capacity of a single set of equipment can meet the demand of 200 hydrogen fuel cell heavy trucks. The hydrogen production efficiency is 15% higher than that of traditional processes.

2. The SPIC Da'an project successfully produced hydrogen and entered the trial operation stage. The first set of PEM electrolysis hydrogen production equipment was successfully started up at one time. After the equipment was started, it operated smoothly and successfully produced hydrogen with a purity of 99.999% and a capacity of 9600m³ per hour. The equipment demonstrated strong flexibility and could operate efficiently within a load range of 30%-100%.

3. The Hainan District wind and solar hydrogen production integration project (hydrogen production part) of CGN Solar Energy Development Co., Ltd. was filed. The project includes 20 sets of 1200Nm³/h ALK water electrolysis hydrogen production equipment, 8 sets of 1000Nm³/h ALK water electrolysis hydrogen production equipment, and hydrogen purification devices.

4. The Horqin Right Wing Front Banner wind, solar, hydrogen, and methanol integration project (hydrogen production station part) of CGN was filed. The project selects electrolyzers with a hydrogen production capacity of approximately 112,000 standard m³/h, which can achieve an annual hydrogen production capacity of 55,600mt.

5. The feasibility study report review meeting for the first phase of the Wushen Banner wind and solar hydrogen production integration project of China Coal Green Energy Technology Co., Ltd. was held. According to the opinions of the review meeting, the project team will further optimize the design plan and accelerate the handling of project commencement formalities, striving to start the project construction within 2025. The project includes 112 sets of 1500Nm³/h ALK electrolyzers and 24 sets of 2000Nm³/h ALK electrolyzers.

6. The industrial natural gas co-firing green hydrogen project jointly promoted by Hydrogen Energy Company and Baotou Weifeng New Materials Co., Ltd. was officially put into operation.

7. The first batch of green methanol products from the demonstration project of wind power coupling biomass green methanol integration in Taonan City, Shanghai Electric, was successfully produced.

8. A new energy base on the edge of the Tengger Desert in Zhongwei, Ningxia, consisting of millions of solar panels, dozens of wind turbines, supporting energy storage power stations, and hydrogen production plants, was officially connected to the grid for power generation recently, converting sunlight and wind energy into stable electricity and green hydrogen.

Policy Updates

  1. The first hydrogen energy standard in the energy industry, NB/T 11810-2025 "Regulations for the Preparation of Planning Reports for Renewable Energy Power-to-Hydrogen Projects" (hereinafter referred to as the "Regulations"), compiled by the China Renewable Energy Engineering Institute, was officially released and will be implemented from December 30, 2025.
  2. The European Commission approved a 4 billion euro special fund for electrolyzers, providing a 30% subsidy on equipment costs for projects with a capacity of ≥500MW/year, and setting a goal of ≥60% electrolyzer efficiency (LHV basis) for green hydrogen projects by 2030.
  3. The European Commission released the "Clean Industry Agreement National Aid Framework", which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensure that public resources are tilted towards low-carbon technologies through details such as funding allocation ratios and project timelines.

Corporate Updates

  1. Shanghai Electric and Huaihe Energy held discussions on topics such as energy equipment cooperation and the development of a new generation of coal-fired power under the "dual carbon" goals.
  2. Wu Lei, Secretary of the Party Committee and Chairman of Shanghai Electric Group, and his delegation visited the headquarters of Electricité de France (EDF). Both sides had in-depth exchanges of views on further deepening international cooperation in the new energy business.
  3. Australian hydrogen energy company Energys has obtained planning approval for a green hydrogen production facility in Hastings, Victoria. It is reported that the company has collaborated with the Victoria planning system for 18 months to promote the implementation of this project.
  4. CIMC Enric's Energy Systems (Shanghai) Co., Ltd. and Jiangsu Zhongchun Hydrogen Energy Technology Co., Ltd. (hereinafter referred to as "Jiangsu Zhongchun") officially signed a strategic cooperation agreement on hydrogen energy business.
  5. China Yajiang Group Co., Ltd. was established with the approval of the State Council. The establishment of this enterprise is a major decision made by the Party Central Committee with Comrade Xi Jinping at its core from a strategic and overall perspective. It is an important measure to deeply implement the overall national security concept, the new energy security strategy, and the Party's governance strategy for Tibet in the new era, and to ensure the smooth construction and operation of the Yajiang hydropower project.
