Steel prices have been hovering at low levels over the past two weeks, but iron ore prices have fallen sharply recently and crude steel output has been high.
Steel trader Stemcor is meeting banks next week to outline proposals to repay lenders after asking for a standstill agreement on $1.2 billion of loans.
