[SMM Hydrogen Energy Policy Update] Chengdu, Sichuan Province: Application for the First Batch of 500 Units Hydrogen-Powered Commercial Vehicle Demonstration Project

Recently, the Chengdu Economic and Information Technology Bureau and the Chengdu Transportation Bureau issued the Notice on the Application for the 2025 Chengdu Hydrogen Fuel Cell Commercial Vehicle Demonstration Application Project (First Batch).

The Notice states that Chengdu adheres to the principles of "government guidance, scenario demonstration, market operation, and voluntary participation," steadily advancing the demonstration and promotion of hydrogen fuel cell commercial vehicles through a "top-notch talent selection" approach. In 2025, 1,000 hydrogen fuel cell commercial vehicles will be promoted in two batches, with 500 vehicles in the first batch.

Among them, 40 hydrogen fuel cell buses, 200 hydrogen fuel cell trucks (Type I), and 260 hydrogen fuel cell trucks (Type II) will be demonstrated.

The hydrogen fuel cell commercial vehicle demonstration application project will be implemented through a "demonstration scenario + 'demonstration application consortium' application" approach. The applicant for the hydrogen fuel cell commercial vehicle demonstration application project must be a "demonstration application consortium," which is open to enterprises related to the hydrogen fuel cell commercial vehicle industry chain. It will be led by a hydrogen fuel cell system enterprise, in collaboration with vehicle manufacturing enterprises, vehicle operation units, hydrogen refueling station operation units, etc.

Objectives of the demonstration application project:

1. During the demonstration application period, breakthroughs should be achieved and industrialization realized in areas such as fuel cell stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon paper, air compressors, and hydrogen circulation systems.

2. The rated power of the fuel cell system should be no less than 50 kW, and the ratio of the rated power of the fuel cell system to the rated power of the drive motor should be no less than 50%.

3. The starting temperature of the fuel cell used in hydrogen fuel cell commercial vehicles should be no higher than -30°C.

4. The rated power density of the fuel cell stack used in hydrogen fuel cell commercial vehicles should be no less than 2.5 kW/L, and the rated power density of the system should be no less than 300 W/kg.

5. The pure hydrogen driving range of hydrogen fuel cell commercial vehicles should be no less than 300 km. For freight vehicles with a maximum designed total mass of 31 mt (inclusive) or more, as well as vehicles for on-site transportation in mines, airports, etc., the driving range can be relaxed to no less than 200 km upon approval.

6. Commercial vehicle producers should provide a warranty of no less than 5 years or 200,000 km (whichever comes first).

7. Encourage the exploration of demonstration operations of hydrogen fuel cell commercial vehicles with 70 MPa and other pressures.
